Antecedentes
UNDP is implementing a project titled “Upscaling energy efficient production in small scale steel industry in India”. The objective of this project, which was launched in July 2013, is to scale-up adoption of energy efficient technologies in small scale steel industry in India.
UNDP seeks to facilitate the diffusion of energy efficient low carbon technologies in the Steel Re-rolling Mill (SRRM) sector to bring down end-use energy level, improve productivity and cost competitiveness, and to reduce associated emissions of greenhouse gases (GHG) and related pollutant levels. There exists enormous potential for energy efficiency measures in the existing units and the new units. Almost 70% of the energy (thermal energy) is consumed in re-heating furnace. Thus it forms the major area for energy efficiency improvement in a typical Steel Re-rolling Mill unit.
The project envisages preparing general arrangement drawings for typical energy efficient furnace with different fuel (pulverized coal, furnace oil and producer gas). The same will be uploaded on website to proliferate energy efficiency measures by extending support/facilitate knowledge inputs to the steel re-rolling mill units and allow them to adopt energy efficiency in re-heating furnace area. The purpose of this assignment is to prepare general arrangement engineering drawings (with dimensions) for typical energy efficient top fired pusher hearth re-heating furnace with coal based producer gas firing.
Deberes y responsabilidades
The consultant is required to prepare general arrangements engineering drawings of energy efficient typical top fired pusher hearth re-heating furnace with coal based producer gas firing based on consultation with UNDP regarding energy efficient approach for reheating furnace of the project. The consultant is also required to prepare write up on salient features of the concept.
The Consultant is expected to submit:
General arrangement engineering drawings (as below) for 5 sizes of re-heating furnace capacities i.e. up to, 10 TPH, 15 TPH, 25 TPH, 35 TPH & 45 TPH as below:
- General layout of a Typical Re-heating Furnace with coal based producer gas firing (suggestive) showing tentative location of furnace in x-y coordinates in the shop floor, matching arrangement of flue duct air piping layout, chimney, damper, recuperator , combustion air blower etc;
- General Arrangement drawing of furnace showing plan, elevation and side view as well as cross-sectional view of furnace showing structural details , location of inspection doors, view of charging door, discharge door, burner location in zones, pusher location, extractor location, profile of roof, foundation details, skid arrangement and details;
- Refractories and insulation general arrangement drawing showing details, area wise lining pattern in sidewall, roof, hearth (quality wise thickness of each layer of refractories) including legend of refractories and insulation, physico-chemical properties of refractories and insulation quality wise;
- General Arrangement drawing for piping scheme for combustion air and fuel system, burner arragement and secondary air system;
- Process & instrumentation diagram for instrumentation and controls;
- Single line diagram for power supply;
- General arrangement drawing of flue duct, general arrangement of chimney with structural design calculation and CPCB guidelines and BIS standard;
- General arrangement drawing for typical U-tube cross flow type recuperator with material composition and design parameters.
All drawings are to be prepared in AUTOCAD or any other advanced CAD software. All drawings should include dimensional details and are to be drawn to scale.
The drawings are to be supplemented by a brief write-up on the salient features of the concept behind the energy efficient design of the re-heating furnace. The write-up should also include key design modifications as compared to present industry practice, approximate cost estimate (Indicating separately the extra cost on account of change in design, refractories, insulation etc.), fuel saving potential and rough pay-back for the individual range of furnace capacities.
The drawings are to be submitted in 2 hard copies in A-2 size sheet and in soft copies in PDF format. The PDF format of the drawings should be compatible to be uploaded in website.
The deliverables will be the property of UNDP and copyright will be vested with UNDP. The consultant will report to the Programme Analyst, UNDP.

Habilidades y experiencia requeridas
Academic Qualification:
- Graduate in any Discipline.
Required Experience:
- Should have minimum 5 years of experience in steel industry;
- Minimum 3 years’ experience in executing energy efficient re-heating furnace in SRRM (Steel Re-rolling mill) units;
- Experience in preparation of engineering drawings;
- Should have knowledge / expertise of design and implementation energy efficiency measures in re-heating Furnace for the SRRM sector.
Submission of Proposal
Financial Proposal:
- Consultant should specify his/her daily consultancy fee and printing & drawings aids (AUTOCAD) expenses (for 9 drawings as above for 5 different furnace capacity – 2 sets of hardcopy);
- Outstation travel (if any) will be paid by UNDP as per UNDP rules.
CV:
- Consultant should submit his/her updated CV with three references.
Notes:
- Miscellaneous charges i.e. internet, phone, relocation charges, local travel etc. would not be reimbursed separately;
- Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
- Please note proposals without financial proposal will not be considered;
- CV and Financial proposal can be clubbed in one file for uploading.
Payment Schedule:
Payment would be done as per deliverables:
- Maximum upto 20% on submission of inception report;
- Maximum upto 40% on submission of draft drawings along with writeup;
- Maximum upto 40% on submission and acceptance of final drawings and writeup.
Evaluation Method and Criteria:
Cumulative analysis : The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive;
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical Criteria weight - 70%.
Financial Criteria weight - 30%.
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
Criteria for Technical Evaluation would be as under:
- Expertise of the consultant in the SRRM (Steel Re-rolling mill) sector- 25%;
- Expertise of the consultant in preparation of engineering drawings -20%;
- Experience of the consultant in execution of energy efficient re-heating furnace -25% .
