Antecedentes

The Ministry of State for Administrative Development aims at conducting a workshop to discuss "The role of Code of Conducts in enhancing integrity in the civil service". The workshop will address the senior and middle managers in the Egyptian government including officials working in the ministry of local development and Central agency for Organization and Administration.

The laws of civil service set out the framework which regulates the conditions of work of civil servants. Such laws may also contain the values of the civil service and the principles to be observed and guide how public authority shall be exercised. The workshop shall discuss how civil services have developed historically and the underlying ideas and principles that they build upon. Examples of how the fundamental questions of civil service have been addressed in various civil service laws will be presented. The workshop will present experiences from two sets of countries: a) Countries where code of conducts are highly integrated in civil service reform and where service delivery satisfaction is high (for citizens and private corporations), the efficiency in performance is high, the rule of law in the public administration is good, impartiality is good, and corruption is relatively under control. Those factors will be used as indicators of that their solutions are effective in those contexts, and; b) Countries in transition where reforms to the civil service law/code of conduct is undergoing but faced with legal and institutional hurdles.

The workshop will be conducted in the light of a project signed between UNDP and the Ministry of State for Administrative Development " Strengthening Transparency and Integrity in the Civil Service –Phase II”

Deberes y responsabilidades

  • To provide international expertise with regards to Theoretical and empirical views surrounding codes of conduct, mainstreaming anti-corruption practices in the civil service;
  • Prepare a working paper on how to reform the public sector using codes of conduct;
  • Prepare a working Paper on role of codes of conduct in improving performance and productivity;
  • Prepare a working paper on the role codes of conduct in regards to civil service laws.

Habilidades y experiencia requeridas

 Academic Qualifications:

  •  PhD in Public Administration, Law, or any another related field.
Experience:
  • A minimum of 15 years of experience in the area of anti-corruption, accountability and transparency (preferably anti-corruption policy and/or capacity building);
  •  Proven experience in evaluating, designing or managing complex long-term development projects is required, with experience in a UNDP or UN agency context desirable;
  •  Experience working in an international development setting is an advantage;
  •  Knowledge of the UN system is a strong asset;
  •  In-depth understanding and experience on third world countries in transition is an asset;
  •  Implementation of code of conducts to contribute in public sector reform and performance management;
  • The relevance of a code of conduct in civil service laws.

Language:

  • Excellent command of written and spoken English. Arabic would be an asset.

Application procedure:

Documents to be included when submitting the proposals:

  • Personal CV including past experience in similar projects, together with a P11 Form;
  • Financial offer.

Lump sum contracts

  • The financial proposal shall specify the daily fees, per diems, etc.
  • Payments are based upon output, i.e. upon delivery of the services specified in the TOR.

Terms of payment

  • Giving due consideration to the short duration of this consultancy, the Individual Consultant shall be paid in a single final instalment amounting to 100% of the agreed upon proposal.

The award of the contract will be made to the individual consultant whose offer will be evaluated and determined as:

  •  responsive/compliant/acceptable; and
  •  Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70 %;
Financial Criteria weight:  30 %.
