Antecedentes

UNDP’s Bureau for Crisis Prevention and Recovery (BCPR) is the practice lead in UNDP on disaster reduction and recovery issues. BCPR’s Disaster Risk Reduction and Recovery Team (DRRRT) is responsible for practice development for DRRR and for providing technical support to high disaster risk countries through UNDP Country Offices. The goal of the Team is to provide support to UNDP country offices and UN Country Teams in their efforts to strengthen national capacities for disaster risk reduction (DRR), preparedness, recovery and all related programmes and planning. The team provides high quality advice and programmatic support to UNDP country offices for the design, implementation, monitoring and evaluation of DRRR activities.

Under the guidance and direct supervision of the Programme Advisor – within the overall coordination of the DRRRT Coordinator - the Disaster Risk Information Specialist is responsible for leading and managing all activities related to Disaster Risk Assessment and Information Management as identified in UNDP country DRR programmes, as well as the use of disaster risk information in policy and decision making. The Specialist will closely work with various teams within UNDP and with other partners to ensure the delivery of UNDP country programme results in the area of disaster risk identification.

Deberes y responsabilidades

Summary of Key Functions:

  • Provides inputs to UNDP country DRR programming and policies for disaster risk reduction in terms of disaster risk assessment and information management; 
  • Provides technical support to UNDP country offices in implementing disaster risk assessments and management of damage and loss databases as part of country level programmes on disaster reduction; 
  • Leads the development of UNDP’s practice in Disaster Risk Assessments and Damage and Loss Databases, in close collaboration with BCPR’s regional practice coordinators; 
  • Provides advice and guidance to BCPR colleagues, UNDP Country Offices, and UN Country Teams on issues related to the strengthening of institutional capacities for disaster risk assessment and damage and loss databases; 
  • Promotes knowledge networking on disaster risk identification, including the development of tools and guidelines and documentation of risk information portfolio, lessons learned and best practices; 
  • Maintains a small network of experts of disaster risk identification specialists to service the needs of UNDP supported disaster risk identification initiatives at the country level. 

Provides technical inputs to UNDP country DRR programmes and policies on Disaster Risk Assessment and Damage and Loss Databases, focusing on achievements of the following results:

  • Provide technical inputs to and advice on designing Disaster Risk Assessment/ Damage and Loss databases as part of comprehensive DRM/DRR programmes at the country level;
  • Promote the application of disasters risk information for decision making that contributes to disaster reduction.
  • Enhance information management for integration and dissemination of disaster risk information.

Provides technical support and services to UNDP country offices in implementing Disaster Risk Identification activities as identified in their country programmes, focusing on achievement of the following results:

  • Support country offices to create an enabling environment for disaster risk Identification (DRI), including engaging national stakeholders, initiating national coordination mechanism, and preparing detailed implementation plans;
  • Coordinate with UNDP Country Offices and implementing partners to monitor and assist in implementing DRI activities;
  • Provide overall guidance and advice to end users of risk information on decision and policy making;
  • Peer-review project proposals, project implementation planning, results and products.

Leads the development of UNDP’s practice in Disaster Risk Identification, in close collaboration with BCPR’s RDRAs and NDRAs, focusing on achievement of the following results:

  • Identify and document systematically UNDP’s best practices and lessons learned in DRI (Including both risk assessments and damage and loss databases);
  • Enhance the capacity of UNDP country office’s staff and UN country team for planning, implementing, and coordinating DRI, including mainstreaming the utilization of disaster risk information into other UNDP development practice areas;
  • Boosts collaboration and synergy among UN agencies at country level in DRI;
  • Develop guidelines and tools for planning DRI, as well as relevant training materials;
  • Work closely with DRRRT Climate Risk Management Specialist and colleagues from UNDP Bureau for Development Policy on damage and loss accounting systems.
Provides advice and guidance to BCPR colleagues, UNDP Country Offices, and UN Country Teams on issues related to the strengthening of institutional capacities for disaster risk assessment and monitoring, focusing on achievement of the following results:
  • Prepare, coordinate and facilitate national and regional seminars and training workshops on disaster risk assessments and damage and loss accounting systems including ToT trainings;
  • Contribute to the identification and production of capacity development materials and delivery systems for providing mainstreaming risk-based decision making in country programming;
  • Collaborate closely with regional and national DRR advisors to support the development of integrated capacity building programmes which promote the mainstreaming of risk reduction into the national development agendas based on evidence of risk information.

Promotes knowledge networking on Disaster Risk Assessment and Information Management (DRA/IM), including the development of tools and guidelines and documentation of risk information portfolio, lessons learned and best practices, focusing achievement of the following results:

  • Identify and document systematically UNDP’s risk information portfolio, best practices and lessons learned to showcase UNDP’s achievement in the field of DRI;
  • Communicate UNDP’s approach and practice in DRI to implementing partners and ensure adherence;
  • Coordinate the generation of knowledge products on DRA/IM practice and direction setting (priorities setting, demand monitoring, implementation capacities and challenges, impact assessment).

The key results have a positive impact on the following: Provision of effective, client-oriented and timely technical support and services to UNDP country DRM/DRR programmes in implementing their disaster risk identification (including disaster risk assessments and damage and loss accounting systems) activities and using risk information in development planning and disaster risk management, as well as enhancement of UNDP country offices’ capacity in planning, implementing, and coordinating DRI activities.

Habilidades y experiencia requeridas

Education:

  • A minimum of a Master’s degree or equivalent in natural sciences, engineering or environmental and/or development-related fields with some qualification in a discipline relevant to disaster risk reduction.
Experience:
  •  At least 7 years of professional experience in disaster risk assessment and management, information and knowledge management;
  • Experience in providing technical support and services to developing countries in disaster risk assessment and information management;
  • In-depth Knowledge of the international disaster reduction system at both the field and headquarters levels.
  • In-depth Knowledge of the theory and practices of disaster risk assessment and its applications.
  • Ability to provide inputs for disaster risk assessment and the application of risk information to risk management decision-making;
  • Experience in the design and implementation of risk assessments in support of disaster risk management functions and/or decision making processes; developing/applying risk information tools at different levels; leading working groups in a multi-disciplinary environment;
  • Excellent computer/information systems skills; strong GIS skill is an asset;
  • Familiarity with international standards for instructional design, evaluation of training, learner-focused/interactive learning methods, how learning supports the execution of organizational strategy;
  • Familiarity with the United Nations work and role in disaster risk reduction and recovery, including leading initiatives, resources and tools available for this purpose;
  • Understanding of UN/ UNDP programming modalities especially UNDP’s mandate on DRR is an asset.

Language Requirements:

  • Fluency in English, both oral and written is required; working knowledge of other UN official language is an asset.
