Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Training Centre as the UN leading centre of excellence in training for gender equality offers training for gender equality and women’s empowerment to UN Women staff, UN agencies, as well as government, civil society and partners.

UN Women has developed and is implementing a new organization-wide Evaluation Policy that was approved by its Executive Board in 2012 (UNW/2012/12). The implementation of this policy stipulates that evaluation capacities, resources, and systems are in place organization-wide. It also requires the availability of systematic baseline and monitoring data.

For this reason, UN Women Evaluation Office and Training Centre are currently developing a set of eLearning and blended courses on Gender Equality and Human Rights Responsive Evaluation that incorporates UN Women’s vision and mandate and are aligned with the UN Women Evaluation Policy and Strategy and United Nations Evaluation Group (UNEG) Norms and Standards.

The Gender Equality and Human Rights Responsive Evaluation Training is a consultancy to develop three courses for UN Women Programme Staff, UN Women Country and Regional Representatives.

The general objectives of the courses are:
  • To strengthen UN Women staff capacity to implement Gender Equality and Human Rights responsive evaluation processes as a means to strengthen gender-dedicated and gender mainstreaming programmes; and
  • To raise awareness on the importance of Human Rights and Gender Equality responsive evaluation in UN Women for accountability, decision—making and learning.
General description of courses:
Self-paced course:
  • A 3-hour long self-paced course will be developed and available for UN Women Programme staff on demand at any moment.
Blended course: 
  • The previously mentioned self-paced course will be the basis for the second course, a moderated course with duration of 2.5 months, containing one face-to-face session.
Knowledge Sharing Sessions:
  • This course, for UN Women Country Representatives, will consist of a series of two-hour knowledge sharing sessions implemented through webinars, other online modalities or meetings.
The content of the courses includes (but is not limited to) the following:

Conceptual Framework:
  • What is evaluation? UN Women Evaluation Policy;
  • Gender Equality and Human Rights Responsive Evaluation;
  • Results Based Management.
Evaluation Design:
  • Checking evaluability;
  • Stakeholder identification and participation;
  • Methodological aspects of evaluation;
  • Developing an Evaluation Terms of Reference;
  • Gender Equality and Human Rights Responsive Evaluation Indicators.
Evaluation Conduct and Use of Results:
  • Quality of Evaluation Reports;
  • Using evaluation results;
  • Management response and follow up;
  • Dissemination of evaluation;
Evaluation in the UN System:
  • United Nations Evaluation Group (UNEG);
  • UNDAF and Joint Evaluations;
  • UN Women Evaluation Policy.

Duties and Responsibilities

This call is for a consultant or a team of consultants to undertake development of the three courses. In the case of a team, one of the consultants will be the team leader and be responsible for all deliverables and communications with the Training Centre.

In line with UN Women’s role of leading and coordinating United Nations System efforts on gender equality and gender mainstreaming as per Resolution 64/289 adopted by the General Assembly (A/RES/64/289), the UN Women Training Centre will coordinate the Gender Equality and Human Rights Responsive Evaluation Consultancy in the production of three eLearning / blended courses on Gender Equality and Human Rights Responsive Evaluation Courses for UN Women Programme Staff, Country and Regional Representatives.

Under the direct supervision of the Training/Capacity Development Specialist, the consultant will be responsible for developing three courses on Gender Equality and Human Rights Responsive Evaluation based on the previous revision and adaptation of existing content and the production of course new content as necessary.

The consultant will be responsible for the delivery of the following products:
  • Mapping of existing manuals, tools and eLearning courses on Gender Equality and Human Rights Responsive Evaluation (tentative submission date 5 August 2013);
  • Outline for three courses (tentative submission date 20 August 2013);
  • Draft content of three courses (tentative submission date 5 October 2013);
  • Final content for courses (tentative submission date 30 November 2013).
To deliver these products, the consultant shall undertake the following activities:
  • Desk review
  • Interviews (phone, skype, face to face) with key stakeholders;
  • Write a short mapping report (specific guidelines to be provided);
  • Revise identified resources;
  • Produce an outline for three courses on the basis of the identified resources;
  • Adapt existing content into self-paced course;
  • Develop new content as necessary;
  • Participate in online and face to face peer reviews;
  • Incorporate suggestions and recommendations to produce a final version.

Required Skills and Experience

Each member of the team should present the following qualifications:

Education:

  • Master degree or equivalent in Gender, Evaluation, Education, or other related fields.
Experience:
  • A minimum of 8 years of experience in the fields of Gender, Evaluation and Training/Capacity Development;
  • Experience in the gender training, design of learning materials and manuals, especially for e-learning;
  • Experience within the UN system.
Language Requirements:
  • Excellent skills in written and spoken English and Spanish skills are required.

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
