Antecedentes

In the post revolution period, there is a strong need to strengthen capacities of government institutions.   The Ministry of Planning is the focal point for the design and coordination of national development plans. In specific, the Institute of Planning, established in 1988 with a mandate of developing planning capacities of the government and its various institutions. In particular, the Institute has a main role in supporting the Ministry of Planning as well as government institutions in preparing adequate research papers and forming qualified civil servants to work on developing national plans and in performing core government functions including strategic planning, monitoring & evaluation, policy formulation, etc. 

The role of the Institute of Planning is becoming even more crucial at the time when there is focus on formulating new development visions and plans for the country’s recovery and economic sustainability. In addition, the institute is expected to play a pivotal role in supporting the National Commission working the Libya Vision 2030. In this respect, it is timely to review the vision and operational modality and functionality of the Institute given the new challenges of having to enhance its capacity at the institutional, organizational and individual levels. In addition, the Institute needs to ensure that its role in offering specialized training courses is responsive to the new needs arising from the new transition in the country and comprehensive national efforts to revamp its economy and society and becoming a center of excellence in Libya that focuses on sustainable investment in human resources, and building a knowledge society and professional and merit based civil service and government working for better services for the citizens.

UNDP is working with the Ministry of Planning through the Capacity Strengthening Initiative (CSI), on supporting the capacity development of government institutions. The CSI has three main outcomes including; strengthening capacities of government institutions, supporting capacity assessment and capacity development of selected government institutions and the development of a national and international experts Roster. 

The Institute of Planning has asked UNDP to support its efforts in setting its future strategic directions and developing 3- year Strategic Development Plan.   For this purpose, UNDP is seeking a highly qualified Senior Expert/Consultant in Strategic Management/Institutional Development to work with the Institute of Planning and the Ministry of Planning for a period of 5 months.

Deberes y responsabilidades

The Expert/Consultant will be the lead contributor to an overall capacity assessment of the Institute as well as the development of a 3-year Strategic Development Plan. He/she will be working closely with a local consultant who will be contracted directly by the Institute of Planning.   The Strategic Planning process will be conducted utilizing a participatory approach with a systematic engagement and participation of the Institute of Planning, including senior officials, staff, trainers as well as all the stakeholders; Ministry of Planning, National Institute of Public Administration, civil society and private sector. The Consultant/Expert will be conducting analytic work based on required desk reviews and interviews and data analysis. He/She will be implementing the work both home-based and in the field. Days of home-based work will include teleconference, Skype and video consultations both with the local consultant and the Institute of Planning team as well as selected stakeholders. Additionally, the Expert/Consultant will avail himself/herself to discuss issues and review documents by email.

Main tasks:

Under the supervision and guidance of the Deputy Country Director / Governance Advisor (CSI Project Manager) at UNDP, and direct consultation with the Institute of Planning and the Ministry of Planning, the Expert/Consultant shall be responsible to deliver the following:

First Phase:

Achieving Strategic Consensus / 20 days of which 10 days are home based and 10 days are at the Institute of Planning in Tripoli

  • Conducting initial consultations with the Institute of Planning team working on the organizational revision;
  • Analysis of external environment;
  • Preparation of a workshop on strategic planning;
  • Preparation of an analytical report;
  • Preparation of strategic plan for the Institute.

Second Phase:

Assessment and Development of administrative components of the Institute (5 days home based)

Preparation of analytic report upon receipt of information from the local consultant on the following:
  • Personal interviews for the staff;
  • Report on the organizational analysis of the Institute;
  • Report on existing situation of the institute including available information and data ;
  • Identification of main performance indicators.

Third Phase:

Strategic Plan and development of Organizational Structure (10 days’ home based and 10 days in the field/Institute)

  • Preparation of strategic plan;
  • Design of the organizational structure;
  • Elaboration of the training plan;
  • Presentation of proposal for review of applied laws and bylaws pertaining to the work of the institute;
  • Presentation of a proposal to improve management information system of the institute;
  • Empowering relevant staff on the use of improved management information system.

Habilidades y experiencia requeridas

Academic Qualification

  • Minimum Master Degree in social sciences, Management, Strategic Planning and Institutional Development or any relevant discipline.

 Experience
  • At least 10 years of progressively responsible experience in relevant field including Strategic Planning and Institutional Development;
  • Proven intellectual and practical capacity to understand and interpret national development issues, particularly in post conflict / crisis country setting;
  • Proven intellectual and practical capacity in supporting post-conflict recovery planning and institutional reform;
  • Proven experience with coaching, advisory and capacity development of national government counterparts in post-conflict recovery process.

Language

  • Excellent written and communication in both English and Arabic.
