Antecedentes
- strengthen the capacity of key governance institutions to deliver on their constitutional mandates,
- improve accountability,
- produce governance assessments to improve evidence based analysis and track progress in the area of governance, as well as,
- promote access to justice at all levels,
- develop mechanisms for unity, reconciliation and peace consolidation.
Deberes y responsabilidades
- Support the identification, design and formulation of programmes / projects in the Governance sector;
- Become conversant with the various Rwandese public institutions and civil societies, legal bodies, and legislation as relevant to UNDP programming;
- Establish meaningful partnerships and liaise with Rwandese authorities, relevant professional bodies and civil society organizations in public administration, as well as to develop project proposals and capacity-building initiatives;
- Provide substantive inputs in and advice in the development of the Governance portfolio;
- Supervise, monitor and administer all projects within his/her portfolio and to provide backstopping to the Head of Unit and Project Managers on programme/project implementation;
- Draft contracts, project cooperation agreements, memoranda of understanding and other legal and financing documents;
- Assess the impact and effectiveness of the assistance through regular consultations with government counterparts and project managers, periodic field visits, analysis and preparation of progress and other required reports;
- Ensure the timely and efficient delivery of project outputs;
- Assist in the administration of projects including the preparation of annual work plans, drafting terms of reference, arranging for training activities workshops, seminars and preparing all necessary correspondence;
- Assist in resource mobilization efforts, including the identification of project opportunities and the formulation of top-quality project proposals;
- Advocate for, and promote awareness and understanding of, UNDP’s mandate, mission and purpose with special emphasis on Democratic Governance and Peace Consolidation;
- Assist in coordinating UNDP’s initiatives on governance with other international agencies and donors, and develop inter-agency synergies and complementarities;
- Coach and provide support to strengthen the capacity of national staff in the team ; and
- Perform any additional tasks as requested by the Supervisor.

Habilidades y experiencia requeridas
- Master's Degree in a related field of expertise
- A minimum of two years of paid working experience in a relevant field
- Experience in governance, public / civil administration reform and models, civil society, or capacity-building & institutional strengthening of governance bodies and civil society organizations is desirable
- Working knowledge of English is required
- Working knowledge of French is an asset
