Background

As a result of UNCDFs adoption of IPSAS on 1 January 2012 and the Integrated Budget, IPSAS changes how we report on our work.  The new standard requires UNCDF to capture and communicate the timing and the nature of the transactions.  The more timely and correct our accounting entries, the more representative our financial statements will be of our true financial position.  The need for the new and revised reports will be more reliable indicators of UNCDF’s efforts to improve its transparency, efficiency, and accountability, all critical to maintaining credibility.  Our transition to IPSAS has afforded us the occasion to start to reengineer the reporting functions in Atlas, and, given the importance of reporting, IPSAS implementation requires new reports for operational and reporting requirements, reinstatement of deleted processes previously created in the Contract module and ad-hoc reports for all modules.  In order to ensure these reports deliver the required information in a precise and user-friendly manner, UNCDF needs to recruit an expert in this specialized area to lead this important initiative.

Duties and Responsibilities

Review the existing ATLAS structure/configuration  and recommend improvement.

Develop ATLAS  reports:

  • Donor report;
  • Asset Management Reports;
  • Project Management Report ( includes IPSAS Project Transaction Detail and Outstanding NIM/DIM  advance report;
  • Budget Management Report; 
  • Expenditure Management Report; 
  • Revenue Management Report; 
  • Resource Overview; 
  • Fund Balance Reports;
  • GL activity Reports; 
  • Ad-hoc reports;
  • HR/Process report.

Produce a series of ATLAS queries including General Ledger (GL) IPSAS queries.

UNCDF Financial and Project Dash Board.

Prepare test cases and test scripts for various business processes in areas of assigned ATLAS modules
Document best practices and actively engages in knowledge transfer to other team members and training workshop.
Produce Manuals /Job aid for the reports developed.

Deliverables:

  • Requirements gathering and preparing specifications including Reporting Trees;
  • Finalize time table/work-plan with OIST reporting team on deliverables;
  • Develop queries and reports;
  • Development of manuals and training.

Required Skills and Experience

 Education
  • Advanced degree in relevant discipline is desirable.
Experience:
  • Working experience of at least 5 years in technical assistance of ERP systems design, installation, operation or maintenance;
  • Experience in training, in the design of training and improvement programmes and instruments for the evaluation of knowledge/learning;  
  • Working experience with UNDP ATLAS is desirable;
Language:
  • Fluent in English.
