Antecedentes

Community Based Flood and Glacial Lake Outburst Risk Reduction Project” is a joint initiative between The Government of Nepal (GON) and United Nations Development Programme (UNDP). The project will be implemented under National Execution/Implementation Modality (NEX/NIM) by Department of Hydrology and Meteorology (DHM) under Ministry of Science, Technology and Environment (MoSTE) as the lead Implementing Agency. The major source of funding to this project comes from the Least Developed Countries Fund (LDCF) managed by Global Environment Facility (GEF). The project contributes to NAPA Profile 3 ‘Community-Based Disaster Management for Facilitating Climate Adaptation’ and Profile 4 ‘GLOF Monitoring and Disaster Risk Reduction’. The project was developed by UNDP with the technical assistance from ICIMOD following wider consultations at different levels. The project duration is for four years from 2013 to 2017. This project aims to help the GON to overcome some of the key barriers to manage the growing risks of Glacial Lake Outburst Floods (GLOF) in the High Mountains and flooding in the Tarai and Churia Range of Southern Nepal through a strong emphasis on community engagement, empowerment and social inclusion

Deberes y responsabilidades

Responsibilities: 

The DPC will work under the direct supervision and guidance of the National Project Manager and Senior Technical Advisor (STA) of component 2. The incumbent will be mainly responsible for overall supervision/execution/ implementation/monitoring of the district activities of Community based Flood Risk Management in the four working districts, supporting the NPM/STA in in achieving the programme outputs as appropriate and  ensuring the delivery of training and other inputs to the Flood Risk management Community, local/regional DWIDP staff and local/regional DSCWM staff and other concerned line agencies. The DPC will assist STA for technical quality control and advisory services of Flood component of the project.

Specifically the DPC will:

  • Co-ordinate/monitor and lead the implementation of activities at the field related to Flood Risk Reduction/management in four districts of Terai/Siwaliks namely Udayapur, Siraha, Saptari and Mahottari
  • Provide advisory support and facilitation to implement the women/children/elderly people friendly community based early warning system in the selected area;
  • Work together with STA to provide inputs to the consultants and project staffs regarding the impact of climate change on Floods and its trend in Nepal and in working districts/river basins;
  • Assist STA/NPM to prepare reports, guidelines and operational modalities on Flood Risk reduction;
  • Develop guidelines, strategies and plans for Flood risk reduction activities;
  • Work as a facilitator in the training organized by the programme for developing trained human resource on Flood risk reduction;
  • Prepare progress reports (quarterly/annual) from the field level activities against the annual work plan/quarterly work plan and assist the STA to prepare and finalise reports; as implemented under component 2;
  • Provide additional support as requested by the STA and as required to make this programme a success;
  • Support to develop partnership in implementation of sediment control/bioengineering activities and constructing embankments with other programs and projects of the Government of Nepal and other partners;
  • Support DWIDP/DHM to study Flood impact and mitigation plans in synergy with other programs and projects and assist in implementation;
  • Support and promote gender equality and social inclusion in program activities;
  • Obliged to brief  the progress  of field based activities implementation to NPD on quarterly basis and explore the idea on the way forward.

Habilidades y experiencia requeridas

Education:

  • Should have at least Master's degree in Engineering on river or flood management, water resources management or related field.

Work Experience:

  • Should have at least 5 years of working experience in river management/Flood Risk Management with successful implementation of flood risk reduction activities;
  • Experience in upstream downstream linkages for flood risk reduction would be an added advantage;
  • Should have relevant experiences of working with government agencies and financial institutions;
  • Working experience with bi-lateral and multi-lateral development agencies will be given priority;
  • Experience on planning, monitoring and evaluation of community based projects with managerial skills will be an additional advantage;
  • Solid experience in leading strategic planning and results-based management;
  • Solid experience in formulating, implementing, monitoring and evaluating work plans and programmes;
  • Candidate must be computer literate.

Language:

  • Ability to speak and write in Nepali and English is essential.
