Background

The Border Management Northern Afghanistan (BOMNAF) project is a three year initiative that commenced in January 2011. The project’s field activities focus on three main areas, one of which is the provision of infrastructure facilities to the Afghan Border Police (ABP) along the Northern Afghan frontiers with Tajikistan and Uzbekistan, to improve the working and living conditions at selected Border Crossing Points and Border Outposts on international trade corridors. 

The project is currently building three major infrastructure constructions along the Northern Border of Afghanistan, including a Border Crossing Point at Djomarchi Bolo, a Battalion HQ at Chashmai Tut and a Border Outpost at Kal’ai Zol.  These facilities consist of working offices, communication office, kitchen and dining room, bedrooms, warehouses and detention room and will have their own independent source of clean drinking water, and solar power.  The project also plans to build two Border Liaison Offices at selected locations on the Afghan side of the international frontier.  

The overall objective of this position is to coordinate all infrastructure related activities including close supervision of contracted construction companies’ performance, to ensure good quality and timely execution of construction plans; prepare construction designs, blue prints and bills of quantities; assess and verify construction work execution and payment requests; communicate with project beneficiaries, contractors and partners on construction related subjects and provide advisory services about construction and technical assistance, to the Project Manager.

Duties and responsibilities:

Under the guidance and supervision of the BOMNAF Project Manager, the International Engineering Specialist provides technical input with regard to construction works throughout the duration of the project. S/he provides expertise and technical assistance to the entire project, including components relating to planning for renovation/reconstruction or building of all facilities infrastructure at project sites and other activities as required for the project generally.

The incumbent works in close collaboration with the project team and UNDP Country Office Operations and Programme units, as well as government officials, to successfully implement the project infrastructure component. In particular, s/he will be responsible for:

  • Overall coordination of all border construction projects in Afghanistan with special focus on project and contract management;
  • Frequent Monitoring and Evaluation visits to construction sites on the Afghan side of the international border, to conduct thorough inspections of on-going projects and ensure Quality Control Systems and Safety Plans are adhered to; Monitor project activities and evaluate against work plans, outputs and outcomes defined in the project document; identify problems and make appropriate and timely solutions;
  • Supervision of contractors in the areas of monitoring, change order, contract compliance, quality control and documentation of all interactions; Regular coordination meetings with contractors; Ensure contractors maintain contract schedules;
  • Verification of quality and quantity of construction works executed and ensure that each segment of every project is completed to satisfactory standards before any payment is authorized;
  • Check and certify requests for payment from contracted construction companies and make appropriate recommendation to the Project Management and UNDP Finance Unit;
  • Prepare building design, blueprint and bill of quantity and other relevant tender documents for Border Liaison Offices;
  • Establish effective working relationship with appropriate departments of the Border services and other associated national institutions as required by the nature of the project component; Ensure project beneficiaries are aware of the proper use and maintenance of provided facilities;
  • Maintain a proper filing system related to the Project’s construction works;
  • Perform other tasks as requested by the Project Manager.

Functional competencies:

  • Knowledge of International and local construction and building standards related to infrastructure, structural and civil engineering;
  • Minimum ten years of progressive responsibility and relevant work experience; experience working in Tajikistan and Afghanistan is desirable;
  • Proficiency with Information Technology, including Microsoft Office (Word, Excel, and PowerPoint), competency in using web based management systems and the use of CAD software;
  • Good knowledge of national and local government institutions and infrastructure, as well as the ability to work directly with stakeholders, other external agencies and beneficiaries. etc;
  • Able to travel regularly, including to conflict areas; regionally within project operational areas as required;
  • Be a strong team player, able to work independently and possessing excellent interpersonal skills and the ability to engage and motivate a wide range of people.

Required Skills and Experience

Academic Qualification:

  • University degree in Civil Engineering /construction with extensive experience in design and supervision of infrastructure projects.

Years of experience:

  • Ten years of professional work experience in construction with a focus on design, standardization and monitoring with five years minimum in context of developing countries.

Language:

  • Fluency in written and spoken English is required for this post. Knowledge of Tajik/Farsi/Dari is an advantage.
