Background

The Career Transition Unit (CTU) is an integral part of UNDP's  Office of Human Resources and the HR Management services. Amongst others, the CTU is responsible for managing the complex administrative phases of agreed and voluntary separations, providing authoritative advice to management and staff, ensuring that all separation processes within UNDP are achieved with complete compliance to relevant rules and policies and the utmost respect for staff.

The CTU provides direct support and counseling to staff considering or undergoing separation as well as staff between assignments due to various organizational or life events.  

In the context of the UNDP’s Agreed Separation arrangements, the CTU acts as the Secretariat of the Advisory Committee on Agreed Separations.

In the above context, the selected staff member is expected to contribute to the delivery of the responsibilities of the Career Transition Unit in the area of managing the Agreed Separation processes. 

Duties and Responsibilities

Key expected deliverables of the assignment:

Provide support with the preparation for and the facilitation of the Advisory Committee on Agreed Separations, through:

  • Conduct a preliminary review of the Agreed Separation  submissions and provide preliminary recommendations, through collection, consolidation of documentation for submission to the Advisory Committee on Agreed Separations, in line with the established SOPs;
  • Prepare the submissions for the review of the CTU staff and the Committee;
  • Provide support with the maintenance of the electronic database of the documentation with regards to the proceedings of the Committee;
  • Update the financial reports and monitor the budget and expenditures of the Agreed Separations project.
Provide support with the budget management and required financial transactions within the project of Business Solutions Exchange (BSE), through:
  • Monitoring expenditures and allocations;
  • Following-up on the cost recovery transactions for the services provided by the BSE pool;
  • Monitoring timelines and following-up with the required timeline extensions, including contract and position extension; etc, through close collaboration with Office of Finance Resource Management;
  • Provide logistical and operations support to CTU and the clients of CTU on needs basis.

Required Skills and Experience

Education: 

  • Bachelor’s degree or Higher in public administration, finance, or related fields.

Experience:

  • Minimum of 5 – 7 years of experience in programme finance or administrative support working in international organizations;
  • Experience working in the area of HR administration in an international organization, particularly UNDP, is a strong asset;
  • Knowledge of MS office package at the advance level.

Languages:

  • Fluency in English essential;
  • Fluency in another UN Language is a very strong asset.

Financial proposal:
  • All applicants shall submit a proposal for all inclusive lump sum of daily fee (please send only  financial proposal to email address procurement.ohr@undp.org with subject: “Financial Proposal /CTU Consultant/OHR”.

Evaluation Criteria:

The consultant and the offer will be evaluated against a combination of technical and financial criteria.
Out of the maximum score of 100 points the score for technical criteria equals 70% (= maximum 70 points) and for financial criteria 30% (= maximum 30 points).

The technical evaluation (70%, or max 70 pts.) will take into account the following criteria:

  • Experience in the related field, including human resources, financial and programme management support;
  • Familiarity with UN system and specifically UNDP;
  • Track record of high standard of quality work and attention to details;
  • Knowledge and experience with the UNDP ERP system (Atlas), especially of the project and finance management modules;
  • Availability, as we are looking for a consultant who is available latest as of 2 January 2014.

The financial evaluation (30% or max 30 pts.) will only be made for the technically highest ranked candidates, who are considered to be qualified for the job.
