Antecedentes

UNDP Mozambique is leading the climate risk assessment under the Climate Risk Management – Technical Assistance Support Project (CRM-TASP). The assessment focuses on analyzing climate-induced risks vis-à-vis the overall risk profile along with the impacts on one key socio-economic sector.   Climatic risks are increasingly undermining national development processes and traditional community livelihoods. Pace and amount of economic losses is far outstripping investments in risk reduction and adaptation. Higher climate sensitivity translates into much lesser resilience and capacity to mitigate, reduce and recover from the impacts of climate change. Key socio-economic and development sectors like agriculture, water, health, crop production, natural resources, environment etc. are coming under stress. This necessitates a better understanding of climatic risks and impacts vis-à-vis extreme disaster events and key socio-economic development sectors and community livelihoods. This will help devise appropriate risk reduction and adaptation interventions to reduce and manage the risks and impacts and promote national as well as community level resilience.

In order to address this need, the CRM-TASP has undertaken a climate risk assessment with a focus on agriculture sector in Mozambique. The draft assessment report has been prepared on the basis of a broad-brush analysis of hydro-met data/information, interactions with key stakeholders and other inputs. However, with a view to strengthen and validate the findings/recommendations, it is considered essential to review the draft assessment report from a more analytical perspective and validate the findings through multi-stakeholder interactions and peer review process.

Deberes y responsabilidades

With a view to lead the CRM assessment report review and validation process, UNDP Mozambique is soliciting the services of a technically qualified, experienced and skilled professional consultant to lead the process of review and validation by factoring in the latest data and research generated by national nodal agencies and institutions and through a process of iteration with a range of in-country stakeholders. This will help identify the key needs and gaps with regard to strengthening the climate risk management initiatives in the country, lay the ground for synergies between DRR and climate adaptation practices and identify tangible climate risk management interventions to address climatic risks and impacts.

The Consultant will liaise with the relevant stakeholders in-country and will be responsible for the: reviewthe assessment of overall climate risks and impacts with reference to the agriculture sector and in the context of latest work on climate variability and change in the country; the national institutional, policy and capacity landscape for climate risk management by analysing existing instruments to assess their ability to address challenges posed by climate change and suggest requisite changes to meet the existing and emerging requirements; the climate risk management options interacting with key national nodal agencies to validate the findings; recommend linking climate risk management work with overall risk reduction and development agenda in the country and facilitate a national stakeholder consultation, if required to validate the CRM assessment report and its findings.

The Consultant will submit a revised and updated draft of climate risk assessment report to UNDP CO with evidence-based analysis and practical recommendations.

  • Strong knowledge of practices like disaster risk reduction, environment, adaptation, governance and their interface with climate risk management practice and an ability to adopt a cross-practice approach;

Habilidades y experiencia requeridas

Education:
  • Master's Degree or higher in climate science, environment, disaster risk reduction, development and/or related field;
Experience:
  • At least 3 years of experience in disaster risk management, environment management, climate policy and science and related experience of harmonizing DRR-CCA approaches or working on disaster/climate interface with poverty reduction, sustainable development etc;.
  • The Consultant should have cross-practice expertise and experience on disaster and climate risk management issues and their interface with development, natural resource management, etc.
Language Requirements:
  • Fluency (both written and spoken) in English and ability to communicate in Portuguese is a must. 
The consultancy is open to Mozambican and non Mozambican with permit to work in Mozambique.
