Following more than a decade of armed conflict and instability, the Democratic Republic of Congo is gradually moving towards stabilization and peace consolidation due to a concerted effort of the Government and its international partners including the United Nations agencies and the Integrated Peacekeeping and Stabilization Mission (MONUSCO). Despite the progress made through the installation of public institutions, the socio-economic, political and security situation remains fragile and requires a strong engagement of the international partners. As the official responsible within the Integrated Mission for strategic planning and the coordination of the development activities of the United Nations and in conformity with the objectives and priorities of the Government and mandates and objectives of the UN Agencies, the Deputy Special Representative of the Secretary General/ Resident Coordinator/ Humanitarian Coordinator/ UNDP Resident Representative (DSRSG/RC/HC/UNDP RR) has an established United Nations Integrated Office to support him in the exercise of his functions.

The DSRSG/RC/HC/UNDP RR coordinates the activities of the UN agencies through the UN Country Team (UNCT) at the strategic level, the Programme Management Team (PMT) at Programmatic level, the Operations Management Team (OMT) at the Operational level and the Humanitarian Country Team (HCT) at the Humanitarian level; amongst other mechanisms such as the UNDP Pooled Fund and the Harmonized Approach to Cash Transfers (HACT) Taskforces.

Working under the direct supervision of the Director of the Integrated Office, and the overall guidance of the DSRSG/RC/HC/UNDP RR, the Integrated Management Specialist facilitates all United Nations Country Team (UNCT) operations related processes and synchronization between these and similar processes within MONUSCO.

Coordination:

The Operations Management Team (OMT) is a central pillar in the UN System, tasked with ensuring the closest possible cooperation and coordination in management and administration among the resident UN agencies and with the DPKO mission, MONUSCO. The OMT is co-chaired by the UN agencies and MONUSCO. The Integrated Management Officer will provide substantive and continuous support to the work of the OMT and will in this context be expected in particular to:
  • Assist in the coordination, harmonization and common operational strategy formulation and implementation of corporate strategies amongst UN agencies participating in the UNCT, and between these UN agencies and MONUSCO to support the UN Reform Agenda in developing a unified UN presence in the country level ensuring consistency in direction and plans;
  • Support and assist the UN Reform Agenda (One UN, Integration) in developing a unified UN and enhanced working presence at country level. Support to the development of new policies, guidelines and business processes of the UN Country Team (UNCT), MONUSCO and related mechanisms; establishment of partnerships and integrated activities in the implementation of UN reform;
  • Support to the development of terms of references, and initiation of special projects; Participation and follow-up on inter-agency initiatives;
  • Review of Operational Transaction Models and provision of recommendations when necessary. Provide substantive contributions to the continuous development of the business process re-engineering (BPR);
  • Establish collaborative arrangements with potential partners, a Client Relationship Management System for resource mobilization purposes and appropriate operational partnership arrangements;
  • Act as the Business Continuity Plan and Programme Criticality focal point in the DSRSG/RC office; ensure coordination of BCP aspects of the DSRSG/RC office with UNDP as well as MONUSCO;
  • Support to the Resident Coordinator/DSRSG in oversight of the various management and operational functions of the Office of the RC/DSRSG, including response of the urgent operational requests and queries of various UN agencies;
  • Support to Coordination in the implementation of “Delivering as One Policies”;
  • Develop roll out plan and recruitment for the deployment of Area Coordinators in the provinces to ensure a single unified UN leadership at a decentralized level;
  • Formulate proposals, assess technical aspects, determine the extent of operations and resource requirements and conduct cost-benefit analysis to MONUSCO leadership and the UNCT for the establishment of UN Joint Offices in select provinces. Assist the establishment of necessary standard operating procedures and MOUs;
  • Liaison between the UN agencies and MONUSCO on the establishment and operationalisation of Common Premises and/or Common Services in the Joint UN offices in select provinces;
  • Ensure coordination amongst UN agencies and MONUSCO on the implementation of Joint UN offices in the provinces; establish and submit regular monitoring reports to DSRSG/RC;
  • Liaise with DOCO and other HQ entities on operational policy change management, guidelines and directives.
Harmonized Approach to Cash Transfers (HACT) duties:

