Background

The UNDP Asia-Pacific Regional Centre (APRC) is responsible for the implementation of regional projects, knowledge management activities and the provision of advisory services to the UNDP Country Offices in Asia and the Pacific. APRC is leading UNDP’s anti-corruption work in the Asia-Pacific Region through its Asia Regional Governance Programme (ARGP) and with support from the Global Programme on Anti-Corruption for Development Effectiveness (PACDE).
 
PACDE is UNDP’s major vehicle through which it responds to the growing demand for technical assistance in anti-corruption. PACDE’s main objective is to provide policy coherence and coordinate programming support to countries through UNDP Country Offices and Regional Service Centres. PACDE supports interventions at global, regional and country levels in order to promote national ownership, capacity development, effective aid management and South-South cooperation in addressing corruption and fostering democratic governance
 
Over the past two years, APRC with the support of PACDE established a vibrant Anti-Corruption Community of Practice organizing several regional meetings with government officials, civil society organisations (CSOs) and UN staff working on anti-corruption. In addition, APRC launched an online network in November 2009, the Asia-Pacific Integrity in Action (AP-INTACT) Network, which has over 500 members as of September 2013 and helps members share information and knowledge on relevant anti-corruption issues. In partnership with the UNDP Pacific Centre and UNODC Regional Centre for East Asia and the Pacific, APRC also developed a regional anti-corruption portal to capture knowledge and experiences on anti-corruption in the region which was handed over to the global programme in 2012
 
Under the guidance and direct supervision of the Asia-Pacific Regional Centre Anti-Corruption Advisor as well as of PACDE knowledge management analyst  the International Consultant on Anti-Corruption will support the facilitation of the AP-INTACT Network as well as other knowledge management activities required by PACDE, including support to the administration of the anti-corruption web portal
 
The International Consultant on Anti-Corruption works closely with the Democratic Governance Team in the UNDP Asia-Pacific Regional Centre and UNDP New York.

Duties and Responsibilities

This assignment aims to achieve the following objectives:
  • Undertake research activities & serve as lead facilitator of the AP-INTACT Network;
  • Support UNDP’s knowledge management strategy on anti-corruption, including partial management of the global Anti-Corruption for Development web portal as Asia-Pacific contributor.
The consultant will perform his/her assignment under the overall guidance of the Anti-Corruption Advisor in the UNDP APRC Governance Team as well as of PACDE’s knowledge management analyst and will be responsible, more specifically, for the following tasks:
  • Support the UNDP anti-corruption community of practice by mapping expertise, knowledge, expertise and resources with the aim to capture lessons learned, case studies and good practices related to anti-corruption interventions in the region and globally.
In particular the consultant will undertake research and serve as lead facilitator of the AP-INTACT Network, more specifically by:
  • Identifying daily contributions or contributors for the AP-INTACT Network;
  • Ensuring an average of 50 messages are circulated every month on the AP-INTACT Network;
  • Summarizing contributions and develop consolidated replies and e-discussion summaries;
  • Managing AP-INTACT membership requests;
  • Mirroring all AP-INTACT messages in the official AP-INTACT Tweeter account (@APINTACTNetwork);
  • Preparing analytics and reports, as required, on AP-INTACT activities.

Required Skills and Experience

Education:
  • Master's degree in social sciences, law, economics, international relations, development studies, or related field.
Experience:
  • Five years of relevant experience at the national or international level in editing;
  • Two years of relevant experience in anti-corruption;
  • Experience in dealing with UN agencies, donors and civil society;
  • Familiarity with IT software and platforms, in particular Lyris;
  • Experience in facilitating virtual networks;
  • Previous experience in video editing is an asset;
  • Knowledge of the Asia-Pacific region.
Language skills:
  • Excellent writing skills in English.
Document management and maintenance of PACDE’s knowledge management platform

The consultant will support the process of systematizing corruption and anti-corruption-related content relevant for PACDE’s knowledge management and information platforms (anti-corruption web portal. Teamworks, Facebook, and Twitter) in particular covering the AP region.

Some of the activities include:
  • Management support of the anti-corruption web portal, including the e-library and social media channels.
  • Administration of UNDP’s regional Teamwork on anti-corruption to facilitate knowledge exchange among COs and the regional centre;
  • Preparation of news updates and communication issues as required to promote and disseminate UNDP’s; anti-corruption work in the AP region as well key information produced at the global level;
  • Provide editing of selected reports on anti-corruption in the AP region.

The payment of professional fee shall be made based on approved time sheet indicating the number of days worked and spent for outputs indicated in the TOR.
