UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
 
Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
 
Preliminary findings from a Gender-based Violence (GBV) assessment indicate that women and girls survivor of sexual violence experience challenges in accessing basic services and protection and still turn to family and other social networks for support. The availability of services is compounded by the fact that the number of Syrian refugees is increasing by the day
 
The Supporting Sexual and Gender-Based Violence (SGBV) Survivors to Access Life-Saving Services project aims to increase SGBV survivors access to comprehensive lifesaving protection services including, health, psychosocial and legal services in three areas in Jordan (Mafraq, Irbid and Zarqa).

Devoirs et responsabilités

The assistant project officer will be supporting with the coordination and contributing to overseeing the implementation of Syria programme and responsible for coordination and managing the Sexual and Gender-Based Violence (SGBV) Survivors to Access Life-Saving Services project in collaboration with relevant UN agencies and national and international NGOs.

Under the direct supervision of the Jordan/Syria Country Office Recovery Advisor, the assistant project officer will undertake the following functions:
 
Support in the formulation of Programme/ Project Strategies
  •  Support in designing and formulating projects and programmes in response to the Syrian crisis and translating UN Women priorities into local interventions aimed at ensuring social equity and improved protection especially in the context of Sexual and Gender-Based Violence (SGBV);
  • Conduct research and contribute with analysis to build capacities of non-governmental partners by supporting training on equality and women’s empowerment;
  • Promote and facilitate the inclusion of gender issues into coordination meetings and other strategic for a related to Syria crisis.
 Programme/ Project Management Support 
  • Formulate concept papers, project work plans and project strategies in consultation and coordination with the project’s counterparts and key stakeholders;
  • Work closely with Recovery Advisor to manage the implementation of project activities as outlined in the project work plan;
  • Maintain regular communication with the project implementing partners and key stakeholders, ensuring their active participation, involvement and support of the project’s objectives and activities;
  • Track, monitor and evaluate project results and ensure documentation;
  • Prepare technical project progress reports as per UN Women’s and donor’s guidelines and formats;
  • Review technical reports submitted by NGOs and contractors as per UN Women’s rules and regulations;
  • Contribute to identifying consultants, writing terms of reference and briefing and debriefing them;
  • Document best practices and lessons learned from the project activities.
 Financial and Human Resources Management
  • Support the monitoring of project financial performance for all resources by providing necessary financial information and analysis. Detect potential over-under expenditure problems and suggest remedial action;
  •  Initiate timely review of periodic progress and financial reports for UN Women Syria projects and initiation of required follow-up actions.Ensure maintenance of the internal expenditures control system which ensures that
  • vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas;
  •  Initiate necessary actions related to the project procurement activities, including preparation of an annual procurement plan for the projects and drafting of LAMRC submissions, agreements and contracts;
  •  Creation of requisitions in Atlas for development projects, register of project goods receipt in Atlas, and budget checking for requisitions, POs and/or non-PO vouchers as pertinent;
  • Effective tracking and management of various contracts issued to ensure timely work completion per schedule and disbursements;
  • Regular monitoring and control of project expenditures in Atlas ensuring that all transactions are correctly recorded and posted in Atlas;
  • Timely initiation of project budget revisions to ensure availability of funds;
  • Maintaining the programme/ project filling and documentation and ensuring its adherence to UN WOMEN policies.
Building strategic partnership and resource mobilization
  • Contribute to liaison with donors and partner organizations on the implementation of project activities;
  • Assist the Recovery Advisor in representing UN Women in sector groups and other interagency coordination groups and joint functions and activities as may be required;
  •  Contribute to the strengthening partnerships and building synergies with the partner UN agencies (UNFPA and UNICEF) and the national partners( MOSD,MOH) and other relevant NGOs.

Qualifications et expériences requises

Education:

  • University degree (Bachelor) in Development, Business, ICT, Gender Social Science or related fields.

Experience:

  • At least 5 years of progressively responsible experience with project management and administrative duties;  
  • Experience in working in a computer environment using multiple office software packages, experience in ATLAS an advantage;
  • Familiarity and experience with United Nations would be an advantage.

Language:

  • Fluent English and Arabic.
