Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It also provides coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Palestine Office, in line with the State of Palestine commitment to fight Violence Against Women (VAW) as set in the National Strategy to Combat VAW, approved by the Palestinian Cabinet in January 2011, executes, since 2008, a project for the establishment and institutionalization of the first specialized anti-violence centre in Palestine, the Mehwar Centre, addressing VAW through a holistic and human rights-based approach.  At the end of the last funding cycle supported by the Government of Italy, and thanks to additional funds received from the Government of Iceland in 2013, UN Women is committed to support the Ministry of Social Affairs with developing and implementing a long-term, sustainable funding strategy for the Mehwar Centre, aiming, at the same time, to support the operation and capacity development of another anti-violence shelter managed by a local NGO in Nablus, with the ultimate goal to homogenize sheltering services standards upon the Mehwar model.

Within the above mentioned policy framework, and within the specific framework of the MDG-Gender Joint Programme implemented by the UN Palestine Country Team between 2009 and 2012, UN Women also supported the establishment of the first anti-violence centre in the Gaza Strip (Hayat Centre) and now wishes to extend its support with raising further financial resources so as to consolidate the shelter’s operation and capacity, and to develop its policies and procedures based on the experience of Mehwar.

Duties and Responsibilities

Under the overall supervision of UN Women Palestine Special Representative and the direct supervision of the Women’s Human Rights Programme (WHRP) Manager; in consultation with UN Women Palestine Office Partnerships Specialist, the International Consultant (IC) for the Identification of Financial Sustainability of Women’s Protection Services will undertake the following tasks, duties and responsibilities:

  • Familiarize with Mehwar project and relevant documentation, as well as with the realities of Nablus and Gaza shelters/centres, while aiming to understand the Centers’ financial needs;
  • Support the WHRP team to review and optimize the budget of Mehwar, Nablus and Gaza Centers;
  • Identify, in consultation with partners, feasible models / mechanisms for creating sustainable mechanisms for financial sustainability of Mehwar Centre;
  • Identify, in consultation with partners, feasible options for including Nablus and Gaza (Hayat) shelters/centres in the plan for financial sustainability;
  • Building on the donor meeting held at Mehwar Centre during summer 2012, explore possibility of establishing a donor consortium for Mehwar Centre and, possibly, for Nablus and Gaza shelters, as well; 
  • Provide, after consultation process, indication of viable options and realistic time-frame for the establishment of the most feasible model / mechanism;     
  • Identify innovative funding sources, also considering local governments world-wide and private donors, as well as the Palestinian private sector, interested in investing into women’s protection services;
  • Establish, in full coordination with the WHRP Manager and the Partnership Specialist contacts with key donors presenting the VAW-related work of UN Women Office in Palestine, and particularly the work of anti-violence centers;
  • Provide constant briefing to the WHRP Manager and the Partnership Specialist contacts, on identified donors’ interest related to the scope of work of this ToR and requiring follow up actions;
  • Gather from WHRP team relevant background information / material to be presented during briefings / meeting;
  • Report verbally and in writing on assignment results, with contact details and a follow-up plan to submit to UN Women at the end of the assignment;  
  • Draft and submit to UN Women a fund-raising plan for the implementation of most viable model / mechanism for financial sustainability of Mehwar Centre, Nablus and Gaza shelters, while taking into account issues of sustainability, social responsibility and diversification of funding sources, also valuing the support of the Government of Palestine, when feasible. The plan will be drafted in full consultation with the shelters staff, adopting a capacity-building modality.

Required Skills and Experience

Education:
  • B.A. Political Science, Marketing, Communications, International Relations or related field. University degree may be substituted with additional four years of relevant professional experience.
  • Minimum 9 years of experience may substitute university degree.
Experience:
  • Minimum 5 years of job experience in fund-raising and in donors relations;
  • Proven expertise/experience in communications and donors’ relations;
  • Previous experience with the United Nations and/or other international organisations is considered an asset;
  • Familiarity with the Palestinian context is considered as asset.
Language Requirements:
  • Fluency in spoken and written English;
  • Arabic will be considered an asset.

Deliverables:

  • Report and fund-raising plan on viable options for the implementation of the most feasible model / mechanism for financial sustainability of sheltering services for women in Palestine (Mehwar Centre, Nablus and Gaza shelters/centres);
  • Updated (compared to available draft) concept note / proposal ready for submission to the donor.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
