The United Nation’s Development Assistance Framework (UNDAF) for Sudan 2013 – 2016 states that in support of national priorities and the commitments of the Millennium Declaration and the MDGs ‘The United Nations System will work to address both ‘hard’ and ‘soft’ components of social cohesion, peace consolidation and peace dividends.' These will promote direct action that reduces and prevents the likelihood of violent conflict at the community level, as well as indirect action that creates and enabling environment for peace consolidation. Overall, therefore, attention will be given to strengthening the infrastructure for peace, aiming at strengthening national processes, policies and institutions. In this regard, the United Nations System will work to strengthen the capacities of peace building institutions and support multi-level, formal and community-based peace processes and initiatives, including with regard to resource-related dispute management.

The UNDP Country Programme Document (2013 – 2016) places particular focus on the delivery of ‘specific results in capacity development of the Government and local communities in conflict management, peacebuilding and evidence-based recovery and development planning at state and locality levels. This will be done, for example, by supporting reinstatement of community-level conflict resolution mechanisms, including traditional structures and local peace councils. The role of women in peacebuilding and conflict resolution will particularly be promoted. UNDP also will support national partners to mitigate immediate and emergent “flashpoint” conflicts through preventive initiatives and inclusive local peace processes that involve representatives of needy groups… [Further,] UNDP will support delivery of tangible peace dividends among communities through grants for small community improvement projects.’ To this end, UNDP is extending the Joint Conflict Reduction Programme’s operations for 18 months.

The revised Joint Conflict Reduction Programme, jointly implemented with IOM, will focus on five main outputs across the three Kordofan states, Abyei Area, East Darfur and Blue Nile:

  • Government and community-led peace building initiatives supported to promote stability, inter communal reconciliation and peaceful coexistence;
  • Current and future local flashpoint conflicts are mitigated through inclusive peace processes;
  • Local stakeholders are linked to relevant high-level peace processes through dialogue and dissemination of information. Community infrastructure and productive assets that sustain social stability, community security and resilience to crisis delivered;
  • Targeted initiatives are delivered to support community resilience to state-wide conflicts.

Devoirs et responsabilités

Under the supervision of the JCRP Program Manager in close coordination with the CPRU Project Specialist, the Project Specialist leads on the ground implementation of JCRP in the Abyei Area.  S/he will act under the guidance of UNDP Senior Management and in close coordination with a UNDP CPRU Programme Officer and the JCRP Program Manager, to refer major executive project decisions to the Project Executive Board.

Project management:
  • To supervise the planning, implementation and monitoring of ongoing JCRP activities in the Abyei Area
  • To contribute to the design of JCRP activities;
  • To supervise the JCRP Abyei Area team, tracking individual progress towards deliverables and ensuring regular submission of timesheets;
  • To coordinate with IOM all aspects of sub-grant administration with local partners;
  • To ensure effective internal coordination with UNDP projects including Governance & Rule of Law and DDR.
  • To maintain constructive and collaborative working relationships with external key partners and stakeholders, most critically with the Abyei Area Administration;
  • To lead preparation of monthly project updates for submission to the JCRP Program Manager and fulfill other reporting requirements as requested;
  • To coordinate equipment and logistical support requirements for project implementation;
  • To represent the project at relevant coordination meetings and events;
  • To coordinate external technical support to the project on an as-needed basis

Project development:

  • To assist with development and finalization of project concept and proposal documents, including presentations to potential donors, as requested.

Impact of Results

  • Successful planning, implementation, monitoring and evaluation of the JCRP in accordance with UNDP and donors guidelines and requirement;
  • Effective coordination and cooperation with the project partners and donors;
  • Well established and maintained relationship with the key project: the Abyei Area Administration;
  • Project achievements are properly reported and communicated to the partners on national and regional levels.

Qualifications et expériences requises

Education:
  • A Master’s degree in conflict management, international relations, security studies, international development or a related field.
Experience:
  • 5 years experience in project management and/or conflict management in an international development setting;
  • Significant and progressive management experience, in particular with administration of small grants;
  • Experience in facilitating consultations, workshops, and grass-roots engagements;
  • Knowledge of and/or experience of the nature of local conflicts in Sudan and in particular the Three Areas.

Language Requirements:

  • Excellent spoken and written English and communication skills;
  • Knowledge of Arabic an advantage.
