Historique

The Office of the Senior Human Rights Advisor (SHRA) was established by the Office of the High Commissioner for Human rights (OHCHR) to promote implementation of human rights obligations ratified by the Government of Rwanda. The Office is located within the Office of the Resident Coordinator (RC) of the United Nations in Rwanda. The role of the SHRA is to provide technical support to Rwandan national institutions (Government, National Human Rights Commission and NGOs) with a view to increasing the observance of international human rights and all the relevant treaties that Rwanda is a signatory to at the international level.
 
The SHRA also has the mandate of advising the RC and the UN Country Team on the mainstreaming of human rights in all the work of the United Nations agencies in Rwanda.

Devoirs et responsabilités

Summary of Key Functions:
  • Support to the Senior Human Rights Advisor’ Office;
  • Support to knowledge building and knowledge sharing.
Provides effective support to the SHRA focusing on achievement of the following results:
  • Conduct research on specific human rights issues eg UPR (Universal Periodic Review) and the recommendations made by the Human rights Council for implementation by Rwanda;
  • Assist in the drafting of programme periodic reports; financial expenditure reports and related administrative reports for the SHRA;
  • Represent the SHRA’s Office in all meetings and strategy sessions convened by the relevant theme groupings under the One-UN framework, to make substantive inputs to ensure consistent consideration of all relevant human rights angles in the preparation of documents and projection of the overall work of One-UN;
  • Assist in the liaison with Resident Coordinator’s Office (RCO) and serve as a focal person on UNDP-funded projects that touch on human rights;
  • Prepare administrative documents and memoranda required to implement the Annual Workplan of the SHRA
  • Support in the organization of workshops and seminars in accordance to the SHRA Workplan, including logistical, financial, procurement and human resources support;
  • Assist in the procurement of services and consultants to provide support to the HRA Office;
  • Organize SHRA calendar, appointments, meetings, travel and other SHRA duties;
  • Help take care of the assets of the SHRA in accordance to UN rules.
Supports knowledge building and knowledge sharing in the SHRA’ office focusing on achievement of the following results:
  • Assist the SHRA to liaise with strategic partners in Government, the Rwanda National Human Rights Commission and the civil society, and other actors regarding the delivery of training, capacity building and sensitization projects.
  • Analyse laws, regulations and guidelines relating to human rights policy in Rwanda, as selected by the SHRA in accordance with the objectives of the SHRA Office.

  • Knowledge of, and exposure to, human rights substantive issues relevant to the work of SHRA;

Managing documents, correspondence and reports

  • Creates, edits and presents information (queries, reports, documents) in visually pleasing, clear and presentable formats such as tables, forms, presentations, briefing notes/books and reports using advanced word processing and presentation functions and basic database and spreadsheet software;
  • Edits, formats and provides inputs to correspondence, reports, documents and/or presentations using work processing, spreadsheets and databases meeting quality standards and requiring minimal correction
  • Shows sound grasp of grammar, spelling and structure in the required language;
  • Ensures correspondence, reports and documents comply with established UN standards;
  • Ability to produce accurate and well documented records conforming to the required standard.

Planning, organizing and multitasking

  • Organises and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships;
  • Plans, coordinates and organises workload while remaining aware of changing priorities and competing deadlines
  • Demonstrates ability to quickly shift from one task to another to meet multiple support needs;
  • Establishes, builds and maintains effective working relationships with staff and clients to facilitate the provision of support;

Qualifications et expériences requises

Education:

  • Secondary education;
  • Bachelor’s degree in law, human rights or international relations will be an advantage.

Experience:

  • 4 years of relevant administrative experience;
  • Experience in coordination of programmes and dealing with partners.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Languages:

  • Fluently spoken and written English and Kinyarwanda required;
  • French proficiency an added advantage.
