Background

UNDP Liberia wishes to engage a short -term Consultant to prepare the 2012 Annual Report.

This consultancy supports UNDP’s visibility, advocacy and outreach activities as well as communication of its results as part of the public disclosure policies of the organization.

Under the guidance and direct supervision of the Country Director, the Consultant will work closely with the UNDP Annual Report Committee and the Communications Office.  The Communications Analyst supported by the Chair of the Annual Report Committee will task manage the consultancy. The Consultant will be assisted by the Communications Analyst, in gathering and putting together information required for the report. The Consultant will also support the planning and overall coordination in close collaboration and cooperation with the Annual Report Committee and other Staff of the Programme Team.

Duties and Responsibilities

Scope of Work, Responsibilities & Description of the Proposed Analytical Work

 With the ushering in of a new Country Programme Document 2013-2017 that is aligned with national agenda and/priorities (the Government’s Agenda for Transformation and Vision 2030) as well as the One UN Programme, taking into consideration the drawdown of UNMIL, and the conclusion of the last United Nations Development Assistance Framework (UNDAF) in 2012, it is expected that this 2012 Annual Report will capture key results of UNDP Liberia Country Office as far back as 2008 to 2012 from various activities/interventions under UNDP’s strategic thematic areas.

The report will provide an overview of each thematic area, partnerships established with donors and government Institutions as well as the results, impact and success stories coming out of communities as a result of various programmatic interventions. This methodology should focus on the relevance, efficiency, strategies, processes, activities, effectiveness, sustainability, and instruments of project delivery.

The key tasks of the Consultant will include undertaking independent/objective research, drafting,  editing, sub-editing, proof-reading and fact-checking of stories, data, metadata and other information as required as detailed below: The Consultant will be expected to generate all relevant information, documents, data, reference materials, stories and photos etc. from UNDP Liberia Programme Team in order to facilitate the preparation of the 2012 Annual Report;

With access to all relevant materials/data, the Consultant will be expected use appropriately the information to write, edit, gather/collect photographs, check and correct précis, synopses promotional materials as well as placement of photos and their captions;

He/She will also support preparations for the publication, providing guidance and advice on final design and layout.

Deliverables/Outputs:     

More specifically,  the following are the deliverables which are linked to the payments as per below:

  • Inception Report: 10 days ;  25% of total contrat sum;
  • First draft: 13 days ; 25% of total contract sum;
  • Final report:  12 days; 50% of total contract sum.

Required Skills and Experience

Academic Qualifications:

  • Advanced degree in Economics/Political Science/Social Science, Mass Communication and/or Journalism.

Experience:

  • At least 3 years of experience working in any of the areas indicated above and producing similar reports;
  • Experienced in applying results based management;
  • Advance knowledge of MS Office applications, internet and other relevant applications;
  • Knowledge of UNDP programmes, policies, business processes, rules and regulations (An added advantage).

Language:

  • Fluency in written and spoken English.
