Background
The specific objective of this Short Term Consultancy is to provide regular First Aid Training to UNDP staff for an 11 month period and to assist/support the UNDP Security Unit in the implementation of new security measures for Area 5 of the MINUSTAH log base. Perimeter and compound security measures will be improved according to newly approved security strategies to provide efficient around the clock security for the buildings, vehicles, visitors and staff in Area 5. The First aid Instructor and Security Support Consultant will assist the Field Security Specialist (FSS) with the implementation in the training of UNDP staff, the overseeing/positioning of newly acquired security equipment, and supervision of any necessary construction.
Duties and Responsibilities
Summary of key functions:- 10 First Aid courses;
- Assist FSS in management of the UNDP headcount and unit list system;
- Assist in implementation of new security measure in Area 5,MINUSTAH Log Base;
- Locating pro-formas and supervising construction of Security guard booths;
- Assisting FSS in training private security guards on new security measures;
- Walkie-Talkie training for private security;
- Support FSS in the establishment of SOPs for security incidents in Area 5 for private security guards;
- Assist in necessary training for private security guards, such as under vehicle mirror searches, surveillance and counter-surveillance, and any other training necessary;
- Supporting the UNDP Security Unit and the IT unit in repairs to the CCTV system;
- Ensure compliance to access control procedures developed by FSS and management;
- Ensure compliance of vehicle access control procedures developed by FSS and management;
- Assist FSS in any other related functions as needed;
- Sharing Information with FSS on Country specific insecurities and developments;
- General Assistance to the CO FSS;
- Assist FSS and Common services in preparation for natural hazards which may ffect Are5 Log Base.
- Under the direction of the FSS assists in the conducting of UNDP perimeter MOSS surveys and advises on security measures for UNDP offices and projects in all locations;
- Provide assistance to the FSS in reviewing the potential impact of current as well as future potential security factors and trends on UNDP planning, as well as the possible impact that programme design might have on the stability and security, ensuring that possible support needs are identified and improvements are implemented;
- Identify appropriate risk mitigation measures.
- Ensure that UNDP personnel, offices, residences and equipment are MOSS/MORSS compliant;
- Provide advice on the selection and procurement of appropriate equipment for security (vehicles, telecommunications equipment, etc). Monitors the procurement, deployment and functionality of the same.
- Provides advise on relevant security policies and regulations (e.g. MOSS, the Accountability Framework, SOPs and safe and secure practices) to assist decision makers in determining potential effects on UNDP activities;
- Under the direction of the FSS review the impact of security factors on UNDP Programme design and delivery, as well as the potential impact that programmes might have on stability and security (both positive and negative), and makes preliminary recommendations regarding possible security needs and improvement.
- Provide timely and accurate security advice to the UNDP FSS;
- Immediately report all security and safety related incidents in Area 5 to the FSS;
- Encourage an exchange of security related information with UNDP Security Unit;
- Prepare UNDP security reports such as the Incident Reports and Weekly Reports;
- Provides substantive support to the FSS in collecting and updating information with regards to security issues and communicating them to key interlocutors.
- Maintain routine and confidential correspondence files/documents related to security issues;
- Takes minutes and/or notes at UNDP Security meetings;
- Assist in implementation of Business Continuity Management with regards to Area 5.
- Any other relevant tasks
The key results have an impact on the protection of and minimization of risk to, UNDP personnel, property and operations in all locations of the country, in particular Area 5. The First Aid Instructor Security Consultant’s priority of support and advice should focus on the UNDP Secuirty Unit.
- Ensuring proficient support in all aspects of security perimeter measures in Area 5, MINUSTAH Log Base and if necessary other UNDP facilities in the duty station;
- Ensuring sustainable communication between private security agents and UNDP security Supervisors;
- Ensuring that incident are reported in an effcient fashion and in a timely manner;
- Maintaining a security network of international and national security personnel.

Required Skills and Experience
- Certified First Aid Instructor from an internationally reputable First Aid Society;
- Secondary Education completion;
- University Degree or equivalent in Engineering, Political Science, Military Studies, Security Management, Management or a relevant field is highly desirable.
- 6 years experience in security/logistics;
- Prior experience with security operations, perimeter security, and training with private security companies, the UN system, or an international NGO is desirable;
- Prior experience in construction/engineering is desirable.
- Written, spoken & fluency in English, French and Creole;
- Knowledge of another UN language is an asset.
- Knowledge of HF, UHF, VHF, and walkie-talkie radio operation;
- Solid computer skills (MS word, Excel, and PowerPoint;
- Valid driver’s license;
- Ability to travel;
- Physically Fit.