The HACT is an elaborate risk management approach which facilitates the UN Country team’s support for a broad range of Implementing Partners at the country level in an accountable manner. The Integrated Management Officer will provide substantive support to the continuing implementation of HACT and its elements in the DRC and will be expected in particular to:
  • Assist participating agencies in the implementation of the HACT approach, including support in inter-agency compliance and assurance activities;
  • Support to improvement of HACT related systems and procedures in the DRC;
  • Support to the implementation of a coherent UN approach to risk management including support to capacity development initiatives for implementing partners (provision of guidelines, appropriate HACT tools and conduct of training sessions);
  • Ensure compliance with Assurance activities calendars, scheduled spotchecks, special audits, etc;
  • Constant monitoring and analysis of the operating environment, timely readjustment of operations, advice on considerations and risk assessments; respond to audit queries when necessary.
Resource Management  duties:
  • Maintain updated information on state of expenditures, requirements and funding gaps to advise DSRSG/RC and inform decision making; provide technical advice and report regularly to DSRSG/RC on a regular basis on all budgets under the responsibility of the DSRSG/RC;
  • Analysis of budgetary information of UN assistance to better assist joint planning and evaluation by the integrated office in relation to priority focus areas;
  • Support the management of the financial resources allocated to the Integrated Office and other UNDP related budgets allocated and/or under the responsibility of the UNDP RR/UN RC; close liaising with UNDP’s Programme Performance and Resource Management Unit;
  • Participation in the intermediate and long-term budget planning processes of the office (including Results Based Budgeting/RBB), ensuring full integration of the budget in annual work plans and administration of funds;
  • Identification of emerging sources of funding; assessment of their current usage of funds and future potential. Support RC/RR in resource mobilization, external and internal analysis for assessing opportunities for resource mobilization;
  • Establishment of collaborative arrangements with potential partners, a Client Relationship Management System for resource mobilization purposes and appropriate operational partnership arrangements; preparation, drafting and revision of agreements and MOUs with donors and partners, monitoring of overall implementation of agreements (in particular but not limited to the Stabilization Support Unit);
  • Contribute to relevant programme units of the UN System to develop and appraise project proposals. Ensure compliance with partner requirements, including donor reporting requirements. Supports preparation of reports to donors in close collaboration with programme staff, ensuring reports strongly capture the impact of programmes to date; and negotiates the use of unspent balances and closed projects and accrued interest.

Human Resources Duties:

  • Ensures strategic human resources management and compliance with corporate human resources policies and strategies for the Integrated Office of the DSRSG/RC/HC/RR including sections under the direct supervision of the DSRSG/RC in close consultation and collaboration with UNDP and MONUSCO (DPKO);
  • Provision of the strategic support and advisory services for alignment of human resources in the context of change at the country level. Provision of support to UN reform initiatives;
  • Oversight of recruitment processes in accordance with UNDP and MONUSCO rules and regulations, appropriate use of different contractual modalities, contracts management; reports regularly to DSRSG/RC on status of recruitments;
  • Provision of support to managers and staff on human resources related matters, including the appropriate interpretation and application of policies, rules, regulations and procedures (for DPKO and UNDP posts);
  • Preparation and processing of all aspects of vacancy announcements, applications review, candidate interviews and all necessary steps and documentation for submission to various review committees (for DPKO and UNDP posts);
    Performs any other tasks as required by the DSRSG/RC/HC/RR and the Director of the Integrated Office.

Qualifications et expériences requises

Education:

  • Advanced University degree in Business Administration, Business Management or other relevant management related disciplines.

Experience: 

  • Minimum five years or more of progressively responsible experience is required at the national or international level;
  • Experience with the implementation of Harmonized Approach to Cash (HACT) processes is an asset;
  • Previous exposure/experience in the UN System is required;
  • Previous exposure to change management and management consulting to the UN System highly desirable;
  • Previous experience in an Integrated mission and working in a RCs office would be a major asset;
  • Work experience in post-conflict settings and UN experience in the region would be a major asset.

Language Requirements:

  • Fluency in written and spoken English. Working Knowledge of French.
