UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. Years of conflict have damaged Afghanistan’s economic, political, physical, social and institutional structures. Reconstruction demands a secure environment in which there is credible leadership and enforced rule of law. Strong, legitimate and effective public administration structures, responsive to the needs of ordinary citizens - including the poor – are a precursor to any sustainable development. To this end, UNDP supports Afghan electoral institutions so that they can become more effective vehicles for development.
 
The UNDP Enhancing Legal and Electoral Capacity for Tomorrow (ELECT) project- phase I (2006 – 2011) provided technical and operational assistance to Afghan electoral bodies throughout the 2009 Presidential and provincial council elections and 2010 parliamentary elections.
 
ELECT II which commenced January 2012, was conceived as a targeted and focused project providing a support and advisory role, with a particular focus on institutional strengthening and capacity development during the inter-election period. In line with the process of transition or Afghanisation, as articulated in the Kabul Conference in July 2010, the number of international staff was significantly reduced from previous years.
 
As the result of a project Mid-term Review and a UN Needs Assessment Mission, the ELECT II project has been extended beyond its original end date of December 2013 until December 2015, and the project objectives have been revised to now include direct electoral assistance for the conduct of the 2014 Presidential and Provincial Council Elections and the 2015 Parliamentary elections.
 
The overall objective of ELECT II is to support the national electoral institutions to plan and conduct credible elections, most immediately the 2014 Presidential and Provincial Council elections and the 2015 Parliamentary elections, and to better ensure the integrity of the process. Continuing long-term assistance through support to capacity building of national electoral authorities beyond 2010 is in accordance with Security Council Resolution 2096 (2013).This assistance is closely coordinated with UNAMA, UN Department for Peacekeeping Operations (DPKO) and UN Electoral Assistance Division (EAD).This is being accomplished through seven focused outputs:
  • Output 1:  Sustainability of the IEC is enhanced via both its institutional and staff capacity development;
  • Output 2:  A sustainable, long-term approach to voter registration in Afghanistan, which also promotes maximum participation of eligible citizens in the 2014 and 2015 elections, is developed and implemented;
  • Output 3:  The IEC’s engagement and informational outreach with key stakeholders, including the electorate, is enhanced;
  • Output 4: The IEC’s operational management functions, and the project support services, are strengthened;
  • Output 5: The conduct of key electoral operations for the 2014 and 2015 elections by the IEC is improved;
  • Output 6: The electoral dispute resolution mechanism is enhanced;
  • Output 7: The media regulatory mechanism for the electoral process is enhanced.
The Assets Management Analyst will be part of the pillar 4 of the project dealing with Operations of the Project and will manage the assets of the project and also provide technical advice to the IEC under the supervision and guidance of the Operations Advisor.

Devoirs et responsabilités

Under the guidance and direct supervision of the Operations Manager, the Assets Management Analyst supervises Assets Team of Elect II project and is responsible for the overall management and control of expendable and non-expandable assets, administers disposal of assets and subsequent quality and accuracy of work. 
 
Her/his primary tasks will be to maintain the assets of the project and to develop IEC assets management capacity. The Asset Management Analyst will refer to the 2011 Independent Election Commission (IEC) Lesson Learnt Report and the IEC Capacity Needs Assessment as source to carry out her/his work. S/He will be embedded within the IEC and will be responsible for continuously providing technical advice and help to develop the technical capacity of IEC in the relevant areas of the electoral activities. S/he will work closely with the relevant IEC staff to support the IEC in:
  • Sets up assets management procedures in the project in a manner that addresses the issues raised by the audits;
  • Supervises the receipt, inspecting and verification of all incoming equipment, furniture and supplies and scheduling deliveries to users;
  • Organizes tagging all equipment upon receipt from the supplier. Update non-expandable property inventory record and track movement of furniture piece;
  • “Capitalization” of appropriate items in accordance with UNDP’s polices governing asset classes, estimated useful lives and elements of cost; and the relevant BSB “CAP” and “NONCAP” profiles; 
  • Management of physical assets disposal. Review of assets and recommendation of physical assets for disposal; Documentation preparation for submission to CAP; follow up on request and liaise with requesting unit and maintenance for disposal action. Oversight of disposal of items and accuracy of inventory data;
  • Providing expert advice and guidance to the Independent Election Commission (IEC) on all asset management related matters;
  • Develop and carry out plan for capacity development / skill transfer to IEC staff that is associated with asset management;
  • Familiarizes relevant IEC staff with international best practice on asset management;
  • Advise the IEC in developing and implementing a long term assets management training plan and an assets management development plan that identifies the relevant areas and functions / staff based on the training needs assessment already conducted by the IEC;
  • Advise the IEC on design and preparation of assets management training materials for IEC staff on all levels;
  • Advises the IEC in the planning, preparation and implementation of asset management training programs;
  • Participates in assets management training sessions as a facilitator;
  •  Provides general advice to IEC on improvement the IEC’s existing asset management procedures.
Contributes to ELECT II regular reporting and documents ELECT II capacity building support for best practice knowledge sharing.

Qualifications et expériences requises

Education:
  • Master’s or Bachelor’s Degree, in Business, Management, Public Administration, or other related field.
Experience:
  • With Master’s degree 2 years and with Bachelor’s degree 4 years of relevant experience in asset management experience, and well experienced in governmental capacity development in an advisor capacity including needs assessment, planning and evaluation. Exposure and familiarity with international electoral institutions.
  • Understanding and expertise of asset management systems;
  • Ability to provide technical and procedural advice in a board range of assets management area and to develop, maintain and supervise assets management system would be an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based managements systems;
  • Relevant experience in Afghanistan and/or conflict countries would be an asset.
Language Requirements:
  • Fluency in written and spoken English is essential; knowledge of Dari/Pashto is an asset.
