Background

The Police Reform Programme (PRP) is a long-term and comprehensive capacity building initiative to improve human security in Bangladesh.  PRP supports the transition from a colonial style police force to democratic policing by strengthening the Bangladesh Police’s ability to contribute to a safer and more secure environment based on respect for the rule of law, human rights and equitable access to justice.  The Programme has a specific focus on the poor and disadvantaged, women and children, and delivering tangible results at the Thana (police station) level.  PRP also recognizes the potential contribution that the police can make to national security and social and economic growth.

While Phase-I of PRP (January 2005-September 2009) established the foundation for reform, Phase-II (October 2009-October 2014) will consolidate previous efforts by supporting the Bangladesh Police Strategic Plan and pursuing the following outcomes:

  • Strategic Direction and Organizational Reform;
  • Human Resource Management and Training;
  • Investigations, Operations and Prosecutions;
  • Crime Prevention and Community Policing;
  • Promoting Women’s Participation in Policing; and
  • Information, Communications and Technology.

The PRP Annual Work Plan (AWP) for 2013 includes an activity to engage an international consultant to develop the curriculum and to be the lead facilitator in delivering one Train the Trainer course on Human Rights during Elections, co-facilitate two Human Rights during Elections courses and present two half day seminars on Human Rights during Elections.

Duties and Responsibilities

Objectives:

Under the supervision of the Capacity Building Specialist of the Police Reform Programme, the consultant will render his/her services to:

  • Develop the training curriculum for a course on Human Rights during Elections for operational  police or law enforcement commanders involved with crowd management;
  • Present one, 5 day ToT (Train the Trainer) programme on Human Rights during Elections;
  • Co-facilitate two, 2 day training programme on Human Rights during Elections; and
  • Present two, half day seminars to senior police management on Human Rights during Elections.

Scope of work and expected outputs / deliverables:

  • Consultation session with senior project staff and introduction to Bangladesh Police, Number of days required 01
  • Develop a five day training curriculum on Human Rights during Elections (home based), Number of days required 05;
  • Deliver the Train the Trainer- programme on Human Rights during Elections Course, Number of days required 05;
  • Deliver two half day seminars on Human Rights during Elections to senior police officers, Number of days required 2;
  • Co-facilitate two Human Rights during Elections Courses, Number of days requried 05;
  • Prepare an End of Mission Report summarizing the training outputs and outcomes with recommendations for future support to Bangladesh Police in the field of human rights during elections, number of days required 02;

Supervision and Performance Evaluation:

The Capacity Building Specialist of PRP will review the deliverables of the consultant and certify payment if performance evaluation is found to be satisfactory.
Timeframe and deadlines:

The assignment is for 20 working days, between July 2013 and October 2013. The assignment will be completed in two phases:
  • Home based development of the curricula and seminar notes; and
  • Visit to Dhaka, Bangladesh, during time frame July to October 2013 – time frame amendable to the prevailing security situation in the country,  to deliver one Train the Trainer programme on Human Rights during Elections, co-facilitate two Human Rights during Elections courses and deliver two half day seminars to senior management on Human Rights during Elections.

Reports:

The contractor will deliver the following reports/documents:

  • English version of the Human Rights during Elections curriculum;
  • English version of the Train the Trainer on Human Rights during Elections curriculum;
  • Seminar notes on Human Rights during Elections, in English;
  • An End of Mission Report that summarizes the training outputs and outcomes and makes recommendations for future support to Bangladesh Police.

Progress Control of Deliverables:

  • Satisfactory completion of the Human Rights during Elections training curriculum (in English);
  • Satisfactory delivery of the Train the Trainer- Human Rights during Elections Course;
  • Satisfactory completion of the two seminars on human rights during elections;
  • Submission and acceptance by PRP of the End of Mission Report summarizing the training outputs and outcomes with recommendations for future support.

Inputs:

The PRP will provide to the consultant:
  • Office space as required during the preparation of the training curriculum;
  • Lecture room with computer, multi-media projector, printer, fax, scanner, photocopy machine for the duration of the assignment;
  • Printed lecture material and hand-outs;
  • All training related stationary;
  • Official transport as and when required for official duties.

Required Skills and Experience

Education:

  • A Master’s degree in Law (LLM) which includes the subject and/or research on Human Rights Law.
  • International Human Rights Qualifications.

Experience:

  • Working experience as police officer at senior level.
  • A minimum of 10 years’ experience in the field of human rights training in a policing or law enforcement environment;
  • Proven experience of training on human rights to police or law enforcement officers during elections;
  • A minimum of 10 years’ experience in developing, facilitating and assessing training to police officers with demonstrated experience in the implementation of adult learning principles during training;
  • Experience in working with police and law enforcement agencies in South Asia. Experience in working with Bangladesh Police will be a distinct advantage.
  • Experience in working with international development agencies and organization. Experience in working with UN agencies will be a distinct advantage.

Language requirements:

  • It is a requirement that the consultant is fluent in written and spoken English.

Evaluation:

Individual consultants will be evaluated based on the cumulative analysis method. When using this weighted scoring method, the contract will be awarded to the individual consultant whose offer has been evaluated and determined as being:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Only candidates obtaining a minimum of 70% (or 49 points) in the technical evaluation will be considered for the financial evaluation. The maximum score available for the financial evaluation is 30 marks;
  • The maximum score available is 100 marks (technical 70 and financial 30).

Technical Evalution Criteiria:

  • Proven skills in curriculum development of training programmes on Human Rights and Elections. Marks 30;
  • Proven skills in presenting high quality training programmes on Human Rights and Elections, including the training of trainers. Marks 30;
  • International experience working with UN or international agencies on human rights during elections will be a distinct advantage. Marks 10.
