The Rio+20 Conference on sustainable development, in Rio de Janeiro, Brazil in June 2012 renewed commitment to sustainable development, for an economically, socially and environmentally sustainable future for our planet and for present and future generations. The Rio +20 conference also reiterated the need to further mainstream sustainable development at all levels. India had played an active role in the deliberations of Rio +20. The outcome document of Rio+20 viz. ‘The Future We Want’ renewed political commitment for sustainable development, reviewed the progress and remaining implementation gaps and assessed new and emerging challenges, since the 1992 Earth Summit and the Summit at Johannesburg in 2002. The Conference also deliberated on Green Economy in the context of Sustainable Development & Poverty Eradication, Institutional Framework for Sustainable Development and Means of Implementation etc.
 
UNDP is supporting the Ministry of Environment and Forests (MoEF) to give impetus to the actions arising from the Rio+20 summit on the work relating to India’s position on Sustainable Development Goals (SDGs). Specifically, the partnership between the MoEF and UNDP has the following objectives:  
  • Leveraging technical support of Expert(s) for identified thematic areas for the preparation of analytical papers based on relevant documents/reports/ discussions/ workshops with other organizations/ stakeholders on the work relating to India’s position on Sustainable Development Goals (SDGs);
  • Establishing a technical cell in the Ministry of Environment and Forests for dealing with initiatives of outcome document of Rio+20 especially SDG related issues and co-ordinate actions thereon;
  • Support consultation on the work relating to India’s position on Sustainable Development Goals (SDGs).
The Technical Cell set up within the Ministry of Environment and Forests (MOEF) under the partnership comprises of a 2 member team of a Technical Coordinator (TC) and a Research Associate (RA).The Research Associate based at MOEF shall work under the direct supervision of the Director (in charge of Sustainable Development), MoEF and the Technical Coordinator, and the overall guidance of the Head, Energy & Environment Unit, UNDP, New Delhi. S/he will be responsible for supporting the overall day-to-day management of the said partnership and in planning and implementing the activities envisaged under the partnership. As this is a full-time position, the RA cannot hold any other job/assignments during this assignment.

Devoirs et responsabilités

The Research associate will do the following:
  • Review and document and prepare briefs for policy processes as required by MoE
  • Provide necessary technical backstopping and research inputs for the preparation of position papers, knowledge products and related contexts;
  • Provide support for organizing consultations with relevant stakeholders and prepare background material;
  • Support the MoEF and TC in overall coordination of activities under the partnership;
  • Will assist in facilitating academic exchange and establishing knowledge networks on sustainable development issues;
  • Help in day to day management and reporting on the activities of the partnership; and ensure adequate information flow, discussions and feedback among the various stakeholders as per the requirements of MoEF;
  • Undertake any other related tasks as requested by MoEF and UNDP.

  • Good understanding of sustainable development issues in India;
  • Well conversant with the globally available knowledge on sustainable development and the policy debates on the theme;
  • Aware of reputed institutions and individuals working on such issues in India and elsewhere;
  • Requisite client orientation to understand and meet client needs;
  • Job knowledge, technical expertise for the position and research experience;
  • Outstanding communication and writing skills;
  • Familiarity with the working environment and professional standards of international organizations and national and State Governments;

Qualifications et expériences requises

Education:
  • Master’s Degree with excellent academic record in the field related to sustainable development, including Developmental studies/ Social sciences/ Economics/ Environmental Science/ public policy/ or related field.
Work Experience:
  • At least 3 years of relevant post Masters Experience on research or analytical work on sustainable development issues;
  • Experience in working at policy level on sustainable development will be desirable;
  • Experience of working with Central and/or State Governments/ NGOs/ Civil Society on similar assignments will be preferred;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems is essential;
Other:
  • Willing to travel.
Language requirements:
  • Fluency in English and  language of the duty Station.
