Antecedentes
- Assistance to determine related institutional, policy and legislation framework in line with strategies and action plans for compliance with the 1st Stage;
- Implementation of investment projects in the Polyurethane (PU) Foams, air conditioning and refrigeration sectors for technological and industrial reconversion of HCFC consumers (end-users);
- Technical assistance and training to institutions and technicians on sound environmental practices for the maintenance of air conditioning and refrigeration systems.
- Verification of compliance by the investment projects and finalization of activities (Project Completion Reports).
- The supplier/contractor shall provide the types of services, goods and/or deliverables, quoted in his bidding, which shall be reflected in a non-binding Long Term Agreement in the form attached hereto as the "Model Long Term Agreement for the Provision of Goods and/or Services to the United Nations Development Programme";
- Such Goods and/or Services shall not be higher than the prices listed in the Price Schedule, and/or Bill of Quantities as applicable, for at least 6 months after entry into force of the LTA, and can be raised with a maximum of 5% per year, after the initial period of 6 months upon the agreement of both parties;
- UNDP does not warrant that any quantity of Goods and/or Services will be purchased during the term of this arrangement;
- In the event of any advantageous technical changes and/or downward pricing of the Goods and/or Services during the duration of this Agreement, the Supplier/Contractor shall notify UNDP immediately;
- UNDP will consider the impact of any such event and may request an amendment to the Long Term Agreement.
Deberes y responsabilidades
The Expert will work with UNDP, under the direct coordination of the Montreal Protocol Unit (MPU/BDP) Programme Coordinator, and with close collaboration with the Governments´ National Ozone Units (NOU) of Dominican Republic, El Salvador, Haiti, Panama, Paraguay, Uruguay, Peru, Barbados and Saint Kitts and Nevis to carry-on the following services:
- Give technical assistance in the design, implementation and evaluation of projects on the RAC sectors aimed to achieve the national commitments with the Montreal Protocol;
- Support in the development and implementation of the RAC Working Plan;
- Lead the preparation/implementation of training courses;
- Support the analysis of alternatives and technical proposal for strengthening the national R&R networks and the start-up and operation of refrigerant collection and reclaim centers;
- Provide assistance to the beneficiary companies in their engineering projects associated to the technology conversion to adopt non-ODS technologies;
- Develop specifications of equipment and support UNDP MPU/BDP and Country Offices (or the project’s beneficiaries, when required) in all phases of the procurement processes required for the adoption of new ODS-free alternatives;
- Maintain technical discussions with companies and equipment suppliers;
- Periodic follow up project implementation for each assisted company, providing technical evaluations, progress reports and recommendations to assure the achievement of the objectives described in the Project Documents (ProDocs);
- Undertake final revision and evaluation of installed equipment and other related works associated to each beneficiary company, including safeguard issues and maintenance procedures;
- Support the NOU and in the awareness rising activities for end-users on the adoption of low-GWP alternatives.
- Prepare the Project Completion Reports.
Expected Outputs and missions for the duration of the LTA:
Dominican Republic. Tech. Assistance of up to 15 days of work for the fulfillment of the expected activities:
- Seminar carried out on current and new alternatives and technologies to replace HCFC in RAC sector;
- Technical assistance given in the evaluation of air conditioning and refrigeration sectors during preparation of HPMP second stage project request;
- Air conditioning and refrigeration section of HPMP second stage project request prepared.
- Mission 1: Santo Domingo / June, 2014 (5 days length).
- Technical support delivered on the evaluation, selection and adoption of alternatives for the phase out of HCFC used in key sectors;
- Seminar carried out on current and new alternatives and technologies to replace HCFC in RAC sector;
- Mission 1: San Salvador /February, 2014 (5 days length).
- Identify and visit to refrigeration technicians training centres to evaluate their facilities and identify their equipment and training needs;
- Technical support delivered on the preparation of term of reference, evaluation, selection and implementation of equipment for updating training centres;
- Technical support delivered on the preparation of term of reference, evaluation, selection and acquisition of R&R equipment;
- Technical training on R&R equipment;
- Technical support delivered on the evaluation, selection and adoption of alternatives for the phase out of HCFC used in key sectors;
- Seminar carried out on current and new alternatives and technologies to replace HCFC in RAC sector;
- Technical support delivered on the evaluation, selection and adoption of alternatives for the phase out of HCFC used for flushing in maintenance procedures of refrigeration and air conditioning systems;
- Mission 1: Port-au-Prince/ September, 2013 (5 days length);
- Mission 2: Port-au-Prince / March, 2014 (5 days length);
- Mission 3: Port-au-Prince / July, 2014 (5 days length).

- Technical support delivered on the evaluation, selection and adoption of alternatives for the phase out of HCFC used in key sectors;
- Technical support delivered on the preparation of term of reference, evaluation, selection and acquisition of R&R equipment;
- Seminar carried out on current and new alternatives and technologies to replace HCFC in RAC sector;
- Mission 1: Asuncion / March, 2014 (5 days length).
- Technical support delivered on the evaluation, selection and adoption of alternatives for the phase out of HCFC used in key sectors;
- Preparation of a Train-the-Trainers programme, including the delivery of training Manual and the physical classes;
- Technical support delivered on the evaluation, selection and adoption of alternatives for the phase out of HCFC used for flushing in maintenance procedures of refrigeration and air conditioning systems;
- Technical assistance given in the evaluation of air conditioning and refrigeration sectors during preparation of HPMP second stage project request;
- Air conditioning and refrigeration section of HPMP second stage project request prepared;
- Mission 1: Montevideo/ September, 2013 (10 days length);

- Preparation of a phase-out program for the HCFC-141b in flushing applications;
- Preparation of a Train-the-Trainers programme, including the delivery of guidance Manual and the physical classes;
- Oversight of end-user pilot trainings in RAC sector;
- Mission 1: Lima/ August, 2013 (5 days length);
- Mission 2: Lima /June, 2014 (3 days length).
- Technical support delivered on the evaluation, selection and adoption of alternatives for the phase out of HCFC used in key sectors;

Competencias
Competencies
- Working experience in training/teaching/technical assistance of RAC systems installation/ maintenances;
- Knowledge of RAC system retrofit, installation, design;
- Knowledge on use, application and standards of low GWP refrigerants (flammable and non-flamable);
- Knowledge of Montreal Protocol related policy/issues is desirable;
- Working experience in developing countries is desirable.
- Demonstrate integrity by modeling UN values and ethical standards;
- Promote the vision, mission, and strategic in goals of the UNDP and the MPU/Chemicals Unit;

Habilidades y experiencia requeridas
- Engineering or equivalent degree in Chemistry, Mechanics, Electrical or related field;
- Advanced degree in relevant discipline is desirable.
- Working experience of at least 5 years in training/teaching/technical assistance of RAC systems design, installation, operation or maintenance;
- Experience in training, in the design of training and improvement programmes and instruments for the evaluation of knowledge/learning;
- Know-how and practice experience in the use of flammable and/or toxic refrigerants;
- Knowledge of Montreal Protocol related policy/issues is desirable;
- Working experience with RAC investment/reconversion projects in developing countries is desirable;
- Know-how and practice experience in the use of refrigerants alternative to HCFC, with low GWP.
- Proficiency in English, working knowledge of Spanish is desirable.
