- Develop monitoring framework with indicators and the required information at different administrative level (national, state, district and below level) to assess the effectiveness of Forest Rights Act;
- Technical support to operationalize the web-based monitoring system for FRA implementation in close consultation with National Informatics Centre (NIC);
- Undertake training and capacity building of users of the web-based monitoring system in uploading data, its analysis and report generation;
- Assist in identifying the gaps and challenges impeding the effective implementation of legislations enacted for tribal welfare, especially Forest Right Act.
- Assist in development of programme/schemes specific indicators to assess the impact and effectiveness of allocation and utilization of resources under TSP for the development of tribal community;
- Provide support in analysis of data pertaining to TSP for discussion with the line Ministries and the State Governments.
- Technical support to strengthen the existing reporting formats/systems for assessing the utilization and tracking benefits under SCA to TSP and Grants under Article 275 (1) as mandated by the scheme/grant, from the national to the sub-district level;
- Assist in tracking and compiling the benefits and results under SCA to TSP and grants given to states under Article 275.
- Facilitate training programmes to develop monitoring skills of the states under SCA to TSP and other partners such as like TRIFED, NSTFDC, NGOs doing vocational training etc.;
- Develop framework to capture the progress for skill development based on the targets assigned to Ministry of Tribal Affairs;
- Provide technical input in the development of training modules for FRA and TSP to ensure the inclusion of information from the monitoring and evaluation perspective.
- Design, develop and implement monitoring and evaluation framework aligned with the project objective and target which effectively serve the information needs for project management Collect, collate and analyze data for preparation of status/reports/fact sheets on FRA, TSP, SCA to TSP implementation to share with Planning Commission, Inter-ministerial dialogue and other stakeholders;
- Plan, implement and coordinate the project reviews and internal evaluation activities, and facilitate the implementation of independent reviews and evaluations;
- Any other responsibility assigned by the National Project Director and Assistant Country Director, UNDP.

Qualifications et expériences requises
Education:
- Master’s Degree in Economics, Statistics, Demography, Social Sciences, Social Development, Econometrics, Public Administration or Rural Developments;
- Specialization in planning, design, monitoring and evaluation methodologies and project cycle management would be an advantage.
Experience:
- Minimum 7 years of operational M & E experience, designing and/or supporting a monitoring and evaluation system / project /programme management experience at the national or international level;
- At least 3 years of operational experience in development issues, focusing on social development aspects;
- Demonstrable experience in project monitoring, evaluation or documentation;
- Demonstrable experience in reporting and documentation;
- Experience in compilation of data and MIS;
- Experience in project design and reporting;
- Good analytical, communication, interpersonal and presentation skills;
- Previous work experience with government agencies is desirable;
- Sound understanding of development issues i.e. gender, poverty, participation etc.;
- Previous exposure to community level issues relating to access to justice is desirable;
- Ability to work independently and under pressure.
Language:
- Fluency in written and spoken English, including ability to write and synthesize. A good command over Hindi is an asset.
- Willingness to travel.
