Background

The Democracy and Governance Cluster of UNDP Bangladesh is providing technical and financial assistance to the Government to find innovative solutions to its development challenges and to build capacity of national level institutions to implement policy reforms. The Bangladesh National Human Rights Commission Capacity Development Project (BNHRC CDP) is supporting the National Human Rights Commission (NHRC) to establish the required infrastructure and functional capacity in order for the Commission to fulfill its mandate to effectively promote and protect human rights throughout Bangladesh. One of the key project interventions is advice and support the NHRC institutional development and excellent service delivery.  

The NHRC engaged in an extensive and thorough strategic planning process during 2010-11 during which it developed a five-year strategic plan to guide its priorities and activities through 2015. Following the adoption of the NHRC Strategic Plan 2010-15, the Commission has formulated action plans focused on thematic areas, with activities being implemented in three broad categories: Human Rights Monitoring and Investigation; Human Rights Awareness and Education; and Human Rights Research and Policy Development. A fourth activity category, Institutional Development, focuses on the Commission’s internal operations, and is essential to the success of all other interventions.

The selected consultant under IC will build upon and extend the technical assistance on institutional development begun in 2010, but will focus on assisting the NHRC implementing its 5 year Strategic Plan and develop monitoring and evaluation tools. The consultant will be also conducting a capacity assessment of the NHRC.

Objective:

Key objectives of the assignment are: to engage the NHRC in a process of review the implementation of its Strategic Plan in order to improve the Commission’s capacity to carry out their duties and fulfill the mandates of the Commission; and to provide Commission staff with training on a number of organizational management topics as part of their professional development. An equally important purpose is to enhance the skills of NHRC and BNHRC-CDP staff in the areas of monitoring and evaluation and results based reporting. Training sessions and experience sharing will be designed to assist staff to identify and incorporate best practices into their daily work and to consider which procedures and practices may be hampering not only individual professional development, but the success of the Commission in achieving its goals.The Consultant will report to the Project Manager, BNHRC-CDP.

Duties and Responsibilities

  • Review of institutional documents, operations manuals, annual reports, periodic progress reports, etc. and development of a work plan (3 days);
  • Meetings with project and the NHRC for input on training sessions and individual management topics (5 days);
  • Conduct a 2-day training sessions, on monitoring and evaluation  (2 days);
  • Conduct a 2-day training sessions on results based reporting (2 days);
  • Coaching of NHRC and BNHRC-CDP staff on results reporting (10 days);
  • Develop concrete plan(s) of action with responsibility and detailed guidelines for implementation of NHRC Strategic Plan ( 10 days);
  • Development of Monitoring and evaluation tools (10 days);
  • Support the NHRC Commissioners establishing their respective Committees (20 days);
  • Develop a learning plan for NHRC staff (10 days);
  • Conduct a capacity assessment of the NHRC (25 days);
  • End-of-Mission Report detailing results of training sessions and recommendations for follow up (3 days).

Impact Results:

Based on results of the tools developed and training sessions with BNHRC, NHRC staff and Commission Members, the NHRC will be able to set a realistic course for its further development as an institution. 

Well designed training sessions with Commission staff will help create ownership of the work of the NHRC in those who are carrying out the Commission’s mandate at a practical level, on a daily basis. With follow up support from BNHRC-CDP, the Commission can pursue changes or modifications to organizational policies and procedures and put into place concrete, measureable steps to improve management and expand quality service delivery – essential to enhancing the “supply side” of human rights protection and promotion.

Duration of the assignment, duty station and expected places of travel:

The duration of the assignment will be a maximum of 100 days starting from 15 August 2013 and ending by 30 April 2014. The duty station is Dhaka, Bangladesh. The assignment requires travel to BNHRC CD Project Office (Mogbazar, Dhaka) and may include travel to another location outside Dhaka.

Required Skills and Experience

Education:
  • Minimum Master’s degree in Law, Political Science, Development Study or any other relevant social science discipline.
Experience:
  • At least 5 years of experience in developing, reviewing and/or implementing results frameworks and M&E systems and processes in the context of development interventions;
  • Experience in capacity building;
  • Experience working with national institutions in the field of human rights;
  • Knowledge of current issues and innovation in results-oriented monitoring, including trends, principles, and methodology;
  • Familiarity with UNDP operations and relevant UNDP’s policies are an advantage;

Language Requirements:

  • Fluency in written and spoken English.

Evaluation:

Individual consultants will be evaluated based on the cumulative analysis method. When using this weighted scoring method, the contract will be awarded to the individual consultant whose offer has been evaluated and determined as being:
  • Responsive/compliant/acceptable, and
    Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only candidates obtaining a minimum of 70% (or 49 points) in the technical evaluation will be considered for the financial evaluation. The maximum score available for the financial evaluation is 30 marks. The maximum score available is 100 marks (technical 70 and financial 30).
 
Technical Evaluation Criteria:
  • Proven experience of Development of Monitoring and Evaluation tools. Max Marks 20;
  • Experience in providing training and coaching. Max Marks 20;
  • Experience in results-based reporting/management. Max Marks 20;
  • Working experience with national institution in Asia. Max Marks 10.

Financial Evaluation Criteria and Marks:

Marks – 30

In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A formula is as follows:

p = y (μ/z)

Where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • μ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The proposal obtaining the overall highest score after adding the score of the technical proposal and the financial proposal is the proposal that offers best value for money.
