Antecedentes

Established in 2008, the South Sudan Recovery Fund (SSRF) supports the provision of recovery assistance to South Sudan. SSRF channels funds to support South Sudan’s priorities and provide immediate benefits for the population while laying the foundation for sustainable development. The Fund Steering Committee is chaired by the Vice Minister of Finance and Economic Planning and co-chaired by the UN Resident Coordinator. Members of the Steering Committee include Government, UN, donors and NGOs forum. To date, approximately an amount of US$ 130 million was allocated to three rounds of the fund. The design of Round 4 is recently completed and will be implemented by the end of 2013.

The SSRF Steering Committee is assisted by a secretariat. The secretariat is responsible for preparing key documents for use by the Steering Committee; facilitating the review of joint Programme proposals by Technical Advisory Group and submitting recommendations for funding allocations to the Steering Committee on behalf of the Technical Advisory Group; undertaking monitoring reviews at the fund level; preparing SSRF consolidated annual progress report based on submissions from Participating UN Organizations; The secretariat works in collaboration with the Multi-Partner Trust Fund Office (MPTF Office) who provides Fund Administration services relating to fund transfers, reporting and management of the public website.

Under the overall guidance and supervision of the UN Resident Coordinator for South Sudan/Co-chair of the SSRF Steering Committee, the Head of the Secretariat is responsible for the tasks below. Other tasks and responsibilities might be defined at a later date when discussions around the governance structure of the SSRF are completed.

Deberes y responsabilidades

Servicing the SSRF Steering Committee:

  • Prepare SSRF Steering Committee meeting agendas, in consultation with the Chair and Co-chair and call for and organize meetings of the Steering Committee on a regular basis;
  • Document, communicate and ensure follow-up of the Steering Committee’s decisions and agreed actions through the circulation to Steering Committee members no later than one week after the meeting date;
  • Provide support and advice to the Steering Committee on procedural and policy issues related to the SSRF and MPTF in general;
  • Periodically review the Terms of Reference of the Steering Committee and in consultation with the Chair and Co-chair, recommend changes or revisions to the SC.

Quality Assurance:

  • Provide guidance to partners, as potential or actual recipients of SSRF funding including guidance notes to facilitate Programme and project submissions by Participating UN Organizations;
  • Facilitate the Technical Advisory Group’s reviews of Programmes/projects submitted for SSRF funding against guidelines and criteria approved by the SSRF Steering Committee;
  • On behalf of the Technical Advisory Group, prepare and distribute a report and recommendations for Steering Committee’s decision and ensure that all required information is contained in approval documents and in accordance with applicable MPTF guidelines for submission;
  • Ensure that Programmes and projects to be funded by the SSRF are complementary and do not overlap with initiatives funded through other funding mechanisms;
  • In cooperation with the New York MPTF Office, provide support and guidance to Participating UN Organizations in the preparation of reporting requirements.

Management of the SSRF Secretariat:

  • Ensure the timely transmission of Steering Committee approved Programmes/ projects along with duly completed Programme/Project Submission Forms and signed Project Documents to the Administrative Agent to ensure the timely transfer of approved funds;
  • Consult and work collaboratively with the Administrative Agent, on matters relating to fund administration matters including fund transfers, reporting and management of the public website ;Submit to the SSRF Steering Committee quarterly narrative progress updates and annual progress reports from Participating UN Organizations relating to all Programmes and projects in receipt of SSRF funding;
  • Prepare consolidated annual reports highlighting key achievements, obstacles and challenges;
  • Facilitate Fund level independent mid-term or final evaluation exercises, including contributing to the drafting of Terms of Reference, mission logistics, etc.;
  • Contribute to the formulation of guidelines, procedures and policies to further improve the efficiency and effectiveness of the SSRF and MPTF in general;
  • Manage the day to day office operations including management of secretariat budget and supervision of secretariat staff.

Habilidades y experiencia requeridas

Education:
  • Master Degree preferably in public administration, management, international studies or other relevant field with sound project management experience; or an equivalent combination of relevant education.
Experience:
  • Minimum of 10 years of relevant professional experience, 7 years of which must be in the field of international development including experience working in post conflict, peace building and inter-agency settings;
  • Good knowledge of project, programming, particularly joint programming, formulation, planning, monitoring and result based reporting;
  • Experience with resource mobilization and donor coordination;
  • Extensive working and project management experience in  related areas;
  • Experience with UN coordination and understanding of agency mandates, particularly with the UNDG’s guidelines, rules and procedures for UN MDTFs and Joint Programmes;
  • Experience of working with UN agencies, multilaterals, donors, and international NGOs;
  • Strong interpersonal skills and ability to work under pressure and meeting deadlines;
  • Ability to work with minimum supervision, with efficiency, competence and integrity with people of different national and cultural backgrounds;
  • Management and supervisory experience including operations and Programmes;
  • Experience managing independent Secretariats would be an asset;
  • Working experience in Africa, particularly in South Sudan, would be an asset.
Language Requirements:
  • Fluency in English (written and spoken) is required;
  •  Knowledge of a local language is an asset.
