UNDP Bangladesh is supporting the government’s MDG-related efforts through its project titled ‘Support to Sustainable and Inclusive Planning (SSIP) Project’ implemented by the General Economics Division (GED), Planning Commission. The objective of this project is to strengthen policy and technical capacity, particularly in the General Economics Division (within the MoP), but also within other relevant central government agencies - the Ministry of Finance, Bangladesh Bank and the Bangladesh Bureau of Statistics. This is first, to design and implement pro-poor economic policies; secondly, to strengthen capacity for sustainable and inclusive planning; and thirdly, to monitor the MDGs and develop the post 2015 framework The intervention builds on and enhances the Poverty Reduction and MDG Monitoring and the Poverty, Environment and Climate Mainstreaming (PECM) projects. It has three main components: (1) Economic policy support; (2) Inclusive and environmentally sustainable planning and (3) MDG M&E and post 2015 agenda framework. Through these efforts, the project seeks to secure more pro-poor, inclusive and environmentally sustainable development

The Finance  and Admin Manager will be responsible for overall financial management, including budgeting and monitoring of project expenditures; financial reporting and auditing; forecasting expenditures; and maintaining and supervising project  accounts, books of accounts, banking and financial operations, and all administrative work. He/she will advise the NPD and PM on all financial aspects of project operations in line with UNDP NEX and Government of Bangladesh rules and regulations.

Summary of Key Functions:
Under the direct supervision of the Project Manager the incumbent shall carry out the duties given below to achieve the mission:

  • Supervise and maintain financial  and administrative records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports
  • Administrative support to the management  programme including administration of budgets/AWPs
  • Support to the project team in Atlas, Accounting, Administrative and Financial Matters
  • Active support to resource mobilization, partnerships and networking issues
  • Prepare analytical report  and TPP on Budget and Expenditure on a regular basis to produce in the AWP
  • Proper control of the supporting documents for payments and financial reports for NEX/DEX projects
  • Maintenance of the internal expenditures control system
  • Preparation of requisitions in Atlas and register of goods receipts in Atlas and make budget checks for requisitions, POs and vouchers. 
  • Facilitation of information flow, coordination of schedule and other logistic arrangements
  • Lead the preparation and organization of meetings, workshops, seminars, outreach activities etc.
  • Ensure daily administrative and secretarial support to the team, including daily correspondences, maintenance of filing system, printing and photocopying, updating official travel and leave plan, visitor’s list and event list.
  • Select and enter data from a wide variety of documents, verifying accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data
  • Prepare recurring reports as scheduled and special reports as required for budget preparation, audits or other reasons
  • Advise and assist international staff, experts and consultants on all issues of allowances, salary advances, travel claims and other financial matters; authorize payments due for claims and services
  • Prepare detailed cost estimates and participate in budget analysis and projections as required,
  • Maintain delivery records and make project transactions; maintain inventory of project assets; prepare IMED monthly, quarterly and annual reports; prepare ERD report; prepare ADB government budget; prepare fund release statements; detail ADB budget statement and prepare all GOB personnel salary
  • Supervise the project vehicles, drivers and messengers as per UNDP & Govt. rules and regulations
  • Supervise the finance assistant and project associate 
  • Perform any other duties assigned by the NPD, Project Manager

Impact of Results
Establishing reliable and accurate accounting/financial procedures will enable efficient planning and use of resources contributing towards effective implementation of project activities.

Qualifications et expériences requises

Education:

 Master’s in Business Administration, Finance, Accounting or Management from a recognized university

Experience: 

  •     Minimum of 5 years of accounting experience, preferably with government funded development projects
  •     Experience managing finance and administration operations and reporting functions
  •     Demonstrable proficiency with Microsoft Word, Excel, PowerPoint, Access and other accounting tools
  •     Experience of working with Planning Commission, specifically GED/ MDG project will be preferable.

 Excellent communication skills, both verbal and written, in English and Bangla
