Antecedentes

The United Nations Development Programme (UNDP) is the global development network for the United Nations system that is on the ground in 177 countries, with its headquarters in New York, USA.

The Bureau of External Relations and Advocacy (BERA) leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP through partnership development, resource mobilization, and communications. These strategic relationships cover a wide range and number of key constituencies and development partners, encompassing developing countries, existing and prospective donor countries/emerging economic powers, sub-national partners, civil society, multilateral and regional institutions, the private sector, foundations, academia and think tanks, the wider UN system, inter-governmental bodies, as well as the media. The Bureau also leads and manages the organization’s relationship with its governing body, the Executive Board, composed of Member States, and with different legislative organs of the UN, including the General Assembly and its various committees as applicable, as well as ECOSOC. To all these ends the Bureau leads the organization in the development and advancement of relevant strategies in engaging with this wide spectrum of partners that is achieved through wide internal and external consultative processes.

To carry out its responsibilities BERA has a Directorate and four clusters: Communications (CC); Innovation and Development Alliances (IDAC), Resource Partnerships (RPC) and Multilateral Affairs and UN Coherence (MAUC). The MDG-Fund Secretariat is also housed in BERA. In addition, BERA has Representation Offices in 5 major donor capitals and in collaboration with the Regional Bureaus, managed 2 UNDP Centres in Istanbul and Seoul.

Under the guidance of the Director of the Resource Partnerships Cluster (RPC), the Resource Partnerships Specialist will work with the two Team Leaders on a wide range of constituencies performing the functions as outlined below.

Summary of key functions:

  • Strategic advocacy and partnership development;
  • Support to mobilization of core and non-core resources;
  • Effective Internal and External Donor Relations;
  • Facilitation of knowledge building and knowledge sharing.

Strategic advocacy and partnership development:

  • Support the development of corporate strategies tailored to specific donors;
  • Provide strategic advice and policy recommendations with a view to positioning UNDP strongly; and
  • Analyze donor trends in the UNDP funding landscape.

Support to mobilization of core and non-core resources:

  • Provide effective and efficient support to the Administrator and senior management in the mobilization of core and non-core resources in all aspects of resource mobilization;
  • Specifically, support UNDP senior management in the mobilization of core resources through in-depth analysis of donor-specific ODA trends, political and economic developments, aid policies, practices and budget allocations in specific donor countries;
  • Identify and develop opportunities for non-core resource mobilization and advise country offices and headquarters units on appropriate strategies and approaches to seize them; and
  • Contribute to the development of corporate policies and procedures for core and non-core resource mobilization, including through strategic partners.

Effective Internal and External Donor Relations:

  • Based on in-depth knowledge of national environments, identify targeted interventions to mobilize support for UNDP and influence positively donor countries’ national budgetary and other decision-making processes; and
  • Build, nurture and maintain effective internal and external working relations, including with relevant Representation Offices responsible for specific donor countries.

Facilitation of knowledge building and knowledge sharing:

  • Identification and formulation of lessons learned and recommendations to be integrated into broader CO knowledge management efforts;
  • Contributions to knowledge networks and communities of practice; and
  • Organization and conduct of trainings on RM and partnerships building in the Country Office.

Impact of Results

The work of the Resource Partnerships Specialist has a significant impact on the ability of the Teams and Cluster to make informed decisions affecting the work of the Bureau. The timely, appropriate and efficient support provided by the Specialist impact the timeliness and quality of BERA’s responses to corporate demands.

Habilidades y experiencia requeridas

Education:

  • Advanced University Degree in international development, economics, political or social sciences, or any development related field.

Experience:

  • Minimum Seven (7) years of professional experience in development cooperation, including at the country-level;
  • Significant experience in resource mobilization and resources management;
  • Experience in strategy development and donor and UN partnerships/public relations at the international level;
  • Specialized experience in development financing an asset.

Language Requirements:

  • Excellent English (both oral and written) required; knowledge of another UN language an asset.
