Antecedentes
Information about drug use in Iraq remains limited and fragmented. Mostly generated from seizure reports, the main substances reported are amphetamines, cannabis resin, and heroin.Per the 2011 International Narcotics Control Board (INCB) report, an increasing level of cannabis resin originating from Iraq has been reported (particularly seized in the Gulf Region – Kuwait). Moreover, in recent years, Iraq was one of the main countries in the Middle East used by criminals for the diversion of precursor chemicals such as ephedrine, pseudo-ephedrine, and acetic anhydride.
The highest number of admitted cases for substance misuse in 2007 was reported in the governorates of Baghdad (556 admissions – 197 of which were incident cases), Basra (350 admissions – 0 of which were incident), Thi Kar (347 admissions – 174 of which incident), and Karbala (300 admissions – 183 of which incident).
According to the World Health Organization’s Country Profile of Iraq published in 2010, the Ministry of Health is responsible for administering treatment services for both alcohol and drug use disorders, with the most common treatment setting in mental health services. Nearly 75% of the treatment services for alcohol abuse are provided in the public sector, with 20% provided in the private sector and the remaining 5% through NGOs. Treatment services for non-alcohol drug use shift slightly with 35% provided in the private sector and only 60% in the public sector.
The Country Profile demonstrates systemic challenges related to availability of treatment services, coverage, and capacity to provide treatment services. There are no specialized treatment services for persons who use drugs, including injection drug users (IDU), and are HIV positive or have AIDS. An additional challenge is the lack of pharmacotherapy for treatment of opioid dependence for detoxification or maintenance. There are, however, pharmacotherapy interventions used for the treatment of alcohol withdrawal.
The main purpose of the Iraq segment of UNODC project GLOK32 (UNODC-WHO Programme on Drug Dependence Treatment and Care) is to increase the country’s capacity to respond to the problems caused by drug use disorders. International experience indicates that drug dependence and its associated health and social challenges can be treated effectively in the majority of cases if drug users have access to a continuum of comprehensive treatment and rehabilitation services that are appropriate to their needs and of sufficient quality, intensity, and duration. This project seeks to promote science-based approaches with a view to support the implementation of a recovery oriented system of drug dependence treatment and care with a continuum of care approach following the one-“stop-shop model.” In this regard the project will respond by:
- Supporting the development of a multi-component drug treatment system, including pharmacological treatment (Methadone/Buprenorphine) according to illicit drug use patterns;
- Increasing human resources capacity to deliver quality and evidence-based interventions through systematic training in Basra, Karbala, and Sulaymaniyah;
- Targeting special populations such as women and youth in order to increase their access to drug dependence treatment services tailored to their specific needs.

Scope and Expected OutputsUnder the overall guidance of the Regional Representative for the Middle East and North Africa, the direct supervision of the Head of the Programme Coordination and Analysis Unit (PCAU), and in close cooperation with the HIV Project Officer in Cairo and the Prevention, Treatment and Rehabilitation Section in UNODC HQ, the National Drug Dependence Treatment Expert will provide substantive and programmatic support to the implementation of the UNODC-WHO Programme on Drug Dependence Treatment and Care (GLOK32) in Iraq.
The incumbent will be based in UNODC Programme Office in Baghdad, Iraq and will support the backstopping of project activities in close coordination with national counterparts, the international donor community, and UNODC substantive and financial experts at UNODC HQ in Vienna and in the field.
National Drug Dependence Treatment Expert will, within assigned authority, perform the following tasks:
- Support in organizing a workshop for the launching of the GLOK32 Iraq segment, including the presentation of the assessment report and prioritization of project activities, in cooperation with UNODC Regional Office in Cairo and PRTS in Vienna;
- Support the implementation of a training of trainers workshop for drug treatment service providers;
- Support in organizing the participation of 14 experts, members of the Community Epidemiological Working Group (CEWG) at an international conference in 2014 to be defined in collaboration with UNODC Regional office in Cairo and PTRS in Vienna;
- Support the issuance of request for proposals for drug treatment service delivery in Baghdad, Casra, Karbala and Slaymaniyah. This includes close follow up with UNDP Baghdad and advising NGOs/GOs on the RFP;
- Contribute in drafting the quarterly financial and narrative reports in full compliance with the donor’s requirements;
- Draft the UNODC annual progress report of the GLOK32FEG segment for 2014;
- Provide appropriate hand-over to selected NPO for project implementation.

Habilidades y experiencia requeridas
Academic Qualifications:- Advanced university degree (Master's or equivalent) in Medicine, Public Health or social sciences (psychology, social work) or other relevant academic background in the field of health.
- Minimum of 5 years of professional work experience in drug dependence treatment;
- Relevant experience implementing or backstopping technical assistance projects, including drafting and finalizing narrative and financial project reports is required;
- Previous operational, social work, medical or nursing experience relating to treatment of drug dependence required.;
- Experience in establishing effective partnerships and working relationships with government counterparts and international donors is required;
- Experience and knowledge of the Middle Eastern context and of the Iraqi in particular would be an advantage;
- Experience working with/for the UN and up-to-date knowledge and practical experience of UN programmes, policies, guidelines and procedures an asset.
- Fluency in spoken and written English and Arabic required.
