Background

The Border Management Northern Afghanistan (BOMNAF) project is a three year initiative that commenced in January 2011. The project’s field activities focus on three main areas, one of which is the delivery of training to the Afghan Border Police (ABP) from Afghanistan’s northern borders with Tajikistan and Uzbekistan. In close collaboration with project partners and contractors, BOMNAF continues to train Afghan Border Police officers within Afghanistan, as well as in Tajikistan on various subjects such as money laundering and drugs trafficking, customs and border protection, anti-corruption, human rights and the management and control of borders, contraband and forged document detection, narcotics and pre-cursor interdiction, IT skills, trade facilitation, driver training, etc.  Successful implementation of Integrated Border Management requires that officers be able to perform all facets of their work in an effective, efficient and safe manner.

Duties and Responsibilities

Primary aim of this position is to coordinate the overall training component of the BOMNAF project, to ensure fulfilment of training outputs in accordance with the Project Document, maintain liaison and coordination with project partners and beneficiaries on training related subjects and provide training services and technical assistance to the Project Manager.

Duties and responsibilities:

Within the training component of the project, the International Training Consultant is responsible for preparing all aspects of training programmes to be conducted for the Afghan Border Police, Customs and other groups identified by the Project Manager.

The incumbent will report directly to the Project Manager and will be responsible for the coordination, planning, and execution of BOMNAF training, according to specifically designed curricula, to ensure a uniform high standard of training is achieved by the students. Within this framework, the International Training Consultant will be responsible for the following duties, which will be undertaken in accordance with appropriate regulations, under the supervision and guidance of the Project Manager:

  • Modify, if necessary, and finalize a training syllabus for multi-agency training on the EU’s Integrated Border Management concept;
  • Liaise and cooperate with project partners in Afghanistan, Tajikistan and Uzbekistan, to design, discuss and implement ideas and plans for agencies to be involved in BOMNAF training;
  • Liaise, cooperate and maintain collaboration with other agencies, including BOMCA, IOM, UNODC, UNHCR, BMTF, etc., draw from their experiences in the field of border training, developing training syllabi and oversee creation of agreements on the participation of agency instructors involved in BOMNAF training;
  • Identify training sites and make all necessary arrangements for the training to be carried out at those sites;
  • Work with BOMNAF Finance Assistant to manage the training budget. Review and recommend approval of training expenses to Project Manager. Ensure vendors are paid in a timely manner. Ensure that training payables are fulfilled before the end of the project mandate;
  • Develop and deliver comprehensive and interactive training materials for Afghan Border Agencies and coordinate and monitor their usage;
  • Manage and monitor implementation of training and prepare reports to the Project Manager as required;
  • Assist the organization and implementation of cross-border meetings, symposia and conferences of Border Agency counterparts in order to enhance international cooperation on regional border security;
  • Undertake other tasks as directed by the Project Manager.

  • Proficiency with Information Technology, including Microsoft Office (Word, Excel, and PowerPoint) and competency in using web based management systems;
  • Be a strong team player, able to work independently and possessing excellent interpersonal skills and the ability to engage and motivate a wide range of people;
  • Demonstrate strong oral and written communication skills

Required Skills and Experience

Academic Qualifications:
  • Degree in Political Science, International Relations or related field or equivalent experience in border management, counter narcotics and other relevant areas.
Years of experience:
  • Minimum ten years of progressive responsibility and relevant work experience; experience working in CIS is desirable.
Language:
  • Fluency in English language; knowledge of Dari/Tajik is an advantage.
