Antecedentes

The project at hand -Implementation Support / HTP- forms an integral part of the larger Health Transition Program of the Government of Turkey. The project is framed to provide technical assistance and operational support to the Government of Turkey to effectively manage, administer and monitor the implementation of the Health Transition Program. The project espouses a strategy for implementation which is underpinned by the principles of good governance through national capacity building;

Deberes y responsabilidades

Field Observers shall:
 
For MoH Restructuring Processes:
 
  1. Provide technical assistance for the clarification of terms of reference and legislation works, to convey the opinions/revision requests of all parties influenced by the transformation process to the MoH with the evaluations at provincial/district level, with the aims of enhancing quality, efficiency and effectiveness in service delivery, having all Ministerial Units coordinate and cooperate with one another in parts which fall into their work scope during the secondary legislation works to be conducted between November 2011 and November 2012,
  2. Participate to information presentations/meetings to convey the new structure of the Central and Regional Organization of the MoH, which has gone through a transformation process with the Decree in Force of Law no.663., after the transformation process, the effects of the new structure on the staff, primarily to the Health Professionals and to the third parties when required, within the framework of the communication strategy adopted by the Ministry; and to compile and convey the opinions of the parties to the Ministry, 
For Public Hospital Unions, one of the most important pillars for the MoH Restructuring:
 
  1. Guide Turkish Public Hospitals Agency (hereinafter referred to as the “Agency”) in establishment stages of Public Hospital Unions, which is planned to be established with the Decree in Force on Law no. 663 on the Organization and Duties of the MoH and its Affiliates, and to provide technical assistance in executing the functions of the union,
  2. Provide technical assistance in setting the principles for hospital mergers, separations, transfers to another union or shutdowns, which shall be used in detailed analyses to be carried out for each province and hospital union; to submit them to the Agency/National Project Executor with the justifications thereof,
  3. Make suggestions to group hospitals which are envisaged/planned to be included in another union where there is a need for establishing more than one union by analyzing the volume of service,
  4. Express opinion for the requirements regarding the distribution of staff and employment of new staff in a balanced way to meet the needs by analyzing human resources and requirements for each hospital union,
  5. Following the completion of establishment procedures for Public Hospital Unions and the introduction of the implementation, within the framework of principles and procedures determined by the Agency, monitor/observe the evaluation processes of the following criteria in a way and a place determined by the Agency: i. Medical and financial criteria, ii. Quality, iii. Patient and staff safety iv. Training, to make suggestions to the managers within the union on corrective actions for the following evaluation period after the approval of the Agency,
  6. Make suggestions to enhance quality, efficiency and effectiveness in the processes between performance evaluation periods for all places within the process of transition if requested by the Agency; provide implementation/technical assistance to Public Hospital Unions for necessary staff and resource analyses/plans.
  7. Review and express opinion on the budget and investment proposals prepared by Public Hospitals Unions by conducting field evaluations.
  8. Provide technical assistance to determine standards, measurement & evaluation tools for improving services for patient rights, patient and staff health and safety, patient and staff satisfaction and the social needs of patient relatives and staff and for implementing ethical principles of medical staff and civil servants; to evaluate these at hospitals within the union on behalf of the Agency, to share evaluation results.
  9. Report examples of best practices to contribute in ensuring effective and efficient service delivery in health institutions,
For “National Quality Measurement & Evaluation System” Project:
  1. Contribute in the design, piloting and rolling-out activities of National Quality Measurement & Evaluation System by observing the process,
Regarding the implementations of the other components of HTP:
 
  1. Observe and evaluate Family Medicine (FM) practices and activities, to report the results of observations and evaluations, to carry out studies for increasing/improving the functions of the Community Health Centers, which are important milestones for FM system, including their function of enhancing collaboration between primary care institutions and other institutions, and to report the results of the study together with suggestions.
  2. Make observations and evaluations regarding Universal Health Insurance implementation, which provides health assurance for a larger population on condition that they reside in Turkey and which has entered into force as of 1 January 2012, and to report thereof.
  3. Support information flow to the MoH about the course, problems encountered and interventions of the HTP, to participate in evaluation activities/meetings of Provincial Health Services if requested, to share the results of provincial/district observations with the participants, to develop solutions for relevant line institutions and agencies for the problems encountered,
  4. Support several programs implemented/campaigns conducted by the Central Organization of the MoH, to monitor/observe them in the field, to provide coordination support in campaigns conducted/programs implemented,
  5. Provide consultancy service and implementation support for project applications/implementations that are carried out by national and international organizations in the institutions and agencies within the provincial organization and that support the implementation of qualified human resources in health,
  6. Attend domestic and international events such as evaluation activities, meetings, conferences, trainings approved by the Minister of Health or Chief Field Observer with the aim of introducing HTP/observing examples of other countries/following scientific developments.

General Qualifications
Minimum Requirements
  • Graduated from a Faculty of Medicine, or has PhD in Economics, Management, Finance, Public Administration, Health Administration, Health Accounting, Biostatistics or his/her own field of graduation on condition that he/she is a member of Health Profession,
Professional Experience and Qualifications
Minimum Requirements
  • Minimum 9 years of professional work experience including 3 years of work experience in at least one of the following areas related to the terms of reference:
  1. Health Service Delivery,
  2. Health Services Monitoring &Evaluation (M&E) Activities,
  3. Quality and Performance Evaluation Activities in Health Services,
  4. Design/Implementation Activities of Health Programs/Campaigns,
  5. Technical/Financial Analyses of Health Services, 
Specific Experience and Qualifications
Minimum Requirements
  • To have contributed the followings for HTP:
  1. M&E Activities including Evaluation Activities of Provincial Health Services and/or
  2. Policy development/revision processes,
Assets
  • Having participated in training programs in the fields relevant to his/her work (Quality, M&E, project management etc.) while outside his/her professional training and experience, and documenting those are an asset.  
Notes:
  1. Internships (paid/unpaid) are not considered professional experience.
  2. Obligatory military service is not considered professional experience.
  3. Experience gained prior to completion of undergraduate studies is not considered professional experience
Other Considerations  
Incumbent will be duty-stationed primarily in Ankara (with frequent travel to Project Sites). The incumbent will be trained by relevant UNDP personnel on UNDP’s Programme and Operations Policies and Procedures (POPP), and will receive training on “security in the field”.
 
Incumbent will be provided with office space in UNDP Ankara Country Office.
