Background

Papua New Guinea became a Delivering as One self-starter country in 2007, with the design of the One Programme and UNDAF Action Plan. Since then the UN Country team has proceeded with an advanced Reform programme aimed to reduce duplication, fragmentation and transaction costs of the programming efforts of the UN, while enhancing transparency and accountability of UN interventions in the country.

With the full support and encouragement of the Government of PNG, the United Nations Country Team (UNCT), have put in place a Joint UN Country Strategy based on the following 5 pillars:
  • A single country programme- United Nations Development Framework 2012-2015;
  • A single UN Budgetary Framework;
  • UN Communication;
  • One Operations;UN House.
 Under the present UN Reform efforts of the UNCT in Papua New Guinea, the Resident Coordinator’s Office will continue to provide high quality advisory and facilitation services to the RC and UNCT with in support of the Reform agenda.
 
The Coordination Consultant will be based in the RC Office and supporting the RC and UNCT with delivering coordination, communication/advocacy and results based management products. He/She will report directly to the Resident Coordinator based on the deliverables and as guided by them.

Duties and Responsibilities

Provide coordination services as per the following deliverables:
  • Support the Resident Coordinator and the UNCT in the advancement of the country-level UN reform agenda through  the preparation of briefs, presentations, or the organization of thematic workshops (July – Dec);
  • Coordinate the Joint Annual Work Planning process with the ten Thematic Task Teams, Implementing Partners and donor community. This includes facilitating and responding to requests for information and data; acting as a point of contact  and ensuring a continuous flow of information between the different stakeholders; ensuring relevant deadlines are met and parties involved remain motivated. (July – Dec).
Provide results based management expertise as per the following deliverables:
  • Coordinate the Bi-Annual Progress Report 2013 with the ten Thematic Task Teams, assuring quality and adherence to reporting against the existing UNDAF Action Plan Results Matrix and its Outcomes / Outputs / Indicators as well as yearly targets; including coordination of the bi-annual results review meeting (July – August).
Create advocacy & communication products for the RC and UNCT as following:
  • Create and implement a strategy for UN Day activities 2013 including cocktail reception, DaO training for the media and UN sustainability fair (October);
  • Working with Task Teams and agencies on RC speeches; ensuring media receive soft and hard copies of RC speeches  (July - Dec);
  • Writing UN press releases and sending them to all media contacts; sending out key press releases and statements from UN Headquarters; sending out press releases on behalf of agencies. (July - Dec).

Required Skills and Experience

Education:
  • The coordination consultant (international consultant) will have a Master’s degree in international development, communication’s or related field.
Experience:
  • At least Four years of collective experience working in areas of coordination, results based management advocacy, and communication;
  • Experience supporting multi-lateral Agencies or a Government in a development context highly desirable;
  • Experience working within national and International organizations;
  • Experience working in developing countries or a demonstrable knowledge/understanding of working in a sensitive political context is desirable;
  Language:
  • Fluency in English and excellent writing skills are required;
  • Proficiency in another UN language is desirable.
