Antecedentes
The programme is built around 3 major objectives:
- Facilitating development of an enabling environment for raising awareness by the public, and particularly the vulnerable, of human rights and their protection mechanisms;
- Enhancing capacities and accountability of institutions responsible for administering justice efficiently and fairly and improving the effectiveness of inter-institutional cooperation, coordination and information and knowledge-sharing
- Strengthening the oversight mechanisms for effective human rights protection and the administration of justice.
Deberes y responsabilidades
- Development of the extensive programme, including contributions to the further resource mobilization
- Strategic leadership and management of the Programme;
- Achievement of Programme goals and objectives, set indicators and targets; Implementation of Programme tasks and activities;
- Creation of strategic partnerships with Government, International partners and non-governmental organizations;
- Serving as a resource person for UNDP in the area of Human Rights protection and Access to Justice.
- Develops a long-term, strategic vision for expansion of the programme interventions and elaborates respective documentations and plans;
- Ensures strategic leadership, implementation, monitoring and evaluation of the programme;
- Ensures synergies and coherence among various pillars of the programme;
- Ensures the programme meets its set outputs, through reaching respective indicators and targets;
- Forges and expands strategic partnership and cooperation with the relevant stakeholders at national and international level; Contributes to establishment of dialogue and partnership among various parties in Georgia on the relevant issues of Human Rights and Access to Justice;
- Acts as a resource person for the UNDP CO in relevant areas, provides analysis on the developments at national and international context and advices accordingly; Ensures promotion of UNDP values including respect for Human Rights and Millennium Development Goals;
- Develops annual work plan for the programme in consultation with the beneficiary institutions and in agreement with UNDP;
- Coordinates organization the activities according to the work-plan;
- Manages the Programme finances according to the budget;
- Supervises the programme staff according to the UNDP HR regulations;
- Ensures effective information flow and coordination between the Programme and UNDP;
- Leads the recruitment, procurement, and other administrative tasks, according to UNDP rules and regulations
- Prepares quarterly and annual financial and narrative reports, including capturing the programme results, lessons learned, risks and issues;
- Supervises the maintenance of the Programme related documentation (contracts, reports, drafts, correspondence, an inventory list of all equipment purchased under the Programme etc.)

Habilidades y experiencia requeridas
- Master’s Degree or equivalent in Law/International Human Rights Law, International Relations, Public Administration, Policy or a related discipline.
- At least 5 years of post Master relevant experience at the national or international organization in design, management, monitoring and evaluation of development Programmes;
- At least 4 years of experience in the Justice/Human Rights field;
- Demonstrated knowledge of democratic governance concepts, human rights principles and challenges in Georgia;
- Demonstrated experience in policy analysis, policy advice and strategic leadership;
- Experience in the usage of computers and office software packages, experience in handling of web based management systems.
- Fluency in the Georgian and English Languages;
- Knowledge of Russian will be an asset.
