Antecedentes
Deberes y responsabilidades
- Undertake an analysis/mapping of WHAT different UN Agencies and other development partners are doing or plan to do in Northern Uganda in the next 18 months, and WHERE they are doing or will be doing it. This mapping exercise will help in identifying areas of convergence and in avoiding overlaps and duplication; all in line with actions identified in the Northern Uganda Action Plan;
- Establish baselines for the various indicators of key results (where none exist presently) so as to better assess progress in attainment of planned results and in programme performance;
- Based on findings develop an implementation plan for the Northern Uganda Action Plan, including how to advance/ pilot Delivering as One in Gulu and Moroto.
- Work Plan based on the project proposal;
- Inception report for Who, What, Where study;
- Presentation of Who, What, Where study for Northern Uganda (Acholi/ West Nile, Karamoja, Teso and Lango) including areas of convergence identified and Implementation plan for the Northern Uganda Action Plan;
- Submission of final report including comments and feed-back from PMT and UNACs.
The consultant will report to the PMT Chair, RCO Coordination Specialist and the RCO Field Coordination officer (being the first point of contact). The consultant is also expected to closely coordinate with the UN Area Coordinators for Acholi/West Nile and Karamoja as well as Kampala-based the UN agency staff with responsibility for liaison with and oversight of Northern Uganda, including the Programme Management Team (PMT).

Habilidades y experiencia requeridas
Education:
- At least a Master’s degree in Social Sciences, International Relations, International Law, Political Economy or Conflict Studies.
Experience:
- Minimum five years of work experience in Uganda or seven years in other conflict, post-conflict and recovery settings;
- Minimum five years of international work experience with the United Nations, international ,NGOs or bilateral cooperation agencies;
- Demonstrated experience in strategic and Programme action planning with the United Nations or bilateral cooperation agencies;
- Experience of Who, What, Where analysis;
- Experience in conflict, post-conflict, and recovery settings, preferably with experience from Northern Uganda;
- Familiarity with UN Reform process and Delivering as One concepts.
Language Requirement:
- Fluency and excellent command of written and spoken English.
Price Proposal and schedule of payments
Payment releases shall be made in 3 installments as follows; Work Plan based on the project proposal, Inception report for Who, What, Where study (30%); Presentation of Who, What, Where study for Northern Uganda (Acholi/ West Nile, Karamoja, Teso and Lango) including areas of convergence identified and presentation of Implementation plan for the Northern Uganda Action Plan (30%) and Submission of final report (40%).
Evaluation method and criteria
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable; and
- Highest Combined Score (based on the 70% technical offer and 30% price weight distribution) where the minimum passing score of technical proposal is 70%.
Evaluation Criteria:
- Technical Proposal (Maximum 70 points):
- Relevance of education – 5 points;
- Language skills – 5 points;
- Relevance of Experience –20 points;
- Methodology, Its Appropriateness to the Condition and Timeliness of the Action Plan – 40 points.
- Financial Proposal (Maximum 30 points): To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.
Application Procedure
Applicants are required to submit an application and proposals, which include the following documents/information in a single Adobe PDF Document:
Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Annex II);
Updated Personal CV: Highlighting past experience in similar assignments; Professional references with contact details (email and telephone).
Technical Proposal:
- Letter of Interest, explaining why the candidate considers him/herself suitable for the Assignment;
- Scope and detailed methodology, including proposed number of days spent in field;
- List of required documents;
- Timeline and schedule of activities (desk review, presentations, consultations, de-briefings, submissions of different versions of the report, etc);
- List of people/teams to involve for each activity.
Financial proposal (in template provided): stating an all-inclusive fixed lump sum price for this assignment, supported by a breakdown of costs. Such total lump sum price must include professional fees, living allowances, travel costs, communications, etc. The consultant will be paid against the completion of specific, measurable deliverables as indentified in “Key Deliverables”.
