Background

UNDP, in its efforts to further support the Lebanese Government in achieving the MDGs, established a project under the name of “Support to the Achievement of the MDGs” aims at addressing a number of enabling activities for the attainment of the MDGs in Lebanon, including MDG costing, preparation of poverty profile and sectoral reports for MDG achievement, localizing the MDGs in two regions, capacity building for monitoring the MDGs, preparation of an update for the MDGR, and advocacy for the MDGs. It is an initiative to enhance the integration of the MDGs into national development planning and to develop local capacities that will contribute towards the achievement of the MDGs.

The Council for Development and Reconstruction (CDR) is designated as the national implementing partner for this project. In this light, the project undertook a Capacity Assessment of the main public stakeholders involved with the MDGs process to ensure an adequate response to capacity gaps for effective planning, implementation, and monitoring of the achievement of the MDGs. This Assessment exercise was finalized early 2012. The Assessment focused on Goal 1 of the MDGs, “Eradication of Poverty and Hunger”.

The main public entities involved in this goal’s policies and practices selected to be addressed through this assessment were the Ministry of Social Affairs, the Ministry of Agriculture (Rural Development and Studies and Coordination Department), the Ministry of Interior and Municipalities (Directorate of Administrations and Local Councils), the Council for Development and Reconstruction (Planning and Programmes Unit), and the Ministry of Labor (National Employment Office). 

Thus, based on the set of recommendations that have emerged during the Capacity Assessment undertaken for the entity, the proposed strategy calls for undertaking a capacity development programme for the local staff at the National Employment bureaus in Beirut, Saida and Tripoli.

Duties and Responsibilities

The main objective of the proposed project is to revitalize the role of the National Employment Office in reducing vulnerability and poverty, and promoting productive and decent employment conducive to equitable growth resilient of endogenous and exogenous shocks. The project will support, through technical assistance, the Lebanese National Employment Office in developing and setting-up the organizational and structural procedures for the establishment of an “Employment Fund” as well as develop the capacities of the public entity to fulfill its mandate. Policy advice and institutional capacity development will assist in financing policies to reduce job-loss resulting vulnerabilities and ignite stimulating investments implementing long-term strategies serving as a basis for a national employment framework dialogue.
 
The consultant is mandated to take over the following tasks:
  • Desk review for the capacity assessment undertaken by the UNDP-MDGs framework Project to the National Employment Office;
  • Develop capacity development trainings tools and materials for local Employment Bureaus, including capacity building for better monitoring and updating employment statistics;
  • Conduct/Implement the capacity development trainings for local Employment Bureaus;
  • Submit final Report.

Required Skills and Experience

Education:

  • Relevant university degree.

 Experience:

  • A minimum 7 years of experience in statistical analysis on human development.

 Language Requirements:

  • Proficiency in written Arabic and English Languages.
