Profile: Monitoring and Evaluation in a Crisis Context
Development of M&E systems for crisis prevention and recovery programmes
Including development of M&E elements of new projects, generation of data for management and accountability, development of results monitoring frameworks, identification of baselines and indicators and identification of staff responsible for carrying out M&E functions;
Technical support to UN Country Teams
Including appropriate methods of data collection, information management systems, data processing and analysis, internal reporting, donor reporting and familiarizing Country Offices with ‘do-no-harm’ principles and conflict sensitivity;
Ensuring compliance
Including evaluating results achieved by UNDP staff, implementing projects and implementing partners against their targets and tracking overall progress in achieving objectives in accordance with UNDP Evaluation Policy, UNDP Programme and Operations Policies and Procedures and UN Evaluation Norms and Standards;
Capacity building for M&E in a crisis context
Including training of M&E officers, provision of training on project management, monitoring, evaluation and reporting for country office staff and setting up of M&E units.

Habilidades y experiencia requeridas
- Masters' Degree in social sciences or related field and/or public administration.
- At least 7 years of experience in programme development and implementation, including field experience in crisis or post-crisis settings;
- 5 years experience in monitoring and evaluation, including establishing monitoring and evaluation frameworks for crisis prevention and recovery programmes;
- M&E skills and experience in emergency settings and familiarity with CPR-related M&E issues (i.e. conflict and gender analysis, conflict sensitivity, ‘do no harm’ principles);
- Some experience in data collection, including use of excel and/or other statistical software for data analysis;
- Experience in delivering M&E-related training;
- Experience working as a public official in the selected area or working/collaborating with the government is a plus;
- UN experience an asset;
- Experience with training and facilitation is an asset.
- Fluency in spoken and written English is a must, knowledge of another UN language a plus.
- We are specifically looking for candidates with excellent French and Arabic language skills (fluent written and spoken).
- A current completed P11 form in English - a blank form can be downloaded from http://europeandcis.undp.org/files/hrforms/P11_modified_for_SCs_and_ICs.doc
- P11 form should, among other things, include names and contacts of at least three references and clearly indicate names of former and current supervisors (if applicable); in case of freelance consultants – list of partner institutions and contact details of projects supervisors. A file in .doc, .docx or .pdf format, containing the P11 form should be signed, scanned and uploaded into the system upon completion of the online application;
- Links to/examples of work, analytical reports, publications, online presence (e.g. blogs) in the subject matter that resulted from the consultant’s work should be included in the P11.
