Antecedentes

This assignment will be carried out as part of Phase II of the project “Support to Poverty Analysis and Monitoring at the Ministry of Planning and International Cooperation (MoPIC) and the Department of Statistics (DOS): Thinking Differently about Poverty and the Poor”.

During Phase I of the Project, UNDP has provided technical assistance to the Ministry of Planning and International Cooperation (MoPIC) to establish and introduce an effective web-based computerized system to monitor the implementation of the Executive Development Programme (EDP), (2011-2013). Management Information System (MIS) is an effective coordinating system for the line ministries had established and supervised by MOPIC (DPPD), which had resulted in a coherent and comprehensive approach towards monitoring the implementation of the current developed Executive Development Programme (EDP), 2011-2013.

A national expert was hired to design the system and to train staff from all line ministries (Distributed according to sectors) to ensure that progress will be reported regularly on the 600 indicators that were established to monitor the implementation of EDP. The national consultant trained six line Ministries on how to feed data into the new EDP monitoring system. Also, relevant MoPIC staff had been trained on using and maintaining the system. Now six line ministries are reporting online via 18 staff members representing five line ministries after they were trained on the system and a user manual was produced and documentation on MIS.

Originally, the system was developed to monitor-the EDP indicators (around 600 indicators, in addition to the MDGs indicators), and to enable line ministries and institutions to report their respective indicators online. Monitoring is undertaken by line ministries, independent institutions, and other concerned entities. Line ministries and institutions prepare and send monitoring data manually (by post, fax or by email) to MoPIC, using a form prepared by MOPIC, and until recently none was able to report online, due to lack of capacities. Line ministries and institutions appear to be unable to get the relevant data to report on EDP related indicators from their M&E systems (when they have such units).
Also, it appears that not all 600 indicators in EDP are reported on by concerned parties, and MoPIC uses the Department of Statistics (DOS) data to cover the gap. Obviously this reflects limitations in the EDP monitoring system itself where many indicators have been designed without due regard for data availability by concerned parties. Furthermore, monitoring of EDP is based mainly on outcome indicators, and there is lack of output information and their linkages to economic and social outcomes.

Currently, the system is running at the ministry of planning and international cooperation (DPPD) but the system needs extensive follow up to fit it with the new government plan 2013-2016 and the expected new EDP in 2014. It is important also to enable the system on the web and to continue training of the government institutions focal points.

Objectives and tasks of the Assignment:

The objective of the assignment is to provide technical support to MOPIC (DPPD) in Updating and following up the current MIS to fit with the new government plan 2013-2016, enable the system on the web, and train the government institutions focal points.
This requires:

  •  Reviewing the current MIS running at the ministry of planning and international cooperation (DPPD);
  • Setting new indicators, baselines and targets for the different policy measures for the new government plan 2014-2016;
  • Enabling the system on the web to be easily used by MOPIC DPPD staff and the focal points of the related government institutions;
  • Practical training for the focal points of the concerned government institutions focal points in addition to MOPIC DPPD staff.

Methodology:

This assignment will include a desk review of relevant document (including but not limited to the current MIS, new government plan and any other related documents), working with MOPIC DPPD and UNDP staff, and any other entity as the need arises.

Deliverables and Timeliness:

The assignment will be dealt with on the basis of deliverables. The overall and final approval of the deliverables is up to UNDP. The expected duration of the assignment is 10 months of full time.

Current Situation Assessment ( Two weeks)

  • D1 + 2 weeks Inception Report, Work (Implementation) Plan;
  • D1 + 2 weeks Detailed Report for the Current Situation Assessment.

Analysis of the current National Executive Programme and new government plan ( 1 Month)

  • D1 + 1.5 Month Initial Log Frame Analysis;
  • D1 + 1.5 month Data Collection Strategy Document;
  • D1 + 1.5 month Reporting System Document.

Develop the design and implementation Plan for MIS ( Two weeks )

  • D1 + 2 month Software Update;
  • D1 + 2 month MIS Application Implementation Plan;
  • D1 + 2 month Hardware assessment (Devices, Printers, Network, site preparation …etc), if needed;
  • D1 + 2 month Training Needs Assessment.

Design and Implementation of Updated MIS ( 6 Months)

  • D1 + 3 month Final Log Frame Analysis;
  • D1 + 3 month Approved Database and User interface prototype;
  • D1 + 5 month Database Creation (Building);
  • D1 + 7 month User Interface Implementation (Screens, Menu’s);
  • D1 + 7 month Reporting System Implementation;
  • D1 + 8 month Baseline data loading;
  • D1 + 8 month MIS is web based enabled and tested;
  • D1 + 8 month MIS application documentations (Database specification, Functional specifications, User interface, Reporting system, Application Administrator Manual, User Manual, Hardware specifications).

Installation and Training (1 Month)

  • D1 + 9 month Hardware Installation, if needed;
  • D1 + 9 month User’s and operators training and Roll-out plan implementation at MOPIC;
  • D1 + 9 month Intensive training for DPPD staff and the focal points of the related government institutions.

Closing

  • Ongoing Results of testing and lessons learned report;
  • D1 + 10 month Final Report.

Habilidades y experiencia requeridas

Education:

  • An advanced degree in Computer Science, IT, Management Information Systems or related discipline with three years of experience. A bachelor degree with 5 additional years of experience can be accepted;

Experience:

  • Proven past experience in design and implementation of similar systems;
  • Experience in the public sector, development organizations or NGOs;
  • Familiarity with the National Executive Programme;
  • Proven knowledge of monitoring concepts; and
  • Previous experience with UNDP or UN agencies.

Language:

  • Fluent in English and Arabic.
