Background
The Police Reform Programme (PRP) is a long-term and comprehensive capacity building initiative to improve human security in Bangladesh. PRP supports the transition from a colonial style police force to democratic policing by strengthening the Bangladesh Police’s ability to contribute to a safer and more secure environment based on respect for the rule of law, human rights and equitable access to justice. The Programme has a specific focus on the poor and disadvantaged, women and children, and delivering tangible results at the Thana (police station) level. PRP also recognizes the potential contribution that the police can make to national security and social and economic growth. While Phase-I of PRP (January 2005-September 2009) established the foundation for reform, Phase-II (October 2009-October 2014) will consolidate previous efforts by supporting the Bangladesh Police Strategic Plan and pursuing the following outcomes:
- Strategic Direction and Organizational Reform;
- Human Resource Management and Training;
- Investigations, Operations and Prosecutions;
- Crime Prevention and Community Policing;
- Promoting Women’s Participation in Policing; and
- Information, Communications and Technology.
The PRP Annual Work Plan (AWP) for 2013 includes the conduct of a rapid assessment of the quality of policing services being delivered at Model Thanas. A national consultant will be engaged to undertake this rapid assessment on behalf of the Police Reform Programme.
Under the supervision of the Project Manager of the Police Reform Programme (PRP) the consultant will render their services to undertake a rapid assessment of the quality of policing services being delivered at Model Thanas.
Duties and Responsibilities
The consultant will undertake the following activities:
Review relevant project literature related to the Model Thana initiative.
Participate in a planning meeting with PRP immediately after the contract is signed.
Submit a detailed inception report including methodology, sampling strategy, assessment tools and work plan within 3 days after the signing of the contract.
Develop and refine an assessment methodology for approval by PRP. This will include preparation of all documents required to conduct the assessment including, but not limited to, identifying the target audience, selection of respondents, data collection techniques and report format.
The following information is provided as a guide to a possible sampling strategy. Any final strategy would need to be approved by PRP prior to the commencement of the assessment.
The sample frame for the assessment will be identified by the consultant.
While the strategy will need to be refined, it may be based on the following logic:
Assessments should be done at 4 newly constructed Model Thanas;[1]
Comparative assessments should be done at 4 non-Model Thanas. One non-Model Thana is to be selected for assessment that is located in the same district as a Model Thana identified above.
The assessment findings related to the quality of policing services being delivered at Model Thanas should be disaggregated by 2 groups:
Quality of policing services at newly constructed Model Thanas; and
Quality of policing services at non-Model Thanas.
No additional disaggregated data by sub-groups is required for this sample, however, police officers views of the impact of support provided by the Police Reform Programme at Model Thanas needs to be included in the final report.
The consultant will provide suitable data collection tools, ensure their relevance and value to project outcomes, and share the tools with the PRP team in advance of the assessment. The consultant will also complete a data collection report at the conclusion of the fieldwork.
The following key areas need to be assessed:
Quality of policing services delivered at newly constructed Model Thanas vs non-Model Thanas:
Whether the design of the Thana encourages community interaction with police.
To what extent the police used equipment when responding to the call for assistance (use of vehicles, computers, furniture and other facilities within the Thana etc).
To what extend clients are satisfied with the service received (including the behaviour, professionalism and efficiency of the officer providing the service).
Client’s knowledge of Police Reform Programme’s support to the Thana (e.g. construction, provision of equipment, training to officers, support to community policing initiatives).
Gender sensitive policing initiatives (e.g. female officers assigned, gender/culturally appropriate facilities available).
The views of police officers assigned to Model Thanas regarding the impact of support provided by the Police Reform Programme to their Model Thana.
What benefits have been achieved as a result of equipment being provided to each Model Thana? (crime scene kits, vehicles, computers, furnishings etc).
How have Community Policing Forums (CPFs) contributed to better policing services and/or reductions in crime at MTs (e.g. furnishing of Community Policing Units; direct financial support to CPFs).
What impact have the Service Delivery Centres had? (How have responses to victims of crime improved? How has protection and support to victims improved?).
Levels of satisfaction with the new Model Thana design and infrastructure.
What has been the impact of increasing the number of female officers at Model Thanas.
Has the capacity of Model Thana staff to provide appropriate policing services been strengthened as a result of PRP support?
Review meetings: The Consultant and PRP team will review work progress on a periodic basis.
Field data collection: The consultant will collect data from the project sites as per a sampling list and sample size using the finalized tool and guidelines. Representatives from PRP and Bangladesh Police will have the liberty to monitor field visits undertaken by the consultant and make recommendations at any stage of the assessment. The consultant shall address those recommendations as far as it is practicable.
Findings and final report:
The consultant will:
Prepare a draft rapid assessment report that includes:
A chapter on the views of police officers regarding the impact of support provided by the Police Reform Programme at Model Thanas.
At least 3 case studies that demonstrate improvements in policing service delivery at Model Thanas.
Conduct a presentation on the findings of the rapid assessment to an audience chosen by PRP where the consultant will be provided with detailed feedback on the draft rapid assessment report.
Finalize the rapid assessment report with recommendations and submit it to PRP.
Final Rapid Assessment Report with recommendations (soft and hard copies) to be provided to PRP.
The Investigations and Operations Specialist, PRP, will review the deliverables of the consultant and certify payment if performance evaluation is found to be satisfactory.
The assignment is for 40 working days during 1 November to 31 December 2013.
The consultant will produce the following reports/deliverables:
Inception report including methodology, sampling strategy, assessment tools and work plan;
Field visit and data collection report;
Final Rapid Assessment report with recommendations with soft and hard copies of the documents to be provided to PRP.

Competencies
- High level skills on monitoring and evaluation especially on qualitative study applying different participatory methods like, Focus Group Discussions (FGD), Key Informant Interviews (KII), In-depth Interviews (IDI), case studies (CS) etc.;
- High level skills in designing data collection methods, tools and data analysis;
- Ability to consolidate information from multiple sources;
- Ability to prepare high quality reports for government and international donors;
- Understanding of human security issues in Bangladesh;
- Ability to work independently and collaboratively as a part of team;
- Proficiency in computer skills and demonstrated ability in use of Microsoft Office, internet and email is essential.
- Excellent writing and oral communication skills both in Bangla and English is required.
Required Skills and Experience
A Master Degree or higher in social sciences or a related field from any recognized university
Demonstrated work experience in providing research services to international organizations;
Previous experience in conducting assessments related to law enforcement in Bangladesh.
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) Bring responsive/compliant/acceptable; and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
* Technical Criteria weighting is 70%.
* Financial Criteria weighting is 30%.
Only candidates obtaining a minimum of 49 points would be considered for the Financial Evaluation
