Antecedentes
The Task Team has developed a lessons learned paper for the improvement of the performance appraisal system and identified a series of short and long term recommendations. Some of these recommendations have been endorsed by the WG-RCSI, while others will be reassessed in early 2013 upon finalization of the QCPR process. The Task Team has been tasked to ensure the implementation of these actions by the end of 2012.
Some of the key short term recommendations are related to the assessment of the utility and effectiveness of the One80 competency development tool, and building on the outcome of the analysis, the development of a proposal for a strengthened tool for the 2013 performance appraisal cycle. A survey was launched in Q2 2013 and the results can be used for the re-design of a competency development tool. From the findings of the survey, the TTPA will submit to the WG-RCSI a proposal and a set of recommendations for a revised competency development tool. From the preliminary results of the survey, a majority of offices see the value in the One80 competency development tool; however, they would like the questionnaires simplified and the entire process streamlined to be more focused on results. In this regard, a consultant will be hired to support the Task Team in ensuring the timely completion of the activities by the expected timeline.

Proposal for the development of simplified and strengthened competency questionnaires for the 2013 performance appraisal cycle.
Timeline: by End-October 2013.
- Building on the analysis of the survey, the lessons learned document produced by the TTPA in 2Q 2012, and consultations with the members of the WG-RCSI and the Reference Group of RCs and Regional UNDG Team members, review the questionnaires currently in place for the RC, Peer-to-Peer feedback, and the team assessments with a view to simplify them and make them results-focused;
- Prepare a proposal of the initial practical recommendations to simplify the tool and present it to the TTPA members;
- Include the feedback and finalize proposal to be presented to the WG-RCSI by the timeline;
- Incorporate final revisions/comments by the WG-RCSI and submit final proposal to the Chair of the TTPA.

Habilidades y experiencia requeridas
- A master’s degree in international development, public administration, social policy, sociology.
Experience
- 10 years of relevant experience in areas of leadership management, business administration, organizational analysis, programme management;
- Strong knowledge of UN coordination, UN reform, the UN RC System, UN RC selection, performance management, talent management and competency development;
- Experience in carrying out analysis and formulating development strategies and policies;
- Excellent writing skills;
- Computer literacy.
