Background

The ultimate outcome of the Integrated Social Cohesion and Development (ISCD) project is the prevention and transformation of conflict and its local root causes into sustainable social cohesion and equitable development across all communities participating in the project . The project will achieve this by engaging all in these communities to purposefully anticipate and resolve disputes while working together and with local government on common development goals that bring concrete benefits and results and contribute to mitigating conflict in the future. The central uniqueness of the strategy is in the way it integrates conflict prevention into a local development process. The project will not address conflict prevention as a standalone intervention. Nor will it assume that conflict will be resolved by improved development opportunity alone.  The project will create a synergy between conflict prevention and development initiatives that reinforces and benefits both efforts.

The project's Bottom Up’ Approach is to engage people in an inclusive process of development that foresees potential problems and addresses these as they arise. At the same time it creates opportunities for people to move beyond any such differences to address development and governance needs important to future conflict prevention and to achieving real improvements in their lives. The strategy is one of moving the problems of conflict out of the negative setting in which people perceive themselves excluded or powerless, or in which only one party wins or both parties remain dissatisfied, into a positive environment in which people work together to foresee such problems and are motivated to resolve them in order to reap the full benefits of their collaboration on development. The project is to be piloted in 5 selected Governorates (Lahj, Abyan, Ibb, Al-Hodeidah and Amran).

Duties and Responsibilities

The intended project coordinator/expert is expected to work in close coordination with the ISCD Project Team and the CPR Team Leader and report to them,. the expected duties will include but not limited to the following:

  • Participate actively in the planning process of the ISCD project, propose and discuss local conflict prevention and social cohesion approaches;
  • Collaborate with the selected NGOs and district local councils to assess the selection of targeted villages in project districts based on criteria developed and commonly agreed;
  • Prepare TORs and contracts' forms for the selected NGOs to be approved by the project manger and according to the UNDP regulations;
  • Conduct field visits to the intended communities and facilitate community meetings and workshops using conflict transformation and social cohesion tools/methods; 
  • Participate with the Project Team in almost all visits to the community, meetings and workshops;
  • Establish close working relation with the local NGOs, local councils, related local authority institutions and ministerial executive offices and branches in Lahj and Abyan;
  • Prepare monthly action plan in close coordination with the selected NGOs for project implementation;
  • Monitor the allocated financial resources for community capacity development activities  in close coordination with the selected and contracted NGOs;
  • Participate in the formulation of social cohesion, peace building, and other conflict-prevention related training seminars and workshops;
  • Provide initial briefing and orientation to the Project Team specifically on the concepts, principles and practices of community empowerment to be applied under the project;
  • Document of all lesson learned experiences and share the success stories with all development actors and related communities in Lahj and Abyan governorates;
  • Participate in the project evaluation and monitoring possess and actions on the project concepts, principles, performance, affectivity and efficiency;
  • Report on the achievements of the community development and empowerment using the UNDP reporting system;
  • Participate in meetings with the projects’ national/international partners working in Lahj and Abyan governorates to develop joint plans or activities, this should be organized in close consultation with the project manager;
  • Participate in preliminary project identification visits to the new piloted governorates;
  • Support the selected NGOs and communities to apply impact monitoring methods and tools to address and assess impact on the target groups level, these methods and tools will be introduced by the project manager during the project implementation in the two governorates.

Impact of results:

The key results have an impact on the overall efficiency and successful implementation of the Conflict Prevention and Early Recovery CPR goals, In particular, the key results have an impact on the design, operation and programming of conflict prevention activities, creation of strategic partnerships as well as communities confident and empowered for an equitable and inclusive approach to conflict transformation, social cohesion, local development, and peace building.

Required Skills and Experience

Education:

  • Master degree in relevant socio-economic fields, community development, conflict resolution or rural development fields of studies;
Experience:
  • 8 years of experience in management of rural development activities with advance  community and local government participation;
  • Competent in conducting training seminars and moderating workshops;
  • RBM background and experiences, in additional to M&E capacity for monitoring indicators;
  • Knowledge of gender and empowerment of women and youth, community based approaches, NGO partnerships, monitoring and evaluation, all in the context of conflict and post-conflict environments;
  • Familiar with the UNDP-BCPR document "Conflict-related Development Analysis" (CDA), October 2003;
  • Become familiar with the ISCD documents and concept especially on the issues of conflict prevention, mitigation and transformation.

Language Requirements:

  • Fluency in English and Arabic languages is required.
