The problem of violence against women and children is pervasive in the Caribbean; and in Jamaica, this crisis has intensified over the last 30 years and is one of the major obstacles to the psychosocial health of victims/survivors, perpetrators and the nation as a whole. The situation is compounded by the failure of the state to protect those that face violence. As victims of itinerant criminals, women and girls are often targeted in both public and private domains for gender-based violent attacks. Violence also occurs from inter-personal conflicts over multiple-relationships, money, low anger management and conflict resolution skills. These tensions often escalate into a spiral of conflict which may convert into gang, crew or community wars.
 
The chronic cycle of male on male violence, is supplemented by women and children being increasingly targeted as surrogate victims in lieu of men. They are often raped in reprisal crimes, including sexual violence.    Consequently, a personal or familial vendetta or a form of political tribalism results, and this intensifies the violence.

Evaluation Objectives and Scope

An external final evaluation of the project will be carried out to:
  • Determine to what extent the key project results (i.e. goals, outcomes and outputs) have been achieved and to what extent a contribution has been made to the realization of the general goal, as indicated in the log frame, and in relation to project baseline data; 
  • Give an indication of the impact of project execution; including an analysis and assessment of the implementation and impact of community intervention strategies employed by SISTREN in fulfilment of the project, goal, outcomes and outputs within the communities of Hannah Town and Rockfort;
  • Ascertain the sustainability of project outcomes, outputs and activities, including the extent to which sustainability was promoted and encouraged during project execution;
  • Determine the most important successes, bottlenecks, challenges, lessons learned and knowledge generated by the project, based on a thorough assessment of the management of project implementation.
Scope
  • The evaluation will consider project execution within the broader social context, taking into account social, economic, political, gender equality and other relevant factors as well as any possible limitations of the evaluation;
  • The evaluation will be used by the granting agency, co-implementing partners and government and other civil society stakeholders to determine the key success and the fulfilment of project outcomes and objectives;
  • The evaluation will also highlight key challenges in project implementation and the fulfilment of project goals. Specifically, the evaluation should speak to the impact and challenges of the community based intervention strategies and methodologies employed by SISTREN during the course of this project;
  • The evaluation will inform the development and application of participatory community based violence prevention strategies in the Caribbean region;
  • In addition to the lessons learned, the evaluation will highlight the best practices/successful models produced by the project. One community intervention will be identified as an example of a best practice in which the project was implemented successfully and about which a succinct success story will be written (approx. 1 page) mentioning the factors that led to the success;
  • The evaluation report should also address an analysis of findings including any multiplier or downstream effects of the project being evaluated, as well as recommendations for sustaining the project results and possibilities for replication in other communities.

Compétences

  • Strong research, analytical and excellent report writing and communication skills;
  • Excellent computer skills particularly related to Microsoft Office and other relevant software;
  • Ability to use electronic communication media (e.g. Skype, or MSM).

Qualifications et expériences requises

The ideal candidate or evaluation team for the Consultancy should bring solid academic and professional background in the field/area of social assessment, gender, political science and socio-political and economic development.
 
Education:
  • Advanced university degree in Gender and Development, Political Science, Social Sciences or any other relevant field.
Work experience:
  • At least four years of project evaluation, management and/or coordination experience in the social sector;
  • Work-experience in the Caribbean is highly desirable;
  • A minimum of three years of experience in research, data analysis and analytical report writing.

Language:

  • Fluent in English.
