Devoirs et responsabilités
- Consult the National Programme Director/JS (DM), MHA and Dy. National Programme Director/Director (DM), MHA on various capacity development aspects;
- Coordinate with the State Coordinators in the selected States, State level DM Nodal Department, District and city administrations, and other national/international networks;
- Consult other members in the Unit and the programme staff.
- Be responsible for providing necessary technical inputs required for operationalizing capacity development related interventions under the above programme;
- Be the point person to interact with technical resource agencies, government agencies and community based organizations on various aspects of capacity development for disaster risk reduction and climate change adaptation related programme related tasks.
- Identify the institutional and managerial capacity gaps of the selected government, communities and institutions identified by the project authorities, i.e. MHA, UNDP and the selected government nodal departments;
- Guide the development of capacity development strategies and plans for the selected national and state level entities in line with the DM Act 2005 and the National Policy on Disaster Management 2009, National Human Resources Development (HRD) plan and respective state level policies;
- Lead and provide support for implementation of the capacity development plans of the national and state level nodal departments, e.g. assisting in hiring of specialised institutions and/or technical experts for conducting or arranging training programmes, etc;
- Coordinate with other actors supporting the institutional and managerial capacities of the entities in selected states, districts and cities in disaster risk reduction including risks being enhanced due to climate change;
- Formulate strategy/plan for UNDP to exit from capacity development role on the basis of preparedness of the selected states to take over the capacity development function;
- Monitor and document all capacity development works, progress and results;
- Support other capacity development initiatives undertaken by the NIDM, State level training institutions and others for Community Resilience to Disasters and Climate Change within the scope of the programme;
- Assist in obtaining progress reports as per schedule, and highlight technical slippages, if any, to the attention of the NPD/Joint Secretary – DM Division, Ministry of Home Affairs), and Dy. NPD/Director – DM Division, Ministry of Home Affairs) and UNDP;
- Support in complying with other requirements as laid down in the approved UNDP programme document;
- Contribute to effective qualitative and quantitative reporting and arrange appropriate documentation and dissemination of information;
- Contribute to Knowledge management initiatives under the project;
- Organize and participate in technical and monitoring consultations as per UNDP requirements;
- Any other related tasks assigned by the DM Unit.

Qualifications et expériences requises
- Post Graduate degree in, social sciences, geography, environment, economics, management or relevant disciplines.
- 10 years of post Master’s level experience with minimum 7 years of relevant experience, with regard to formulation/implementation of institutional and managerial capacity development plans at the national or state levels, preferably in the field of disaster management;
- Good understanding of capacity development strategies.
- Fluency in English.
