Antecedentes
UN Women grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women plays an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 2011 and previously as UNIFEM. UN Women oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specifiicities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.
The occupied Palestinian territory (oPt) office received official Delegation of Authority from HQ in February 2013, upon which new internal control framework and systems and were put in place to ensure smooth and efficient implementation of programmes and operations.The office now intends to strengthen quality assurance, monitoring and oversight in programme and office operations with enhanced risk managements, and wishes to bring on board an experienced risk assessment specialist/ consultant to lead this important exercise.
Deberes y responsabilidades
Under the overall guidance of the oPt Special Representative and in close cooperation with both the Programme Coordinator and Operations Manager, the consultants will be performing the following tasks:
- Initiate a self-assessment exercise for the UNW Palestine office, covering programmatic and operational areas;
- Based on the results of the assessment exercise, the consultant will design, lead and implement a risk assessment exercise for the UNW Palestine office following the recent delegation of authority;
- Identify significant programmatic and operational risks (incl., environmental, financial, operational, organizational, political, regulatory, strategic and reputational) that have the greatest exposure to inefficiencies, ineffectiveness, fraud, waste, abuse and mismanagement;
- Identify and prioritize the possible risks (including its implications) and provide recommendations for addressing and acting on these risks;
- Advise on internal controls and checks (both programmatic and operational) for acting on the identified risks to enhance office’s accountability and efficiency;
- Advise on monitoring actions to be implemented to ensure systematic mitigation of risks;
- Based on the above, develop a risk management system that embeds effective risk management into the office’s culture;
- Assess changes in risk management before and after DoA;
- Assess programmatic and operational compliance to UN Women rules and regulations and donor requirements;
- Assess UN Women’s Internal Audit preparedness on both operational and programmatic levels;
- Record and report on the findings; submit end of assignment report summarizing the above tasks;
- Perform other duties as required.
- The assignment is expected to be initiated and completed before 9 August 2013.

Habilidades y experiencia requeridas
- Advanced degree in management, public administration, social sciences or related fields.
- At least 8 years working experience in the area of development and/ or risk management;
- Strong experience in strategy and risk assessment at senior management level;
- Proven track record in leading and conducting risk assessment exercises;
- Experience working within the UN system is required; previous experience working with UN Women is an asset.
- Fluency (both oral and written) in English.
