Since 2000 Turkey has made a considerable progress in introducing gender sensitive provisions in national legislation that are in line with the country’s international commitments in this area. Long-term efforts of women's movement in Turkey to empower women and promote gender equality supported by various national and international partners have resulted in strengthening of the national mechanism in support of gender equality, including in the establishment of the Turkish Grand National Assembly Equal Opportunities Commission for Women and Men (in March 2009).

Building on this momentum, a Joint Program on Fostering an Enabling Environment for gender Equality in Turkey financially supported by SIDA and implemented by UNDP and UN Women has been initiated in early March 2011. The programme follows a two pronged approach: i) targeted capacity building for governmental and parliamentary institutions (such as the Parliament Equal Opportunities Commission and the legislative experts), and ii) targeted support to the rights holders such as CSOs and gender equality and women’s rights advocates, including experts and academics, for advocacy and monitoring of commitments to gender equality. The targeted capacity development of the Turkish Grand National Assembly (TGNA) Equal Opportunities Commission (EOC) is the programme component falling within the responsibility of UN Women and includes legislative review of identified set of priority legislation, tailor made capacity development interventions for the members of the EOC and legislative experts, development of knowledge sharing platforms for exchange of information for parliamentarians and professionals working in the TGNA, and development of a mechanism for overseeing the implementation of gender-related legislation by the EOC.

High quality, targeted capacity development interventions are seen as a key component in making legislation making process and larger parliamentary environment more gender sensitive. In this respect, a basic gender mainstreaming in legislation training was provided to all legislative experts and a toolkit on gender equality concepts in legislation was drafted and made available for them in 2010. (Please see Documents to be provided by UN Women). In 2012 a self assessment exercise on gender sensitiveness of parliamentary environment was carried out based on the Inter-Parliamentary Union methodology that resulted in a comprehensive assessment report and a road map of actions to advance gender equality in the parliament’s work and structures. It is now opportune to follow up on these initiatives with an in depth advanced training on gender analysis of legislation for a selected group of legislative experts and the development of tools for them to facilitate assessment of draft bills for their potential gender equality impact.

In this context, UN Women is seeking to hire an expert who, in close cooperation with UN Women Project Coordinator in Ankara, will:
  • Design and deliver advanced training for a group of about 20 selected legislative experts;
  • Develop checklist/s for screening draft legislation from gender perspective.
The training should be an in-depth advanced capacity development intervention that will explore gender equality concepts in legislation with a view to enable participants to analyze draft bills for their impact on gender equality. Participants are going to be about 20 legislative experts working for various committees in TGNA. The training should not last more than 2,5 days and should take place in September-October, based on the availability of legislative experts. Though the training can build on previous capacity development activities (basic gender mainstreaming in legislation training and toolkit on gender equality in legislation), due to some turnover of staff and the time passed it may be advisable to include a brief recap of general concepts.  
 
Specific tasks and responsibilities:
  • Develop a detailed work plan, and methodology for the training and drafting of the checklist/s, with the identification of milestones and timelines for specific activities;
  • Design a tailor made interactive training module that will enable participants to acquire necessary knowledge and skills to analyze draft bills for their potential impact on gender equality, including discussion on the parameters of the checklist/s to help them with such analysis;
  • Deliver 1 training with maximum duration of 2,5 days for approx. 20 legislative experts;
  • Draft the training evaluation report clearly identifying change in capacity that can be attributed to the training based on pre-training and post-training assessment;
  • Develop checklist/s for screening draft legislation from gender perspective as a practical tool which legislative experts can use to assess bills for their compatibility with gender equality standards. The checklist/s should include an explanatory part outlining legislative theory and methodology on which it is based, how it is to be used, and what are its potential limitations, and a part providing list of questions to guide the assessment of draft bills for their potential impact on gender equality (checklist itself).  
Deliverables:
  • Detailed work plan with timeline and milestones;
  • Syllabus and training material for the training;
  • Delivery of the training (2,5 days);
  • Training evaluation report;
  • Checklist/s.

It is estimated that the task will require maximum 20 working days over a period July-October 2013 and one travel to Ankara, Turkey for 3-4 days.

Qualifications et expériences requises

Education:
  • Advanced degree in law.  
Experience:
  • Minimum 7 years of relevant professional experience in areas related to the task as described in this TOR;
  • Hands-on experience in mainstreaming gender in legislation;
  • Proven record in designing and delivering capacity development interventions;
  • Full computer literacy. 
Language:
  • Fluency in English, knowledge of Turkish is an asset.

Evaluation of applicants
 
Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria.
Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
 
Evaluation criteria:
 
Technical Evaluation – (70%)
  • Relevant education – 10 points;
  • Experience in areas related to the task as described in this TOR – 30 points;
  • Knowledge of mainstreaming gender in legislation – 30 points.
Financial Evaluation (30%)
 
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (μ/z)
Where:
  • p = points for the financial proposal being evaluated;
  • μ = price of the lowest priced proposal;
  •  z = price of the proposal being evaluated.
