Background

The National Secretariat for Climate Change (NSCC) in the Environment Protection Agency (EPA) Sierra Leone has received financing from the United Nations Development Programme (UNDP) Country Office to support the development of a National Climate Change Strategy and Action Plan, raise awareness, and increase education on climate change issues at all levels throughout Sierra Leone.

The NSCC has the responsibility among others to develop climate change policies, and ensure the implementation of recommended actions in the first and second National Communications on Climate Change for Sierra Leone and the decisions of the Conference of the Parties to the United Nations Framework Convention on Climate change (UNFCCC) and its associated protocols. There is also a dire need to mainstream climate change adaptation and mitigation into national development planning and budget. In addition, there is a need for the development of a national programme that would augment efforts made by the NAPA, NBSAP, etc to mitigate the impacts of climate change that cause increasing global, regional, and national environmental and developmental challenges. 

The observed increase in climate change and variability in Sierra Leone is undeniable. There is scientific evidence that suggests climate change is a main global driving force in the decrease of food production, water supply, and land availability, as well as increased severity of extreme weather events such as droughts, and floods. In combination with the detrimental effects of unsustainable land use in Sierra Leone, this is expected to have increasingly devastating impacts on local livelihoods and economies, with increasing risks for repeated conflicts. The development of a National Climate Change Strategy and Action Plan will assist the Government to address climate change, improve environmental resilience, and put the country on a low carbon climate resilient development pathway. The action plan will also present realistic and implementable actions that will enable Sierra Leone to integrate climate change into national social, economic and governance systems through the National Agenda for Prosperity 2013-2017.

Duties and Responsibilities

The consultancy aims to develop a National Climate Change Strategy and Action Plan that will assist the Government to address climate change issues, improve environmental resilience, and put the country on a low carbon climate resilient development pathway. The National Climate Change Strategy and Action Plan will provide a road map for the integration of climate change into national policies and agendas as well as present the NSCC with a strategic tool for the achievement of their mandate and goals.

Summary of Key Functions:
  • Development of a National Climate Change Strategy and Action Plan;
  • The consultant will prepare and submit a draft National Climate Change Strategy and Action Plan as well as a linked resources mobilization plan for Sierra Leone to the Executive Chairperson of EPA-SL on or before 30th September, 2013 with a copy sent to Deputy Country Director (Programmes), and Programme Manager Environment, UNDP Sierra Leone;
  • The consultant is also expected to act as a resource person during a validation meeting of the draft National Climate Change Action Plan and integrate comments provided during the meeting into the final draft;
  • The consultant is expected to submit the final National Climate Change Strategy and Action Plan as well as a linked resources mobilization plan for Sierra Leone to the Executive Chairperson of EPA-SL on or before 20th October, 2013 with a copy sent to Deputy Country Director (Programmes), and Programme Manager Environment, UNDP Sierra Leone.
Deliverables
The specific responsibilities of the National Consultant will include:
  • Compile and evaluate relevant documents related to the development of a National Climate Change Strategy and Action Plan from other countries as well as national information on sectoral climate change adaptation and mitigation interventions, communications and awareness programmes, capacity building, research and development, and climate change governance;
  • Develop a National Climate Change Strategy and Action Plan following UNFCCC guidelines and in line with Sierra Leone’s National Agenda for Prosperity, detailing specific activities, implementing institutions, time frame and detailed costs/resource requirements per activity;
  • Develop a resources mobilization plan, and undertake estimates for proposed climate change actions, programmes and projects involving relevant sectors, stakeholders, and topics (e.g. agriculture, tourism, forestry and wildlife, marine and fisheries, environment and mineral resources, energy, water and irrigation, roads, transport, women and youths, health and education, carbon financing, sub-regional development authorities, cooperatives development, disaster risk reduction related programmes);
  • Identify financial resources that could be mobilized for the implementation of the Strategy and Action Plan, targeting domestic resources from both local and national governments, the private sector, international funding agencies and development partners;
  • Develop a monitoring and evaluation strategy to ensure effective implementation of the Strategy and Action Plan.

Reporting Mechanism

The consultant will work closely with and under the supervision of Executive Chairperson of the Environment Protection Agency- Sierra Leone. The consultant will also work closely with other MDAs, donors, NGOs, CBOs and the private sector working on climate change. The consultant will provide monthly periodic written briefs to the Executive Chairperson of EPA-SL cc the Acting Deputy Director NSCC and the Programme Manager, Environment, UNDP. All reports will be done for the attention of the Executive Chairperson of the EPA-SL cc the Acting Deputy Director NSCC and the Programme Manager, Environment, UNDP.
 
Duration

The consultancy is expected to be 3 months upon the signing of the contract. Payments are based upon the deliverables

Required Skills and Experience

Education:
  • Advanced university degree in Natural Resources Management, Geography, Meteorology or Climatology or related climate change disciplines with research qualifications.

Experience:

  • At least Five (5) years of work experience in management or supervisory roles of environmental and natural resources management, meteorological or climate change related projects or working with a related climate change institution;
  • Working knowledge of climate change issues and challenges in Sierra Leone;
  • Strong analytical skills, particularly applied to climate change profiling;
  • Technically updated in the area of climate change modelling and risk assessment;
Language:
  • Fluency in written and spoken English.

Evaluation criteria:

The consultant will be evaluated against a combination of technical and financial criteria.
The consultant should score a minimum of 70% of the 100% technical grade which will then qualified him/her for the next stage of financial grading of 30%. Both financial and technical scores will be added for the final grade.

The technical evaluation will take into account the following as per the weightings provided:
  • Background and education: 10%
  • Methodology of approach in accomplishing the consultancy including though not limited to (a) timelines, (b) data collection and sources, (c) strategies addressing possible risks and barriers and management responses; 60% 
  • Professional Experience with respect to TOR: (a) Demonstrated experience with programme development and project design, with particular focus on design of climate change action plan; (b) A good understanding of the climate change challenges in Sierra (c) Strong analytical skills, particularly applied to action plan design: 30%
  • Financial proposal: 30%

Payment Modalities
Payment to the consultant will be made in three installments upon satisfactory completion of the following deliverables:
  • 1st installment: 40% upon signing the contract;
  • 2nd Installment: 30% upon submission of the draft National Climate Change Action Plan as well as a linked resources mobilization plan for Sierra Leone;
  • 3rd Installment: 30% upon submission of the final National Climate Change Action Plan as well as a linked resources mobilization plan for Sierra Leone.
