Antecedentes

Georgia’s TNC is the continuation and compilation of the works conducted under the second national communication to the UNFCCC and other climate change related programs and projects ongoing and implemented in Georgia. Report by the country should be prepared in accordance with the Decision 17/CP7 and guidance provided by the Conference of Parties (CoP). The TNC will update and strengthen information provided regarding national and regional circumstances, priorities and strategies, prepare the GHGs inventory for different sectors of economy for the period 2006-2012, assess vulnerability to climate change of ecosystems and economy sectors in the different regions of Georgia and develop the adaptation measures, construct GHGs emissions scenarios by 2050 and identify the relevant mitigation measures and strategies, facilitate the integration of climate change risks assessment and ways of risks reduction in the different strategies prepared by the country and provide scientifically and statistically proved information on climate change risks in Georgia for implementation of Article 6 of the Convention (public awareness, education and training). The project should also increase the national capacity to produce subsequent NCs that meet CoP guidelines and improve climate change policies in Georgia.
 
One of the most important sections of the TNC is assessment of vulnerability of different ecosystems and economic sectors such as land degradation, coastal zone, mountainous ecosystems, agriculture, tourism, health care, etc. Vulnerability of systems should be assessed based on already revealed past impact of climate changes on selected systems. Future risks caused due to climate change should also be evaluated and adaptation measures should be developed for the most vulnerable ecosystems and economy sectors. Climate change past trends and future scenarios will be provided by the project climate change expert. Contemporary software tools for assessment of vulnerability will be used by the project team in the sectors where such tools are available. 
 
The project has decided to hire the national consultant for the assessment of climate change impact on agriculture in 8 municipalities of Kakheti region and preparation of potential adaptation measures.

Deberes y responsabilidades

The overall objective of the consultancy is to provide expert knowledge on the state of agriculture in Kakheti region, evaluate the impact of climate change on agricultural crops in  eight municipalities (Akhmeta, Dedoplistskaro, Gurjaani, Kvareli, Lagodekhi, Sagarejo, Signagi, Telavi) of Kakheti region, reveal the most vulnerable municipality at present and in future based on projected climate scenarios and provide proposals for adaptation measures that can best respond to proposed impacts.
Consultant in agriculture shall work in close cooperation with local experts in agriculture hired in each target municipality, other members of the Vulnerability &Adaptation team and will be supported by the experts in climate change scenarios. An expert will be accountable to and work in close cooperation with the V&A Team Leader and the Project Manager. 
 
The expert in Agriculture will have following duties and responsibilities:  
  • Provide description of past (Last decade of Soviet period) and current state and problems of agriculture sector in Kakheti, focusing on main priorities, leading branches and changes in them, future plans and priorities (if some strategic document exists); provide statistics on agricultural areas and trends by type, yields by crop type, number of animals and birds poultry in farms, etc.
  • Research of regional and national legislation on agriculture; distinguishing positive and negative aspects of existing regulations, identification of gaps and needs for additional regulations aimed at improving the yield or quality of harvest;
  • Assess the past and future vulnerability to climate change of municipalities in Kakheti region through multi-criteria analysis method;
  • Assess the impact of climate change on 2 or 3 agriculture crops [chosen during the assessment together with local experts) in each municipality;  provide parameters that are affected the most (yield factor, quality, plant illnesses or others); identify any  other branch in agriculture (i.e. animal breeding,  pastures, etc) can be acknowledged as obviously affected by climate change.
  • Provide draft general report on impacts of climate change on Agriculture in Kakheti region taking into account the results of models applied for assessment of different parameters (water deficit, yield of crops, etc) and recommendations for adaptation;
  • Prepare specific project proposals (at least 2) for each municipalities aiming at adaptation of agriculture to climate change in the Kakheti region;
  • Assist the project manager and team leader in preparation of an adaptation strategy for the region;
  • Participate at the project workshops, providing inputs through related presentations on the  work done;
  • Provide input and contribute  to the compilation of the final document of the TNC.
Deliverables:
  • Draft report on the state of agriculture in Kakheti region in past (Last decade of Soviet period) and at present, focusing on  the differences (changes in yield, quality of harvest, soil erosion, irrigation, etc) and problemsthat are presently important ; the report should include statistical tables on agricultural areas and trends by type, yields by crop type, number of animals and poultry in farms, etc.;
  • Analytical report on legislation in agriculture identifying gaps and recommendations for improvements;
  • Draft report (and filled excel software) on vulnerability assessment of agriculture sector in each municipality through multi-criteria analysis;
  • Draft report on the impact of climate change on 2 or 3 agricultural crops in each municipality of Kakheti region, also on some other branches of agriculture (i.e. animal breeding and pastures) as applicable;
  • Draft climate change adaptation strategy for agriculture sector in Kakheti region;
  • Specific project proposals (at least 2) in agriculture sector for each municipality in Kakheti.
Evaluation:
Applicants will be evaluated against combination of technical and financial criteria. Maximum obtainable score is 100, out of which the total score for technical criteria equals to 70 and for financial criteria – to 30. Candidates who will pass 60% of maximum obtainable score of the technical criteria (i.e. 70 x 60% = 42 points) will be considered as qualified.
 
Only qualified candidates will be requested to submit financial proposals - Lump Sum amount that should include remuneration (daily fee*number of total working days).
 
Maximum 30 points will be assigned to the lowest price offer. All other price offers will be scored using the formula (inverse proportion):  Financial score X = 30* the lowest price offer/suggested price offer.
 
Financial Proposal:
 
Only qualified candidates will be requested to submit financial proposals – Lump Sum amount that should include remuneration (daily fee*number of total working days). Maximum 30 points will be assigned to the lowest price offer. All the other price offers will be scored using the formula (inverse proportion): Financial score X =30* the lowest price offer/suggested price offer.
 
Payment Modality:  
 
The payment of a lump sum will be made in 2 installments: 
  • 60%- upon submission to and acceptance by the V&A team leader and UNDP Project Manager of deliverables 1-3 e.g. a draft report on the state of agriculture in Kakheti region in past (Last decade of Soviet period) and at present, focusing on  the differences (changes in yield, quality of harvest, soil erosion, irrigation, etc) and problems that are presently important ; the report should include statistical tables on agricultural areas and trends by type, yields by crop type, number of animals and poultry in farms, etc; an analytical report on legislation in agriculture identifying gaps and recommendations for improvements and a draft report (and filled excel software) on vulnerability assessment of agriculture sector in each municipality through multi-criteria analysis; (in two months after contracting)
  • 40%- upon submission to and acceptance by the V&A team leader and UNDP Project Manager of deliverables 4-6 e.g. a draft report on the impact of climate change on agricultural crops (number of evaluated crops 2 or 3) in each municipality of Kakheti region, also on some other branches of agriculture (i.e. animal breeding and pastures) as applicable; a draft climate change adaptation strategy for agriculture sector in Kakheti region and Specific project proposals (at least 2) in agriculture sector for each municipality in Kakheti. (in four months after contracted). 
Acceptance of deliverables by UNDP Georgia will be made after quality certification of the deliverables by the Project Manager and approval by UNDP CO.

Habilidades y experiencia requeridas

Education:

  • Master’s or equivalent degree in natural sciences, agriculture or other related to the expertise areas;

Experience:

  • Minimum 5 years of practical working experience related to agriculture;
  • Proven 2 years of experience in working in agriculture sector in Kakheti region;
  • Experience in the field of climate change impact on agriculture;
  • Knowledge/understanding   of FAO models used in agriculture for assessment of climate change impact on the sector  is an significant asset;

Language:

  • Fluency in Georgian;
  • Knowledge of English is an asset
