Under the direct supervision of the Regional Representative, OHCHR Regional Office for the Pacific (or delegate), the National Human Rights Officer provides assistance and advisory services, ensuring high quality, accuracy, compliance with UN standards and consistency of work. The National Human Rights Officer promotes a client-oriented approach to work in the OHCHR Regional Office for the Pacific that complies with rules and regulations and complies with international human rights standards. 

The National Human Rights Officer works in close collaboration with relevant partners in and outside of the UN system to exchange information and ensure complementary programming in maintaining a range of specific tasks.

Devoirs et responsabilités

  • Design and implement capacity-building training programmes in the field of human rights, for various target groups (Government, UN and regional partners, and civil society);
  • Provide technical support to Governments, inter-governmental organisations, National Human Rights Institutions and civil society, including in relation to UN human rights mechanisms, such as the human rights treaty bodies, the Special Procedures and the Universal Periodic Review of the Human Rights Council;
  • Provide advice to the UN Country Team’s/Humanitarian Country Team’s thematic and other working groups, as relevant;
  • Provide support for the Pacific Humanitarian Protection Cluster (co-chaired by OHCHR);
  • Provide assistance in drafting position statements and other related documents (reports, communications, briefings, press releases etc);
  • Implement awareness raising and information activities on human rights, including in liaison with media contacts in the region including through electronic and social media;
  • Undertake any other assignment as requested by OHCHR Regional Office for the Pacific or OHCHR Headquarters (based in Geneva, Switzerland).

Qualifications et expériences requises

Qualification:
  • Master’s degree, preferably in law, social sciences or a related field.

Experience:

  • At least 2 years work related experience;
  • Experience in designing and delivering training and other capacity building activities;
  • Sound knowledge of the United Nations human rights system;
  • Sound knowledge of the human rights situation in the Pacific, including in emergencies;
  • Experience and knowledge of protection of human rights in humanitarian response would be an advantage;
  • Some experiences of having dealt with media would be an advantage;
  • Strong oral, inter-personal and presentation skills;
  • Strong ability for coordination and partnership development;
  • Computer literate with good drafting skills.
Language:
  • Fluent in English.
