Antecedentes

UN Women is grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action in PNG. 

Rooted in UN Women’s mandate on ending violence against women, and in line with its Strategic Plan 2011-2017, UN Women is implementing a Global Programme “Safe Cities Free of Violence against Women and Girls” (SC GP), over the next 5 years. The programme builds on the experiences to date of leading women’s and international organizations and local level initiatives across various parts of the world.

The Global Programme aims to produce a global model, tested and proven through a comparative impact evaluation in the cities of Kigali, Quito, Delhi, Port Moresby and Cairo, which can be widely disseminated to policy-makers, mayor’s offices, donors, and civil society for adaptation and up-scaling.  UN Women office in PNG joined the SC GP with its pilot Project: Port Moresby: Safer City for Women and Girls”.  

Under the guidance and direct supervision of the Safe City Team Leader, the Safe Cities Law and Justice Coordinator works in close collaboration with the programme staff in the UN Women Country Office, other UN agencies, and programme partners to exchange information, ensure harmonization of UN messages and ensure consistent service delivery.

Deberes y responsabilidades

The Safe Cities Law and Justice Coordinator will support the Safe Cities Team Leader in the following areas :

  • Maintain and develop contacts and links with relevant partners from the Royal Papua New Guinea Constabulary (RPNGC) and other law and justice partners and programmes that could assist in the ongoing implementation of the Safe Cities programme;
  • Provide ongoing coordination, training and support with the relevant stakeholders including but not limited to the police stations in the vicinity of the markets, the Market Monitoring Units (MMUs), security guards, etc to ensure they understand human rights principles and are able to provide assistance on any incident of violence and gender based violence. The training should include gender sensitisation components;
  • Promote, champion and coordinate data collection for the referral mechanism between the MMUs, the police and other service providers in relation to Gender-based Violence (GBV) incidents;
  • Assist in the implementation of monitoring and evaluation initiatives for the law and justice component of the programme;
  • Develop and implement a sustainability plan for the MMUs that institutionalise them in the National Capital District Commission (NCDC) and addresses the way they work with other urban safety programmes;
  • Ensure ongoing commitment from all parties to the MMUs and their active participation to effectively coordinate services between key partners and the market community;
  • Assist in the implementation of emergency and critical incident management trainings with beneficiaries at intervention sites for the development of a toolkit and rapid assessment and monitoring tools;
  • Mainstream HIV & AIDS within the MMUs and the service referral mechanism and coordinate awareness activities with identified stakeholders in the intervention markets;
  • Provide support in the implementation of other components of the project, including but not limited to the awareness raising of the MMUs, media and communications around the community policing programme;
  • Work with other programme team members and partners to ensure a training plan is incorporated into the annual work plans of the Safe Cities programme and any expansion initiatives;
  • Develop a training plan in consultation with the RPNGC and the NCDC to ensure that all training requirements for the police, MMU personnel and security are identified and training is undertaken to ensure that all staff working within the markets are fully aware of their roles and responsibilities, legislative obligations and GBV response requirements;
  • Ensure coordination of service referrals is effective and all stakeholders are working together to case manage persons involved in GBV from the intervention sites, to ensure that their access to law and justice services is strengthened;
  • Coordinate capacity assessments of identified service providers to seek areas of support to strengthen their capacity to respond to person involved in crimes through the provision of counselling, protection orders, legal and medical services;
  • Any other tasks as requested by the Safe Cities Team Leader and UN Women Deputy or Country Representative.

Key Deliverables:

  • Gordon’s Police Unit and MMU are functioning effectively in the intervention markets and regular patrols are being conducted;
  • Training of the MMUs, security personnel and Police in intervention markets in gender, human rights, community policing, referral mechanisms, reporting tools, and other tools outlined in the project document are implemented on a regular basis;
  • Regular meeting between police, MMU, Market Division Management and Vendor Associations to ensure markets’ MMUs, police units, and emergency response function effectively and securely;
  • Effective service referral mechanism in place within the intervention markets;
  • Strengthened referral mechanisms for GBV;
  • An emergency and critical incident management plan is implemented and regularly tested, piloted and rolled out at each market with identified stakeholders;
  • MMUs institutionalized into the NCDC and linked with other ongoing projects;
  • Communication plan for the existence of MMUs and Police Unit and Liaison officers within communities of intervention;
  • Report on a regular basis to the Programme Team leader, the NCDC and RPNGC focal points as well as to the SMMSC on progress, challenges and lessons learned from the intervention activities.

Habilidades y experiencia requeridas

Education:

  • Master’s degree (or equivalent) in a relevant field.

  • A minimum of 5 years of progressively responsible experience in the law and justice sector, training development and implementation;
