Antecedentes

At the beginning of 2011, the Tunisian interim Government requested the United Nations to provide technical and financial support for the electoral process. In response, UNDP Tunisia, in coordination with DPA-EAD, set up the project “Support to the Electoral Process in Tunisia” (SEPT), which provides technical assistance to the national authorities responsible for managing the electoral process as well as support to civil society organizations for public outreach activities and support to women candidates. The project uses an electoral cycle approach designed to provide support to both first and second-generation elections.

From April 2011 onwards, the project supported the holding of the elections for the National Constituent Assembly (NCA), including through technical assistance to the election management body responsible for organizing them, the Instance Supérieure Indépendante pour les Elections (ISIE).SEPT continues to make technical support available to the Tunisian institutions in charge of electoral processes, and to provide support to civil society and women candidates.

One ofthe overall SEPT objectives is to contribute to improve public participation and confidence in the electoral process, thus including a component focusing on support to the civil society organizations and the production of effective civic education tools (component 2.1 and 2.2 of the project).

In 2012 and 2013 the SEPT project has implemented a capacity development programme with civil society organizations throughout Tunisia to enhance their understanding of general electoral matters as well as civic and electoral education specific issues. The programme was implemented through the BRIDGE workshops delivered by Tunisian facilitators.

 Following the conclusion of the first series of BRIDGE workshops, the SEPT project decide to continue its capacity development strategy to the civil society organization through: (i) providing support to their internal capacity in implementing civic education campaigns and (ii) in the creation of public outreach tools to be used during those campaigns. In this context, the SEPT project is organizing a BRIDGE workshop on Civic Education plan and Public Outreach production with the final objective of producing an audio-visual public outreach tool using animation technique. For the delivery of the workshop, SEPT is therefore recruiting an animation film director to be responsible for the production of an animation Public Outreach tool during the workshop. 

Deberes y responsabilidades

Under the direct supervision of the Capacity Development Advisor or his/her designate, the animation film director will work on the preparation and delivery of the animation film working sessions during the workshop with the final objective of producing a public outreach tool.

Specific duties under the leadership of the international animation director include:

  • Working with a Tunisian BRIDGE facilitator in the preparation and delivery of the workshop;
  • Working on the identification of training materials required for the conduct of the workshop developing and/or sourcing curricula if required for specific topics
  • Providing guidance to the participants throughout the workshop to create and produce an audio-visual public outreach tool by using animation techniques;
  • Contributing to the organization of an open session to show the work developed during the workshop to other artists and people interested in animation, at the end of the workshop;  
  • Creating the component of Public Outreach tools production in the workshop agenda.

Key Results Expected:

  • Ten young artists interested in animation techniques profit from a senior animation director’s experience and technical knowledge;
  • An open session for sharing and showing the result of the work developed during the workshop to a wider public takes place on the last day(s) of the workshop;
  • An audio-visual animation tool (film) is produced to be used as a public outreach tool.

Habilidades y experiencia requeridas

Education:
  • Masters degree in the field of arts, preferably in animation.
Experience:
  • Must have proven work done in the field on animation;
  • Must have experience in delivering workshops and/or teaching in animation techniques;
  • Must be able to work effectively in a politically sensitive environment and exercise discretion, impartiality and neutrality.
  • Experience in working with young artists in multi cultural environment;
  • Knowledge of political processes in the Arab world is highly desirable;
  • The post requires considerable cultural and political sensitivity and an ability to meet deadlines.
