Historique
The project builds-up and strengthens the institutional capacities of the Ministry of Economy and Trade with respect to economic policy formulation, public sector management and control, private sector development and other related matters falling within the competences of the Ministry. The objectives will be accomplished through two specific outputs: 1) Economic research and knowledge for enhanced policy formulation and implementation developed; and 2) MoET high impact delivery capacity for efficient transfer of skills to the administration enhanced.
The expected activities of the project are designed to fit the latest institutional and operational needs foreseen by the MoET in the short to medium terms and fall under activity two of the new Project Document namely: Institutional Capacity of the Ministry of Economy and Trade developed and enhanced.
The GIS Implementation Consultant will be working with the Director of the Consumer Protection’s Directorate under the supervision of the UNDP Project Manager, and in coordination with the UNDP Head of IT at the MoET.
Devoirs et responsabilités
The GIS Implementation Consultant is required to:
- Automate the surveillance system of the Consumer Protection Department using the GIS system features, define and provide all necessary elements for the automation of the surveillance system;
- Establish a process to ensure the GIS system compliance to continuous market changes, and consequently assure the update of the digitized maps, different required layers, and entities’ coordinates (adding new geographical units, and updating existing ones, targeting the creation of one companies’ master data file at MoET level);
- Establish a process toimprove quality assurance for site visits results on the different geographical units, and to optimize the utilization of the GIS system by the different organizational units in MoET and according to their needs;
- Assist the Consumer Protection Department in producing meaningful reports.

Functional Competencies:
- Experience in the use of Arc Info, ArcView, Data Base applications (SQL, MS Access), CAD or other related computer experience (SDE);
- Familiar with GIS system planning and design, geographic database design, and GIS technical implementation project management;
- Good knowledge in management of application software development projects and related activities;
- Considerable knowledge of GIS, including programming procedures and techniques;
- Good communication, interpersonal and liaison skills;
- Tested multitasking skills.
Qualifications et expériences requises
Education:
- Graduate Degree (Masters or equivalent) in, Computer Science, Computer Engineering, Management Information Systems, or any other related field.
Experience:
- At least 6 years of relevant professional experience. Experience with the Lebanese public sector is preferable.
Language Requirements:
- Proficiency in Arabic and English. Knowledge of French is a plus.
